【摘要】：黨的十七屆六中全會(huì)把文化建設(shè)提升到黨和國(guó)家的戰(zhàn)略層面進(jìn)行研究部署,提出“繁榮文化創(chuàng)作生產(chǎn),必須樹立精品意識(shí),全面提高文化產(chǎn)品質(zhì)量”。國(guó)務(wù)院辦公廳出臺(tái)的《關(guān)于進(jìn)一步支持甘肅經(jīng)濟(jì)社會(huì)發(fā)展的若干意見》,確定了甘肅“建設(shè)文化大省”的奮斗目標(biāo)。甘肅文化底蘊(yùn)深厚,文化資源豐富,文化名人輩出,是中華民族重要的文化資源寶庫(kù),理應(yīng)抓住前所未有的歷史性機(jī)遇,在出版體現(xiàn)國(guó)家意志、傳承中華文明、弘揚(yáng)時(shí)代精神的傳世精品上有所作為。 本文以推動(dòng)文化大發(fā)展大繁榮為背景,在深入各出版單位實(shí)地調(diào)研、大量翻閱資料、充分掌握實(shí)情的基礎(chǔ)上,運(yùn)用實(shí)證分析與規(guī)范研究相結(jié)合的方法,規(guī)范研究主要是對(duì)甘肅“十二五”期間精品圖書出版的過程和結(jié)果進(jìn)行價(jià)值判斷,闡明了甘版精品圖書出版實(shí)現(xiàn)社會(huì)效益與經(jīng)濟(jì)效益之間的關(guān)系“應(yīng)該是怎樣的”問題,實(shí)證研究回答了甘版精品圖書出版實(shí)現(xiàn)社會(huì)效益與經(jīng)濟(jì)效益之間的關(guān)系“是什么”的問題,說明精品圖書出版內(nèi)容為王,始終要把社會(huì)效益放在首位。運(yùn)用辯證分析與對(duì)比分析相結(jié)合的方法,辯證分析主要是從過去取得的成績(jī)和當(dāng)前面臨的危機(jī)兩方面進(jìn)行精品出版形勢(shì)分析,對(duì)比分析則是把甘肅情況放在全國(guó)進(jìn)行橫向比較、省內(nèi)各出版單位的情況進(jìn)行橫向比較、甘肅“十一五”與“十二五”的情況進(jìn)行縱向比較,對(duì)甘肅精品圖書出版作出總體評(píng)價(jià)。運(yùn)用定性研究與定量分析相結(jié)合的方法,定性研究說明甘肅精品出版諸多方面都無法適應(yīng)當(dāng)代精品圖書出版的形勢(shì)要求,定量分析則用確鑿的數(shù)據(jù)對(duì)無法適應(yīng)的程度予以支撐。運(yùn)用主觀因素與客觀因素相結(jié)合的方法,從思想理念、產(chǎn)品結(jié)構(gòu)、機(jī)制體制、經(jīng)費(fèi)支撐、人才保障等方面對(duì)甘肅精品圖書匱乏的主要原因進(jìn)行深入分析。運(yùn)用理論與實(shí)踐相結(jié)合的方法,根據(jù)國(guó)家、新聞出版總署、省委省政府對(duì)推出精品力作不同層面的政策要求,結(jié)合甘肅出版實(shí)際情況,對(duì)甘肅省精品圖書出版的有效途徑進(jìn)行研究。理論聯(lián)系實(shí)際,也是本文進(jìn)行研究的一個(gè)基礎(chǔ)。 本文以省級(jí)新聞出版行政管理部門的視角立論,對(duì)甘肅新聞出版業(yè)精品圖書生產(chǎn)相關(guān)的問題進(jìn)行了嘗試性分析和探討,并就建設(shè)文化大省任務(wù)目標(biāo)及其時(shí)代背景下如何推進(jìn)甘肅精品圖書生產(chǎn)提出了可行性建議,對(duì)于甘肅走特色精品圖書出版之路具有借鑒意義。
[Abstract]:The sixth Plenary session of the 17th CPC Central Committee promoted the cultural construction to the strategic level of the Party and the country, and put forward that "in order to prosper cultural creation and production, we must set up the consciousness of fine works and improve the quality of cultural products in an all-round way". Some opinions on further supporting the economic and social development of Gansu Province, issued by the General Office of the State Council, set the goal of "building a large cultural province" in Gansu. Gansu has a deep cultural heritage, rich cultural resources and numerous cultural celebrities. It is an important treasure house of cultural resources for the Chinese nation. It should seize the unprecedented historic opportunity to embody the national will in publishing and inherit Chinese civilization. In order to carry forward the spirit of the times, we have made some achievements in the world. This article, based on the background of promoting the great development and prosperity of culture, on the basis of thorough investigation and investigation on the spot by various publishing units, and reading a large number of materials, fully grasps the facts. By using the method of combining empirical analysis with normative research, the normative research is mainly to judge the value of the process and results of the publication of high-quality books during the 12th Five-Year Plan period in Gansu Province. This paper expounds the relationship between the social and economic benefits of the publication of the Gan edition high-quality books, and expounds the problem of "what should be the relationship between the social and economic benefits", The empirical study answers the question of "what is the relationship between social benefits and economic benefits" in the publication of quality books in Gan version, and explains that the content of the publication of high-quality books should always be put in the first place. Using the method of combining dialectical analysis with comparative analysis, dialectical analysis is mainly from the past achievements and the current crisis of the two aspects of high-quality publishing situation analysis, comparative analysis is to put Gansu situation in the national horizontal comparison. The situation of the publishing units in the province is compared horizontally, and the situation of Gansu "Eleventh Five-Year Plan" and "the Twelfth Five-Year Plan" is compared longitudinally, and the overall evaluation of the publication of the fine books in Gansu Province is made. By using the method of combining qualitative research with quantitative analysis, the qualitative research shows that many aspects of Gansu high-quality publishing can not adapt to the requirements of the situation of contemporary high-quality book publishing, while quantitative analysis supports the degree of inadaptability with conclusive data. By combining subjective factors with objective factors, this paper makes a deep analysis of the main reasons for the scarcity of high-quality books in Gansu Province from the aspects of ideology, product structure, mechanism and system, fund support and talent guarantee. Using the method of combining theory with practice, according to the policy requirements of the state, the General Administration of Press and publication, the provincial party committee and the provincial government, and combining the actual situation of Gansu publishing, This paper studies the effective ways to publish fine books in Gansu Province. This paper, from the perspective of provincial press and publication administrative department, makes a tentative analysis and discussion on the problems related to the production of high-quality books in the press and publication industry of Gansu Province. The paper also puts forward some feasible suggestions on how to promote the production of high-quality books in Gansu under the background of the task of constructing a cultural province and how to promote the production of high-quality books in Gansu Province, which has reference significance for Gansu to take the road of publishing high-quality books with special features.
