河南省自然科學(xué)期刊學(xué)術(shù)影響力評價(jià)指標(biāo)體系的構(gòu)建與應(yīng)用

【摘要】:目的構(gòu)建自然科學(xué)期刊學(xué)術(shù)影響力評價(jià)指標(biāo)體系,確立各級指標(biāo)的權(quán)重,為自然科學(xué)期刊學(xué)術(shù)質(zhì)量的評價(jià)提供量化依據(jù)。運(yùn)用構(gòu)建的評價(jià)指標(biāo)體系對河南省教育廳主管的自然科學(xué)期刊的學(xué)術(shù)影響力進(jìn)行定量評價(jià),為政府部門優(yōu)選期刊和制定期刊發(fā)展政策提供科學(xué)依據(jù)評選提供借鑒。方法采用文獻(xiàn)分析法、小組討論法、專家咨詢法(Delphi法)確立評價(jià)指標(biāo)體系框架。運(yùn)用層次分析法確定各級指標(biāo)的權(quán)重。搜集各期刊相關(guān)數(shù)據(jù),采用TOPSIS法、秩和比(Rank Sum Ratio,RSR)法以及二者模糊聯(lián)合法對河南省教育廳主管的19種自然科學(xué)期刊學(xué)術(shù)影響力進(jìn)行綜合評價(jià)。結(jié)果1.建立了自然科學(xué)期刊學(xué)術(shù)影響力評價(jià)指標(biāo)體系,以稿源特征指標(biāo)、引文指標(biāo)、收錄指標(biāo)以及網(wǎng)絡(luò)傳播指標(biāo)為一級指標(biāo),在此基礎(chǔ)上,建立包含15個(gè)二級指標(biāo)的指標(biāo)體系。2.Delphi法結(jié)果:(1)專家積極系數(shù):進(jìn)行了兩輪函詢,第一輪專家積極系數(shù)為95%。第二輪專家積極系數(shù)為89.5%。(2)指標(biāo)體系的確定第一輪專家咨詢后,刪除一級指標(biāo)“稿源特征指標(biāo)”下的二級指標(biāo)“載文量”和“創(chuàng)刊年限”,增加一級指標(biāo)“引文指標(biāo)”下的二級指標(biāo)“學(xué)科影響指標(biāo)”。最終確定的4個(gè)一級指標(biāo)和15個(gè)二級指標(biāo),專家意見達(dá)成一致。(3)一級指標(biāo)“稿源特征指標(biāo)”、“引文指標(biāo)”、“收錄指標(biāo)”和“網(wǎng)絡(luò)傳播指標(biāo)”權(quán)重分別為10.7%、53.2%、17.5%、18.7%。二級指標(biāo)中權(quán)重最大的三個(gè)指標(biāo)分別為“影響因子”(15.2%)、“他被引率”(12.5%)和“國外數(shù)據(jù)庫收錄數(shù)”(11.9%)。3.19種自然科學(xué)期刊學(xué)術(shù)影響力綜合評價(jià):三種方法排序較靠前的五個(gè)期刊為鄭州大學(xué)學(xué)報(bào)(醫(yī)學(xué)版)、河南科技大學(xué)(自然科學(xué)版)、鄭州大學(xué)學(xué)報(bào)(工學(xué)版)、河南工業(yè)大學(xué)學(xué)報(bào)(自然科學(xué)版)、河南師范大學(xué)學(xué)報(bào)(自然科學(xué)版)。4.14種綜合科學(xué)技術(shù)類期刊學(xué)術(shù)影響力綜合評價(jià):三種方法排序較靠前的三個(gè)期刊為鄭州大學(xué)學(xué)報(bào)(工學(xué)版)、河南科技大學(xué)(自然科學(xué)版)、河南工業(yè)大學(xué)學(xué)報(bào)(自然科學(xué)版)。5.4種醫(yī)學(xué)類期刊學(xué)術(shù)影響力綜合評價(jià):三種方法排序較靠前的三個(gè)期刊為鄭州大學(xué)學(xué)報(bào)(醫(yī)學(xué)版)、河南外科學(xué)雜志、河南大學(xué)學(xué)報(bào)醫(yī)學(xué)版。結(jié)論1.采用文獻(xiàn)分析法、小組討論法、專家咨詢法和層次分析法構(gòu)建了一套有4個(gè)一級指標(biāo)和15個(gè)二級指標(biāo)組成的自然科學(xué)期刊學(xué)術(shù)影響力評價(jià)指標(biāo)體系。指標(biāo)體系構(gòu)建過程中,專家積極性高,專家代表性強(qiáng),結(jié)果可信度高,構(gòu)建過程嚴(yán)謹(jǐn),指標(biāo)體系各層符合邏輯,一致性較好。2.采用TOPSIS法、秩和比法以及二者加權(quán)模糊聯(lián)合法對19種期刊,依據(jù)構(gòu)建的自然科學(xué)期刊學(xué)術(shù)影響力綜合評價(jià)體系進(jìn)行綜合評價(jià),客觀地對19種期刊進(jìn)行定量排序,直觀顯示出其優(yōu)劣順序,為期刊管理部門對于期刊的選優(yōu)以及優(yōu)化提供科學(xué)依據(jù)。
[Abstract]:Objective to establish the evaluation index system of the academic influence of natural science periodicals, to establish the weight of the indexes at all levels, and to provide a quantitative basis for the evaluation of the academic quality of natural science periodicals.The evaluation index system is used to quantitatively evaluate the academic influence of the natural science periodicals in charge of the Department of Education in Henan Province, which provides a reference for the government departments to select the best periodicals and to formulate the periodical development policy.Methods document analysis, group discussion and expert consultation were used to establish the framework of evaluation index system.Analytic hierarchy process (AHP) is used to determine the weight of indexes at all levels.The relevant data of various journals were collected, and the academic influence of 19 natural science journals in Henan Province was evaluated comprehensively by TOPSIS method, Rank Sum Ratio RSR method and fuzzy combination method.Result 1.This paper establishes the evaluation index system of the academic influence of natural science periodicals, taking the characteristic index of manuscript source, the index of citation, the index of inclusion and the index of network communication as the first class index, on the basis of which,The result of Delphi method is: the expert positive coefficient: two rounds of letter inquiry, the first round expert positive coefficient is 95.The second round of experts' positive coefficient is 89.5.) after the first round of expert consultation, the second-class indexes under "manuscript source characteristic index" and "the number of articles published" and "the founding years" are deleted.Add the second class index, subject impact index, under the first class index, citation index.Among the 4 primary indexes and 15 second class indexes, the expert opinion reached an agreement. 3) the first class index "characteristic index of manuscript source", "citation index", "index of inclusion" and "index of network communication" were 10.7 / 53.2and 17.5and 18.7respectively.The three indexes with the largest weight in the secondary index are "influence factor" (15.2g), "his citation rate" (12.5b) and "number of foreign databases" (11.9 / 3.19 kinds of natural science journals' academic influence).The five journals are Journal of Zhengzhou University (Medical Edition), Henan University of Science and Technology (Natural Science Edition), Journal of Zhengzhou University (Engineering Edition), Journal of Henan University of Technology (Natural Science Edition), Journal of Henan normal University (Natural Science Edition).Comprehensive Evaluation of academic influence of Comprehensive Science and Technology Journals: the three journals ranked by three methods are Journal of Zhengzhou University (Engineering Edition), Henan University of Science and Technology (Natural Science Edition), Journal of Henan University of Technology (Nature)Comprehensive Evaluation of academic influence of Medical Journals in Science Edition: the three journals ranked by three methods are Journal of Zhengzhou University (Medical Edition, Henan Journal of surgery),Journal of Henan University Medical Edition.Conclusion 1.By using the methods of literature analysis, group discussion, expert consultation and analytic hierarchy process, a set of evaluation index system of academic influence of natural science periodicals is established, which consists of 4 primary indexes and 15 secondary indexes.In the process of index system construction, the experts are highly motivated, experts are representative, the results are reliable, the construction process is rigorous, and all levels of the index system accord with logic, and the consistency is good. 2.Using TOPSIS method, rank sum ratio method and weighted fuzzy combination method, 19 journals were evaluated synthetically according to the comprehensive evaluation system of the academic influence of natural science journals, and 19 journals were objectively ranked quantitatively.The order of its advantages and disadvantages is shown intuitively, which provides the scientific basis for the periodical management department to select and optimize the periodicals.
