中國(guó)圖書(shū)定價(jià)政策研究

【摘要】: 圖書(shū)出版作為一個(gè)特殊行業(yè),備受政府重視。從圖書(shū)出版企業(yè)成立的審批,到圖書(shū)出版企業(yè)的專(zhuān)業(yè)分工,國(guó)家都有著嚴(yán)格的政策規(guī)定,圖書(shū)定價(jià)政策也不例外。建國(guó)以來(lái),圖書(shū)出版業(yè)無(wú)論是國(guó)家政策還是經(jīng)營(yíng)理念都發(fā)生了很大變化。圖書(shū)定價(jià)政策也經(jīng)歷了三個(gè)發(fā)展階段:即圖書(shū)統(tǒng)一定價(jià)政策、有限統(tǒng)一定價(jià)政策和自由定價(jià)政策。三種圖書(shū)定價(jià)政策在特定階段都促進(jìn)了圖書(shū)出版業(yè)的發(fā)展,同時(shí)也引發(fā)了諸多爭(zhēng)議和問(wèn)題。為探討現(xiàn)行的中國(guó)圖書(shū)市場(chǎng)應(yīng)用何種圖書(shū)定價(jià)政策來(lái)加以規(guī)范和指導(dǎo),本文對(duì)圖書(shū)定價(jià)政策進(jìn)行了全方位的分析和研究。 論文從研究我國(guó)圖書(shū)定價(jià)政策制定的影響因素入手,探討了圖書(shū)定價(jià)政策制定的原則、實(shí)施條件,研究了圖書(shū)統(tǒng)一定價(jià)政策、有限統(tǒng)一定價(jià)政策和自由定價(jià)政策各自制定的歷史背景、依據(jù)、原則以及實(shí)施條件,并重點(diǎn)分析了三種定價(jià)政策給圖書(shū)業(yè)帶來(lái)的影響。研究認(rèn)為目前實(shí)行的圖書(shū)自由定價(jià)政策雖然較之過(guò)去有很大進(jìn)步,但在圖書(shū)市場(chǎng)中仍存在各種問(wèn)題,如圖書(shū)業(yè)的無(wú)序競(jìng)爭(zhēng)、盜版嚴(yán)重、圖書(shū)價(jià)格高漲等,這在一定程度上導(dǎo)致人們產(chǎn)生對(duì)圖書(shū)市場(chǎng)發(fā)展前景不明朗的擔(dān)憂。在此基礎(chǔ)上,筆者提出完善和創(chuàng)新我國(guó)的圖書(shū)定價(jià)政策,即在對(duì)圖書(shū)具體分類(lèi)的基礎(chǔ)上,將目前單一的圖書(shū)自由定價(jià)政策,細(xì)分為公益服務(wù)類(lèi)圖書(shū)統(tǒng)一定價(jià)政策、有限自由類(lèi)圖書(shū)定價(jià)政策和市場(chǎng)競(jìng)爭(zhēng)類(lèi)圖書(shū)自由定價(jià)政策,并針對(duì)每類(lèi)圖書(shū)定價(jià)政策進(jìn)行了具體論述,旨在為形成合理的圖書(shū)定價(jià)政策提供參考,推動(dòng)我國(guó)圖書(shū)定價(jià)政策的科學(xué)性、規(guī)范性和合理性,從而促進(jìn)我國(guó)圖書(shū)出版業(yè)的健康、穩(wěn)定和可持續(xù)發(fā)展。
[Abstract]:As a special industry, book publishing has been attached great importance by the government. From the examination and approval of the establishment of book publishing enterprises to the professional division of labor of book publishing enterprises, the country has strict policies and regulations, and book pricing policy is no exception. Since the founding of the people's Republic of China, great changes have taken place in the book publishing industry, both in terms of national policy and business philosophy. Book pricing policy has also gone through three stages: unified book pricing policy, limited unified pricing policy and free pricing policy. The three kinds of book pricing policies have promoted the development of the book publishing industry in the specific stage, and also caused many disputes and problems. In order to discuss what kind of book pricing policy is used to standardize and guide the current book market in China, this paper makes a comprehensive analysis and research on the book pricing policy. Starting with the study of the influencing factors of the book pricing policy in China, the paper discusses the principles and conditions of the book pricing policy, and studies the unified book pricing policy. The historical background, basis, principle and implementation conditions of the limited unified pricing policy and the free pricing policy are analyzed respectively, and the impact of the three pricing policies on the book industry is analyzed. The study believes that although the current policy of free pricing of books has made great progress compared with the past, there are still various problems in the book market, such as the disorderly competition in the book industry, the serious piracy of books, the high price of books, and so on. This, to some extent, has led to concerns about the future of the book market. On this basis, the author proposes to perfect and innovate the book pricing policy of our country, that is, on the basis of the specific classification of books, the single book free pricing policy is subdivided into the unified pricing policy of public service books. The limited free book pricing policy and the market competition book free pricing policy are discussed in detail for each kind of book pricing policy in order to provide reference for the formation of a reasonable book pricing policy. In order to promote the healthy, stable and sustainable development of China's book publishing industry, it is necessary to promote the scientific, normative and rational book pricing policy in China.
