【摘要】:當(dāng)下國(guó)內(nèi)出版集團(tuán)在經(jīng)歷了早期的資源整合后,紛紛走向更具實(shí)質(zhì)意義的市場(chǎng)化階段。伴著現(xiàn)代企業(yè)制度和法人治理結(jié)構(gòu)的逐步建立,出版業(yè)開始了由產(chǎn)品運(yùn)營(yíng)向資本運(yùn)營(yíng)階段的過渡。合理的資本運(yùn)營(yíng)需要轉(zhuǎn)企改制支撐。在企業(yè)內(nèi)部組織機(jī)制的改革過程中,績(jī)效管理成為不可回避的問題。 隨著媒體市場(chǎng)化進(jìn)程的發(fā)展,用工制度與考核間的矛盾開始加劇,再造績(jī)效考核指標(biāo)體系,建立以目標(biāo)管理為核心、以能力發(fā)展為手段的綜合績(jī)效管理制度必要性凸顯。目前,績(jī)效管理作為一項(xiàng)重要管理工具和資源管理的核心內(nèi)容,其重要性已為多數(shù)出版企業(yè)所認(rèn)可,但就目前的實(shí)際運(yùn)用效果而言,從績(jī)效管理理念到具體績(jī)效考核的設(shè)計(jì)與實(shí)施,都或多或少地存在一些誤區(qū),導(dǎo)致績(jī)效管理應(yīng)有的作用沒有真正發(fā)揮出來。 基于上述情況,本文首先對(duì)當(dāng)下國(guó)內(nèi)出版集團(tuán)的發(fā)展及其在績(jī)效管理方面的嘗試做了一定的梳理,在此基礎(chǔ)上總結(jié)了鳳凰出版?zhèn)髅郊瘓F(tuán)績(jī)效管理體系的五大構(gòu)成要素;其次,從績(jī)效計(jì)劃與指標(biāo)體系的構(gòu)建、績(jī)效管理的過程控制、績(jī)效考核與評(píng)估、績(jī)效反饋與面談、績(jī)效考核的結(jié)果應(yīng)用這五個(gè)環(huán)節(jié)入手,對(duì)鳳凰出版?zhèn)髅郊瘓F(tuán)這一典型個(gè)案的績(jī)效管理模式展開具體解析;最后,從當(dāng)下該出版集團(tuán)績(jī)效管理中存在的現(xiàn)實(shí)問題出發(fā),嘗試進(jìn)行對(duì)策性的探討。
[Abstract]:At present, after the early integration of resources, domestic publishing groups have moved towards a more substantial stage of marketization. With the gradual establishment of modern enterprise system and corporate governance structure, the publishing industry began the transition from product operation to capital operation. Reasonable capital operation needs the support of transforming enterprise system. In the process of enterprise internal organization mechanism reform, performance management becomes an unavoidable problem. With the development of media marketization, the contradiction between the employment system and the appraisal begins to intensify, and the performance appraisal index system is reconstituted. It is necessary to establish a comprehensive performance management system with objective management as the core and ability development as the means. At present, as an important management tool and core content of resource management, the importance of performance management has been recognized by most publishing enterprises. From the concept of performance management to the design and implementation of specific performance appraisal, there are more or less some misunderstanding, which results in the performance management has not really played its role. In this paper, firstly, the development of domestic publishing groups and their attempts in performance management are reviewed, and then the five components of the performance management system of Phoenix Publishing Media Group are summarized. Starting with the construction of performance plan and index system, the process control of performance management, the performance appraisal and evaluation, the performance feedback and interview, the application of the results of performance appraisal. This paper analyzes the performance management model of Phoenix Publishing Media Group. Finally, from the point of view of the actual problems existing in the performance management of Phoenix Publishing Media Group, it tries to make a strategic discussion.
