【摘要】：政府驅(qū)動(dòng)與市場驅(qū)動(dòng)不協(xié)調(diào)導(dǎo)致的"融資難"是我國出版與金融對(duì)接的突出問題之一,因此,面對(duì)當(dāng)下出版與金融對(duì)接的大趨勢,完善政府引導(dǎo)勢在必行。本文通過分析財(cái)政引導(dǎo)文化與金融對(duì)接取得的成就,發(fā)現(xiàn)財(cái)政引導(dǎo)出版與金融對(duì)接存在的問題,并提出制定促進(jìn)出版與金融對(duì)接的專項(xiàng)財(cái)政政策、加大財(cái)政引導(dǎo)資金投入并增強(qiáng)監(jiān)管力度、引導(dǎo)出版領(lǐng)域向金融資本逐步適度開放以及建立中小出版企業(yè)的"互助成長基金"等四項(xiàng)加強(qiáng)財(cái)政引導(dǎo)出版與金融對(duì)接的具體措施。
[Abstract]:The difficulty of financing caused by the disharmony between government drive and market drive is one of the outstanding problems in the connection of publishing and finance in China. Therefore, it is imperative to perfect the guidance of government in the face of the current trend of the combination of publishing and finance. Based on the analysis of the achievements of financial guidance culture and finance, this paper finds out the problems existing in the connection between financial guidance and publication, and puts forward a special fiscal policy to promote the combination of finance and publication. We should increase the investment of financial guiding funds and strengthen the supervision, guide the publishing field to be opened to financial capital gradually and moderately, and establish the mutual fund for the growth of medium and small publishing enterprises, which are four concrete measures to strengthen the connection between financial guidance and publication.
