中國(guó)圖書(shū)出版企業(yè)(集團(tuán))信息化評(píng)價(jià)研究

【摘要】:我國(guó)出版業(yè)的信息化建設(shè)起步較早,但近年來(lái)隨著出版體制改革和產(chǎn)業(yè)結(jié)構(gòu)調(diào)整的深化,以及信息技術(shù)進(jìn)步所帶來(lái)的市場(chǎng)需求的變化,使得出版企業(yè)所面臨的信息化環(huán)境發(fā)生了深刻的改變。很多出版企業(yè)的信息化建設(shè)都遇到了類似的瓶頸,如信息化發(fā)展目標(biāo)不明確,思路不清晰;信息化的過(guò)程難以控制,效益低下;信息流通渠道不暢,信息資源利用率不高等等。這些問(wèn)題促使我們必須重新審視出版企業(yè)信息化的價(jià)值觀,分析出版企業(yè)信息化的過(guò)程,反思問(wèn)題產(chǎn)生的根源,論證解決問(wèn)題的方法,由此產(chǎn)生了出版企業(yè)信息化評(píng)價(jià)研究的命題。 出版企業(yè)信息化評(píng)價(jià)是指出版企業(yè)(集團(tuán))、出版行業(yè)主管部門或第三方機(jī)構(gòu),圍繞評(píng)價(jià)主體所預(yù)期的評(píng)價(jià)目標(biāo),設(shè)立一定的標(biāo)準(zhǔn),采用科學(xué)的方法,對(duì)評(píng)價(jià)對(duì)象的信息化過(guò)程及成果從各個(gè)方面進(jìn)行度量,并對(duì)信息化的整體價(jià)值作出判斷的活動(dòng)。目前我國(guó)出版企業(yè)信息化評(píng)價(jià)工作的開(kāi)展嚴(yán)重滯后于信息化發(fā)展的需要,不論是理論基礎(chǔ)還是實(shí)踐準(zhǔn)備都非常有限,因此本文根據(jù)不同類型出版企業(yè)的信息化實(shí)際,將研究對(duì)象限定在圖書(shū)出版企業(yè)(集團(tuán))的范疇,著重研究以下三個(gè)方面的內(nèi)容: (1)對(duì)我國(guó)圖書(shū)出版企業(yè)信息化發(fā)展的歷史和現(xiàn)狀、成果和問(wèn)題進(jìn)行研究,找出當(dāng)前制約我國(guó)圖書(shū)出版企業(yè)信息化發(fā)展的關(guān)鍵因素,將這些因素引入到信息化評(píng)價(jià)的內(nèi)容當(dāng)中。 (2)概括和總結(jié)國(guó)內(nèi)外關(guān)于信息化評(píng)價(jià)理論、方法的研究成果,從信息化、企業(yè)信息化、企業(yè)信息化評(píng)價(jià)、出版企業(yè)信息化評(píng)價(jià)、出版企業(yè)信息化評(píng)價(jià)指標(biāo)體系等一系列概念的層層推導(dǎo)當(dāng)中,總結(jié)出我國(guó)圖書(shū)出版企業(yè)信息化評(píng)價(jià)的目標(biāo)、原則、內(nèi)容、特征等重要概念,從而建立我國(guó)圖書(shū)出版企業(yè)信息化評(píng)價(jià)研究的理論基礎(chǔ)。 (3)在對(duì)我國(guó)圖書(shū)出版企業(yè)信息化實(shí)際的深入分析和對(duì)圖書(shū)出版企業(yè)信息化評(píng)價(jià)理論的綜合研究基礎(chǔ)上,采用科學(xué)的評(píng)價(jià)方法和步驟,構(gòu)建具有較強(qiáng)可操作性的“中國(guó)圖書(shū)出版企業(yè)(集團(tuán))信息化綜合評(píng)價(jià)指標(biāo)體系”,并對(duì)該指標(biāo)體系進(jìn)行初步的實(shí)證論證。 本文的研究對(duì)象定位明確,理論和技術(shù)路線清晰,一方面注重對(duì)信息化評(píng)價(jià)理論的概括和總結(jié),為進(jìn)一步拓展我國(guó)出版業(yè)信息化評(píng)價(jià)研究提供理論依據(jù);另一方面以大量的實(shí)際調(diào)查數(shù)據(jù)為基礎(chǔ),為我國(guó)圖書(shū)出版企業(yè)及其它類型出版企業(yè)構(gòu)建和實(shí)施信息化評(píng)價(jià)指標(biāo)體系,進(jìn)行了有益的探索。
[Abstract]:The information construction of publishing industry in China started early, but in recent years, with the deepening of the reform of publishing system and the adjustment of industrial structure, as well as the changes of market demand brought about by the progress of information technology, As a result, the information environment faced by publishing enterprises has undergone profound changes. The information construction of many publishing enterprises has encountered similar bottlenecks, such as unclear development objectives and unclear ideas; the process of informatization is difficult to control, the efficiency is low; the channels of information circulation are not smooth, the utilization rate of information resources is not high, and so on. These problems urge us to re-examine the values of publishing enterprise informatization, analyze the process of publishing enterprise informatization, reflect on the root causes of the problem, and demonstrate the methods to solve the problem. As a result, the proposition of information evaluation research of publishing enterprises has been produced. The information evaluation of publishing enterprises refers to the publishing enterprises (groups), the competent departments of the publishing industry or third-party institutions, around the expected evaluation objectives of the evaluation subject, the establishment of certain standards and the use of scientific methods. The activities that measure the informatization process and results of the evaluation object from all aspects, and judge the overall value of the information technology. At present, the development of informatization evaluation of publishing enterprises in our country seriously lags behind the needs of the development of informatization, both in theory and in practice are very limited. Therefore, according to the information reality of different types of publishing enterprises, this paper is based on the information reality of different types of publishing enterprises. The research object is limited to the category of book publishing enterprises (groups), with emphasis on the following three aspects: (1) the history and present situation, achievements and problems of the information development of book publishing enterprises in China are studied. Find out the key factors that restrict the information development of book publishing enterprises in our country at present, and introduce these factors into the content of information evaluation. (2) summarize and summarize the research results of information evaluation theory and method at home and abroad, from informatization, enterprise informatization evaluation, publishing enterprise informatization evaluation, Through the derivation of a series of concepts, such as the evaluation index system of publishing enterprise informatization, this paper summarizes the important concepts of informatization evaluation of book publishing enterprises in China, such as objectives, principles, contents, characteristics and so on. In order to establish the theoretical basis of information evaluation research of book publishing enterprises in China. (3) based on the in-depth analysis of the informatization practice of book publishing enterprises in China and the comprehensive research on the information evaluation theory of book publishing enterprises, the scientific evaluation methods and steps are adopted. The comprehensive evaluation index system of informatization of Chinese book publishing enterprises (groups) is constructed, and the preliminary demonstration of the index system is carried out. The research object of this paper is clear, the theoretical and technical route is clear, on the one hand, it pays attention to the summary and summary of the information evaluation theory, which provides the theoretical basis for further expanding the research of the information evaluation of the publishing industry in our country; On the other hand, based on a large number of actual survey data, this paper makes a beneficial exploration for the construction and implementation of information evaluation index system for Chinese book publishing enterprises and other types of publishing enterprises.
