【摘要】： 高校學(xué)報(bào)一直以來(lái)被視為高校教學(xué)科研活動(dòng)的窗口,在加強(qiáng)學(xué)術(shù)交流、促進(jìn)科技發(fā)展、發(fā)現(xiàn)和培養(yǎng)人才等方面起到過(guò)非常重要的作用。但是隨著社會(huì)主義市場(chǎng)經(jīng)濟(jì)的迅猛發(fā)展,文化體制改革的逐步深入,高校學(xué)報(bào)的辦刊環(huán)境發(fā)生了很大變化,以往那種“千刊一面”的綜合性辦刊模式已經(jīng)不能適應(yīng)飛速發(fā)展的信息時(shí)代對(duì)專業(yè)化的要求,專業(yè)學(xué)術(shù)信息的出版競(jìng)爭(zhēng)也使得高校學(xué)報(bào)失去了發(fā)展的空間。在這種形勢(shì)下高校學(xué)報(bào)應(yīng)該如何進(jìn)行改革以及走怎樣的發(fā)展道路才能緊跟時(shí)代的步伐,發(fā)揮其應(yīng)有的作用,已經(jīng)成為亟待研究的課題。本文在此背景下探究高校學(xué)報(bào)轉(zhuǎn)制與走專業(yè)化發(fā)展道路的必要性,并從我國(guó)高校學(xué)報(bào)所存在的現(xiàn)實(shí)條件出發(fā),提出切實(shí)可行的發(fā)展方向及對(duì)策建議,為高校學(xué)報(bào)相關(guān)管理部門制定政策及有效管理提供參考。 新制度經(jīng)濟(jì)學(xué)、公共選擇理論在宏觀政策上為高校學(xué)報(bào)的體制改革提供理論上的支持,管理學(xué)中的市場(chǎng)細(xì)分與市場(chǎng)定位理論為高校學(xué)報(bào)的專業(yè)化改革指明了方向,運(yùn)用高等教育理論來(lái)指導(dǎo)高校學(xué)報(bào)轉(zhuǎn)制與專業(yè)化改革,優(yōu)化高校的教育資源配置,提高學(xué)報(bào)資源的利用效率和效益,使學(xué)報(bào)創(chuàng)造更大的價(jià)值。國(guó)家《關(guān)于深化文化體制改革的若干意見(jiàn)》發(fā)布實(shí)施以來(lái),新聞出版領(lǐng)域的體制改革成為文化體制改革的重點(diǎn),并且陸續(xù)出臺(tái)了一系列相關(guān)政策,為高校學(xué)報(bào)的轉(zhuǎn)制與專業(yè)化改革提供了政策上的依據(jù)。 本文在查閱了國(guó)內(nèi)外關(guān)于高校學(xué)報(bào)以及部分學(xué)術(shù)期刊研究文獻(xiàn)的基礎(chǔ)上,對(duì)全國(guó)部分重點(diǎn)院校、一般本科院校以及高職高專等學(xué)校的學(xué)報(bào)開(kāi)展了問(wèn)卷調(diào)查,了解到目前高校學(xué)報(bào)的辦刊現(xiàn)狀和所面臨的一些問(wèn)題,分析高校學(xué)報(bào)進(jìn)行專業(yè)化改革的必要性。從我國(guó)高校學(xué)報(bào)所處的大環(huán)境出發(fā),著眼于高校學(xué)報(bào)與高校發(fā)展以及期刊產(chǎn)業(yè)發(fā)展之間的相互關(guān)系,在文化產(chǎn)業(yè)發(fā)展系統(tǒng)與高校發(fā)展兩大系統(tǒng)中對(duì)高校學(xué)報(bào)進(jìn)行專業(yè)化的定位。通過(guò)對(duì)國(guó)內(nèi)外成功辦刊經(jīng)驗(yàn)的分析,提出我國(guó)高校學(xué)報(bào)轉(zhuǎn)制與專業(yè)化發(fā)展的思路,我國(guó)高校學(xué)報(bào)應(yīng)充分學(xué)習(xí)和借鑒西方發(fā)達(dá)國(guó)家的先進(jìn)理念和經(jīng)營(yíng)模式,深化辦刊體制機(jī)制的改革,樹(shù)立精品意識(shí)與專業(yè)化的辦刊理念,改變舊的辦刊模式,根據(jù)學(xué)校的不同特色與優(yōu)勢(shì)決定學(xué)報(bào)的轉(zhuǎn)型方向。并提出通過(guò)政府主導(dǎo)型聯(lián)合辦刊、組建雜志社以及市場(chǎng)引導(dǎo)下優(yōu)勝劣汰式專業(yè)化發(fā)展等模式來(lái)促進(jìn)高校學(xué)報(bào)的良性發(fā)展。
[Abstract]:College journals have always been regarded as the window of teaching and research activities in colleges and universities. They have played a very important role in strengthening academic exchanges, promoting the development of science and technology, discovering and cultivating talents, and so on. However, with the rapid development of the socialist market economy and the gradual deepening of the reform of the cultural system, great changes have taken place in the running environment of university journals. In the past, the comprehensive running mode of "thousands of journals on one side" has been unable to adapt to the requirement of specialization in the rapidly developing information age, and the publishing competition of specialized academic information has also made the university journals lose the space for development. Under this situation, how to carry out the reform and what way of development should be taken in order to keep up with the pace of the times and play its due role has become an urgent task to be studied. Under this background, this paper probes into the necessity of transforming university journals and taking the road of professional development, and based on the realistic conditions existing in the journals of colleges and universities in China, puts forward the feasible development direction and countermeasures and suggestions. To provide reference for the relevant management departments of university journals to formulate policies and effective management. The new institutional economics and the theory of public choice provide theoretical support for the reform of the university journal system in macro policy. The theory of market segmentation and market orientation in management has pointed out the direction for the professional reform of university journals. The theory of higher education is used to guide the reform of university journal system and specialization, to optimize the allocation of educational resources, to improve the efficiency and benefit of the utilization of journal resources, and to create greater value for journals. Since the publication and implementation of the State's "opinions on deepening the Reform of the Cultural system", the reform of the system in the field of press and publication has become the focus of the reform of the cultural system, and a series of related policies have been introduced one after another. It provides the policy basis for the reform of university journals. On the basis of consulting the domestic and foreign academic journals and some research documents of academic journals, this paper carries out a questionnaire survey on the journals of some key universities, general undergraduate colleges and higher vocational colleges in China. This paper analyzes the necessity of professional reform of university journals by understanding the present situation of running journals of colleges and universities and some problems they face. Based on the general environment of university journals in China, this paper focuses on the relationship between university journals and the development of colleges and universities as well as the development of periodical industries, and puts forward the orientation of the specialization of university journals in the two systems of cultural industry development and university development. Based on the analysis of the successful running experience at home and abroad, this paper puts forward the train of thought of the transformation and professional development of the journals of colleges and universities in China. The journals of colleges and universities in our country should learn from the advanced ideas and management models of the developed countries. It is necessary to deepen the reform of the publishing system and mechanism, to establish the consciousness of fine works and the idea of specialization, to change the old mode of running journals, and to decide the transformation direction of journals according to the different characteristics and advantages of the schools. The paper also puts forward the mode of promoting the benign development of university journals through the combination of government-led journals, the establishment of magazines and the specialized development of survival of the fittest under the guidance of the market.
