文化科技融合背景下的中國出版產(chǎn)業(yè)數(shù)字化轉(zhuǎn)型研究

【摘要】:文化與科技融合創(chuàng)新在出版產(chǎn)業(yè)領域的一個顯著表現(xiàn),就是數(shù)字出版產(chǎn)業(yè)的崛起。面對旺盛的數(shù)字出版消費需求市場和處于優(yōu)勢地位的新興數(shù)字出版商,傳統(tǒng)出版產(chǎn)業(yè)遭遇數(shù)字化轉(zhuǎn)型的難題。尤其是在國家將發(fā)展數(shù)字出版產(chǎn)業(yè)納入國家戰(zhàn)略任務并強力推進數(shù)字出版基地建設,啟動文化科技創(chuàng)新工程的政策環(huán)境下,如何處理好文化與科技的關系,探尋文化發(fā)展、技術(shù)進步與出版產(chǎn)業(yè)轉(zhuǎn)型的互動機制,探索文化科技融合下數(shù)字出版的發(fā)展路徑與政策體系,是出版產(chǎn)業(yè)數(shù)字化轉(zhuǎn)型急需解決的問題。 本文關于上述問題的論述分為五個部分: 第一部分從人類文明史和科學技術(shù)史的維度考察文化科技融合的歷史規(guī)律與哲學基礎,回答什么是文化科技融合、文化科技怎樣融合的基本問題,得出“凡文化與科技融合則人類社會昌盛,思想、文化、技術(shù)和生產(chǎn)飛速發(fā)展,凡文化與科技割裂、對峙則人類社會文明止步不前,社會發(fā)展受限”的基本結(jié)論。進而從技術(shù)進步與出版產(chǎn)業(yè)轉(zhuǎn)型的互動機制、文化發(fā)展與出版產(chǎn)業(yè)轉(zhuǎn)型的互動機制、文化科技融合催生數(shù)字出版產(chǎn)業(yè)三個方面論證文化科技融合是出版產(chǎn)業(yè)數(shù)字化轉(zhuǎn)型的原動力;從再造出版工作流程、創(chuàng)新出版商業(yè)模式、重構(gòu)數(shù)字化產(chǎn)業(yè)鏈三個方面描述文化科技融合對中國出版產(chǎn)業(yè)數(shù)字化轉(zhuǎn)型的影響。 第二部分描述中國出版產(chǎn)業(yè)數(shù)字化轉(zhuǎn)型的歷史進程、發(fā)展機遇與現(xiàn)實問題,現(xiàn)實問題部分主要列舉出版業(yè)數(shù)字化轉(zhuǎn)型的經(jīng)濟表現(xiàn),即在整體數(shù)字出版產(chǎn)業(yè)產(chǎn)值中比重偏小,在數(shù)字出版產(chǎn)業(yè)鏈中角色單一 第三部分從中國出版產(chǎn)業(yè)數(shù)字化轉(zhuǎn)型的宏觀環(huán)境與產(chǎn)業(yè)機制、市場體制與配套政策、經(jīng)營主體及其觀念、人才供給與智力支持等四個方面系統(tǒng)分析產(chǎn)生問題的原因。 第四部分研究發(fā)達國家/地區(qū)數(shù)字出版的先進經(jīng)驗,重點介紹美國、加拿大、臺灣出版產(chǎn)業(yè)轉(zhuǎn)型和數(shù)字出版發(fā)展情況。比如美國數(shù)字出版企業(yè)建設海量的數(shù)字內(nèi)容資源、客戶需求導向的營銷方案、多元化的合作兼并戰(zhàn)略、較為完善的版權(quán)保護制度等;加拿大堅守國際貿(mào)易的文化多樣性、出版業(yè)立法與投資限制、政府項目資助與稅收調(diào)節(jié)、創(chuàng)新數(shù)字出版政府管理模式;臺灣地區(qū)設立數(shù)字典藏與數(shù)字學習國家型科技計劃,以產(chǎn)學研聯(lián)手推動數(shù)字出版產(chǎn)業(yè)發(fā)展等。 第五部分提出文化科技融合背景下中國出版產(chǎn)業(yè)數(shù)字化轉(zhuǎn)型的優(yōu)化路徑:實施出版流程再造、構(gòu)建多元化商業(yè)模式、拓展數(shù)字出版產(chǎn)業(yè)鏈。最后建立包含行政管理、市場服務、知識產(chǎn)權(quán)、人才保障在內(nèi)的政策體系愿景。
[Abstract]:The emergence of digital publishing industry is a remarkable manifestation of culture and science and technology integration and innovation in the field of publishing industry. The traditional publishing industry is confronted with the problem of digital transformation in the face of the vigorous consumer demand market of digital publishing and the emerging digital publishers in an advantageous position. In particular, under the policy environment of bringing the development of digital publishing industry into the national strategic task and vigorously promoting the construction of digital publishing base and initiating the cultural science and technology innovation project, how to properly handle the relationship between culture and science and technology, and how to explore the development of culture, The interactive mechanism between technological progress and the transformation of publishing industry and the exploration of the development path and policy system of digital publishing under the fusion of culture and science and technology are the problems that need to be solved urgently in the digital transformation of publishing industry. This paper is divided into five parts: The first part examines the historical law and philosophical basis of cultural science and technology fusion from the dimensions of human civilization history and science and technology history, and answers the basic questions of what is cultural science and technology fusion and how to integrate culture science and technology. The basic conclusion is that the fusion of culture and science and technology will lead to the prosperity of human society, the rapid development of thought, culture, technology and production, the separation of culture and technology, the stagnation of human social civilization and the restriction of social development. Then from the interactive mechanism of technological progress and publishing industry transformation, the interactive mechanism of cultural development and publishing industry transformation, The fusion of culture and science and technology has been proved to be the driving force of the digital transformation of the publishing industry from three aspects: reconstructing the working process of publishing, innovating the business model of publishing, Reconstruction of the digital industry chain describes the impact of cultural and scientific integration on the digital transformation of China's publishing industry. The second part describes the historical process, development opportunities and practical problems of the digitization transformation of Chinese publishing industry. The realistic problems mainly enumerate the economic performance of the digitization transformation of the publishing industry, that is, the proportion of the total digital publishing industry output value is small. Single role in Digital Publishing Industry chain The third part systematically analyzes the causes of the problems from four aspects: the macro environment and industrial mechanism of digital transformation of Chinese publishing industry, the market system and supporting policies, the main body of management and its concept, the supply of talents and the support of intelligence. The fourth part studies the advanced experience of digital publishing in developed countries and regions, focusing on the transformation of publishing industry and the development of digital publishing in the United States, Canada and Taiwan. For example, digital publishing enterprises in the United States build massive digital content resources, customer-demand-oriented marketing schemes, diversified cooperation and merger strategies, relatively perfect copyright protection systems, etc. Canada adheres to the cultural diversity of international trade. Publishing industry legislation and investment restrictions, government project funding and tax regulation, innovation of digital publishing government management model; Taiwan set up digital collection and digital learning national science and technology program to promote the development of digital publishing industry. The fifth part puts forward the optimized path of digital transformation of Chinese publishing industry under the background of cultural and scientific integration: implementing publishing process reengineering, constructing diversified business model, and expanding digital publishing industry chain. Finally, establish the policy system vision including administration, market service, intellectual property and talent security.
