【摘要】:吉林出版集團(tuán)于2003年12月12日經(jīng)中宣部、新聞出版總署批準(zhǔn)成立,是全國出版體制改革的試點(diǎn)單位之一。集團(tuán)實(shí)行母子公司體制,母公司為吉林出版集團(tuán)有限責(zé)任公司,下轄出版社、報(bào)刊社、印刷廠、發(fā)行集團(tuán)、出版物資供應(yīng)站等24家單位。由于正進(jìn)行文化出版單位改制,出版業(yè)市場日益競爭激烈。吉林出版集團(tuán)的出版流程長,對(duì)市場響應(yīng)慢;程序復(fù)雜,人員負(fù)荷重,工作質(zhì)量差,其運(yùn)作系統(tǒng)對(duì)市場環(huán)境變得日益不適應(yīng)。同時(shí),伴隨著股份制改造與業(yè)務(wù)拓展,集團(tuán)的許多工作內(nèi)容與管理方式也在不斷發(fā)生變化,對(duì)出版流程提出新要求。此外,,2006年以來,國家出版管理系統(tǒng)多次升級(jí)改版,造成集團(tuán)原有的具體操作細(xì)節(jié)與國家系統(tǒng)不適應(yīng),出現(xiàn)了一些銜接問題,運(yùn)行艱難,與國家管理系統(tǒng)接軌為吉林出版集團(tuán)流程改進(jìn)提供了最好的契機(jī)。本文依據(jù)流程再造理論、質(zhì)量管理、價(jià)值鏈分析理論,對(duì)集團(tuán)現(xiàn)有可變更流程進(jìn)行逐一分析,結(jié)合出版行業(yè)必須堅(jiān)持社會(huì)價(jià)值優(yōu)先的實(shí)際約束,提出了符合國家出版管理系統(tǒng)要求、壓縮中間環(huán)節(jié)提高市場響應(yīng)速度、提升產(chǎn)品質(zhì)量的流程再造目標(biāo)。運(yùn)用增加、刪減、變更順序等流程再造方式,根據(jù)集團(tuán)的業(yè)務(wù)發(fā)展需求,建議如下再造改進(jìn)意見: 1.通過改變書號(hào)與CIP申領(lǐng)、版權(quán)申請(qǐng)等流程順序,縮短審批流程,提升對(duì)市場的響應(yīng)速度。 2.增加質(zhì)量管理流程、重大項(xiàng)目論證操作機(jī)制,在集團(tuán)層面對(duì)各類資源進(jìn)行整合,提高集團(tuán)整體圖書出版質(zhì)量。 3.結(jié)合組織結(jié)構(gòu)再造調(diào)整分公司申報(bào)審批流程,簡化審批環(huán)節(jié),縮短流程,提高效率。 4.調(diào)整樣書報(bào)送流程并將各種月報(bào)、外省印刷手續(xù)審批集約管理,既壓縮了出版單位的重復(fù)性工作,也減輕了集團(tuán)領(lǐng)導(dǎo)負(fù)擔(dān),節(jié)約成本的同時(shí)提高了領(lǐng)導(dǎo)的工作質(zhì)量。 5.對(duì)選題、書號(hào)申請(qǐng)等技術(shù)層面進(jìn)行改進(jìn),解決集團(tuán)出版管理申報(bào)流程與升級(jí)后的國家系統(tǒng)不適應(yīng)問題,加強(qiáng)對(duì)審批流程的質(zhì)量管理。并以此為基礎(chǔ),建立、完善出版數(shù)據(jù)庫,為集團(tuán)股份制改造及經(jīng)營決策提供內(nèi)外部數(shù)據(jù),滿足集團(tuán)發(fā)展要求。 本文通過以上的再造、改進(jìn)和完善,期望使吉林出版集團(tuán)圖書出版流程達(dá)到消除浪費(fèi)、重復(fù)工作,提高資源使用率,加快市場響應(yīng),提高圖書質(zhì)量的再造目標(biāo),增加集團(tuán)市場競爭能力,實(shí)現(xiàn)引導(dǎo)社會(huì)文化導(dǎo)向的使命。 出版行業(yè)非完全意義上的盈利組織,還承載傳播民族文化、引導(dǎo)社會(huì)輿論方向的社會(huì)使命,再造時(shí)不僅要考慮質(zhì)量、速度、成本等經(jīng)濟(jì)因素,還需要考慮社會(huì)效果,考慮與國家出版管理系統(tǒng)的匹配,所以出版行業(yè)的流程再造表現(xiàn)出更為明顯的受約束性,不能追求顛覆式的改造和單純經(jīng)濟(jì)效果的提升。 同時(shí),由于國家對(duì)文化出版行業(yè)管理規(guī)范和程序采取了漸進(jìn)式改革,出版企業(yè)的流程再造也需要采用一種溫和的漸進(jìn)式再造方式,流程再造的蘊(yùn)義主要體現(xiàn)在價(jià)值鏈評(píng)價(jià)工具和ESIA原則的正確運(yùn)用方面。

Jilin Publishing Group publishing process of long, slow market response; complex procedures, personnel work load is heavy, the poor quality of its operation system becomes more and more can't adapt to the market environment. At the same time, along with the joint-stock reform and business development group, many of the work content and management is constantly changing, the publishing process put forward new requirements. In addition, since 2006, the national publication management system repeatedly updated, resulting in the original group Some specific details of the operation and the state system does not adapt, there have been some convergence problems, difficult operation, management system and national standards for Jilin publishing group process provides the best opportunity for improving. On the basis of the theory of process reengineering, quality management, value chain analysis theory, the existing group can change process were analyzed, combined with the publishing industry must adhere to the actual constraint priority of social value, put forward to meet the requirements of the national publication management system, reduce intermediate links improve the response speed of the market, process reengineering goal to upgrade the quality of products. With the increase, deletion, change the sequence of process reengineering, according to the group's business development needs, reengineering improvement suggestions are as follows:
1. by changing the CIP and ISBN application, copyright application process sequence, shorten the approval process, improve the response speed of the market.
2. to increase the quality management process, to demonstrate the operating mechanism of major projects, to integrate all kinds of resources in the group layer, and to improve the quality of the book publishing in the group.
3. reengineering and adjusting the company's approval process with the organization structure to simplify the examination and approval process, shorten the process and improve the efficiency.
4. sample submitted to the process and adjust various monthly reports, provincial printing procedures for examination and approval of intensive management, which not only reduces the repeated work of publishing units, but also reduce the burden of leadership group, save cost and improve the quality of leadership work.
5. on the topic, to improve the technical level to solve the application number, the group declared national publication management system flow and after the upgrade does not adapt, to strengthen the quality management of the approval process. And on this basis, establish, improve the publication database, provide internal and external data for the group of joint-stock reform and business decision, to meet the requirements of the development of the group.
Through the above reconstruction, improve and perfect the expectation that Jilin Publishing Group publishing process to eliminate waste, duplication of work, improve resource utilization, accelerate the market response, improve the quality of books of the reengineering goal, the group increased market competition ability, realize the guiding social and cultural orientation of the mission.
The publishing industry is not entirely profit organization, also bearing the dissemination of national culture, guiding the public opinion direction of social mission, reconstruction should not only consider the quality, speed, cost and other economic factors, but also need to consider the social effects, and consider the national publication management system matching, so the publishing industry process reengineering showed more obvious constraints, not the pursuit of subversive transformation and simple economic effect will be improved.
At the same time, because of the national publishing industry management standards and procedures of culture has taken gradual reform of publishing enterprises process reengineering also need to adopt a moderate gradual reengineering, process reengineering of meaning is mainly reflected in the value chain.
