【摘要】：深化文化體制改革,是以胡錦濤同志為總書記的黨中央在科學(xué)判斷國際國內(nèi)形勢,全面把握當(dāng)今世界文化發(fā)展趨勢,深刻分析我國基本國情和戰(zhàn)略任務(wù)的基礎(chǔ)上,作出的又一項關(guān)系改革全局的重大決策。出版業(yè)按照性質(zhì)分為兩大類,一類是公益性質(zhì)的新聞出版事業(yè),另一類是經(jīng)營性質(zhì)的新聞出版產(chǎn)業(yè)。公益性質(zhì)的新聞出版事業(yè),包括黨報、黨刊,以出版馬列主義著作、政治理論宣傳為主要任務(wù)的人民出版社,以及制作特殊出版物(比如盲文、少數(shù)民族文字出版物)為主業(yè)、無盈利能力的政策性出版社。公益性新聞出版事業(yè)的改革以“增加投入、轉(zhuǎn)換機(jī)制、增強(qiáng)活力、改善服務(wù)”為重點,仍由政府投資、政府主辦,保留事業(yè)編制,是一種機(jī)制改革。除了公益性的新聞出版事業(yè)外,皆為經(jīng)營性的新聞出版產(chǎn)業(yè)。其改革的思路是創(chuàng)新體制、搞活機(jī)制、面向市場、增強(qiáng)活力,基本上都要分期分批轉(zhuǎn)制為企業(yè),按照現(xiàn)代企業(yè)制度,進(jìn)行內(nèi)部管理體制、領(lǐng)導(dǎo)機(jī)構(gòu)和運(yùn)行機(jī)制的改造,改造成獨(dú)立的市場競爭主體。 本文以云南省新聞出版體制改革為研究對象,研究出版單位在新聞出版體制改革中如何自我發(fā)展,重點研究如何建立完善現(xiàn)代企業(yè)制度提高市場競爭力。具體研究內(nèi)容可概括為七個部分：第1章導(dǎo)論,提出了本文研究的目的和意義、國內(nèi)外對本論題的研究現(xiàn)狀、本文的研究內(nèi)容和研究方法。第2章對云南省新聞出版體制改革研究概括。第3章例舉云南出版單位改革實踐案例。第4章梳理云南出版單位在轉(zhuǎn)企改制中面臨的機(jī)遇和問題。第5章提出建立完善現(xiàn)代企業(yè)制度是云南省新聞出版體制改革方向。第6章結(jié)合云南新聞出版體制改革實踐體會,借鑒國外優(yōu)秀傳媒企業(yè)發(fā)展擴(kuò)充之路,提出對應(yīng)的具體對策和可持續(xù)發(fā)展思路建議。第7章結(jié)語,對論文進(jìn)行總結(jié)概括。筆者對云南經(jīng)營性出版單位體制改革進(jìn)行研究,在借鑒國外傳媒集團(tuán)的發(fā)展擴(kuò)張之道基礎(chǔ)上,結(jié)合我國國情,認(rèn)為經(jīng)營性出版單位體制改革在建立完善現(xiàn)代企業(yè)制度中,要倡導(dǎo)所有權(quán)與經(jīng)營權(quán)分離的產(chǎn)權(quán)制度；要倡導(dǎo)以SOE協(xié)同治理為目標(biāo)的公司內(nèi)部治理結(jié)構(gòu)；要倡導(dǎo)科學(xué)規(guī)范的公司內(nèi)部治理制度；要倡導(dǎo)綜合發(fā)展模式；要倡導(dǎo)通過并購擴(kuò)大。
[Abstract]:Deepening the reform of the cultural system is a major decision made by the Party Central Committee of the general secretary of Hu Jintao, on the basis of the scientific judgment of the international and domestic situation, the overall grasp of the current trend of the development of the world culture, the profound analysis of our country's basic national conditions and strategic tasks, and another heavy decision on the overall situation of the relationship reform. The publishing industry is divided into two categories according to its nature. Class is a public welfare news and publishing industry, and the other is the press and publishing industry of the nature of business. The public welfare news and publishing industry, including the party newspaper, the party magazine, the publication of Marxism Leninist works, the propaganda of political theory as the main task of the people's Publishing House, and the production of special editions (such as Braille, minority language publications) as the main industry, Unprofitable policy press. The reform of public welfare news and publishing is focused on "increasing investment, transforming mechanism, enhancing vitality and improving service". It is still a mechanism reform. This paper, taking the reform of Yunnan press and publishing system as the research object, studies how the publishing units develop themselves in the reform of the press and publishing system, and focuses on how to establish and improve the modern enterprise system to improve the market competitiveness. The specific research content can be summarized as seven parts: the first chapter guide, the purpose and significance of this study are put forward. The research status of this topic, the content and research methods of this article. The second chapter summarizes the reform of Yunnan press and publishing system. The third chapter exemplified the case of reform practice in Yunnan publishing unit. The fourth chapter combs the opportunities and problems facing the Yunnan publishing unit in the transformation of enterprise system. The fifth chapter proposes to establish and perfect the modern enterprise system. The reform direction of Yunnan news and publishing system. The sixth chapter combines the practice experience of the reform of Yunnan news and publishing system, draw lessons from the development and expansion of foreign excellent media enterprises, and put forward the corresponding countermeasures and suggestions for sustainable development. The conclusion is summarized and summarized in the seventh chapter. The writer has carried out the reform of the operational publishing unit system of Yunnan. On the basis of the development and expansion of foreign media groups and combining with the national conditions of our country, it is believed that the institutional reform of the operational publishing unit should advocate the separation of ownership from the right of management in the establishment of the modern enterprise system, and advocate the internal governance structure of the company with SOE co governance as the target, and the scientific rules should be advocated.
