【摘要】:安徽出版集團是在安徽省新聞出版局局屬事業(yè)單位的基礎上發(fā)展起來的,隨著文化體制改革進程的不斷深入,安徽出版集團既面臨著大好的發(fā)展機遇,也面臨著嚴峻的挑戰(zhàn)。根據(jù)人力資源管理在企業(yè)管理中扮演的角色和所起的作用,安徽出版集團的人力資源管理還處在操作性角色時代,仍處于傳統(tǒng)的人力資源管理向現(xiàn)代人力資源管理過渡階段,還帶有一定的計劃經(jīng)濟色彩,沒有實現(xiàn)人力資源管理的職能轉換,缺乏與集團發(fā)展戰(zhàn)略相匹配的人力資源管理戰(zhàn)略,人力資源整體素質有待加強。為適應新的形勢,集團現(xiàn)行的人力資源管理必須改革,通過體制和機制創(chuàng)新、整合力量、調整結構,以增強活力,提高競爭力,跟上時代發(fā)展的步伐。 目前,對戰(zhàn)略性人力資源管理還沒有一個統(tǒng)一明確的界定,國內對于戰(zhàn)略性人力資源管理理論的研究較少,和具體企業(yè)聯(lián)系起來的就少之又少。本論文結合具體企業(yè)在這一領域進行有意義的探索研究。本論文從戰(zhàn)略性人力資源管理理論研究方法入手,和企業(yè)經(jīng)營發(fā)展戰(zhàn)略實際相結合,從而探尋一條可以實現(xiàn)有效提高企業(yè)競爭力的戰(zhàn)略性人力資源管理之路。 本文采用PEST環(huán)境分析方法、SWOT分析方法,詳細分析了安徽出版集團所面臨的外部環(huán)境和內部條件,闡述了該集團實施戰(zhàn)略性人力資源管理的外部環(huán)境機會和威脅,以及集團本身實施戰(zhàn)略性人力資源管理的優(yōu)勢與劣勢。安徽出版集團目前現(xiàn)行的人力資源管理存在的主要問題是:集團高層高度重合,核心經(jīng)營層高級人才相對較缺乏,崗位描述不完善,人職匹配不到位,人力資源戰(zhàn)略規(guī)劃不明晰,青年員工流動較大,績效考核落實不到位等。針對這些問題,結合集團的實際情況,采取基于資源基礎理論的戰(zhàn)略性人力資源管理方法,制定安徽出版集團人力資源管理的目標,按照人力資源管理要支持和服務企業(yè)經(jīng)營發(fā)展戰(zhàn)略的原則,設計了提升安徽出版集團戰(zhàn)略性人力資源管理水平的實施方案,其結果對安徽出版集團的發(fā)展將具有現(xiàn)實的指導意義。
[Abstract]:Anhui Publishing Group is developed on the basis of the institution of Anhui Press and publication Bureau. With the deepening of the reform of the cultural system, Anhui Publishing Group is faced with both excellent development opportunities and severe challenges. According to the role and role of human resource management in enterprise management, the human resource management of Anhui Publishing Group is still in the era of operational role, and is still in the transition stage from traditional human resource management to modern human resource management. It also has certain planned economy color, does not realize the function transformation of human resource management, lacks the human resource management strategy matching with the group development strategy, and the overall quality of human resources needs to be strengthened. In order to adapt to the new situation, the current human resource management of the Group must be reformed, through the innovation of system and mechanism, the integration of strength, the adjustment of structure, in order to enhance vitality, improve competitiveness and keep up with the pace of development of the times. At present, there is not a unified and clear definition of strategic human resource management. This paper carries on the meaningful exploration and research in this domain combined with the concrete enterprise. This paper starts with the theoretical research method of strategic human resource management and combines with the practice of enterprise management and development strategy, so as to explore a way of strategic human resource management which can effectively improve the competitiveness of enterprises. In this paper, the PEST environment analysis method is used to analyze the external environment and internal conditions faced by Anhui Publishing Group in detail, and the external environment opportunities and threats to implement strategic human resource management in Anhui Publishing Group are expounded. As well as the group itself implements the strategic human resources management the superiority and the inferiority. The main problems existing in the current human resource management of Anhui Publishing Group are: the high level overlap of the group, the relatively lack of senior talents at the core management level, the imperfect job description, and the inadequate matching of personnel and duties. Human resources strategic planning is not clear, young staff mobility, performance appraisal implementation is not in place and so on. Aiming at these problems, combining with the actual situation of the group, adopting the strategic human resource management method based on the resource-based theory, the goal of Anhui Publishing Group's human resource management is formulated. According to the principle that human resource management should support and serve the strategy of management and development of enterprises, the implementation plan of improving the level of strategic human resources management of Anhui Publishing Group is designed. The result will have realistic guiding significance to the development of Anhui Publishing Group.
