【摘要】：我國(guó)稀土消耗速度過(guò)快,保有儲(chǔ)量急劇下降,稀土儲(chǔ)備已刻不容緩,自20世紀(jì)90年代我國(guó)學(xué)者提出稀土儲(chǔ)備以來(lái),我國(guó)稀土儲(chǔ)備事宜進(jìn)展甚微。文章探討了稀土儲(chǔ)備的必要性,認(rèn)為實(shí)施稀土儲(chǔ)備是解決稀土資源消耗過(guò)快的迫切要求,是維持國(guó)家安全的必然選擇,是確保稀土資源跨期分配的重要保障,是緊握稀土市場(chǎng)定價(jià)權(quán)的有力保障。從稀土的儲(chǔ)備基地、儲(chǔ)備礦種、儲(chǔ)備規(guī)模及儲(chǔ)備方式等四個(gè)方面探討稀土儲(chǔ)備的調(diào)控方向問(wèn)題,研究稀土儲(chǔ)備功能及調(diào)控的行為選擇,提出稀土儲(chǔ)備的政策建議為國(guó)家進(jìn)行稀土儲(chǔ)備提供決策參考。
[Abstract]:The consumption rate of rare earths in China is too fast and the reserves of rare earths have dropped sharply. The rare earth reserves in China have made little progress since the scholars put forward the rare earth reserves in the 90's of the 20th century. This paper discusses the necessity of rare earth reserves. It is considered that the implementation of rare earth reserves is an urgent requirement to solve the problem of excessive consumption of rare earth resources, an inevitable choice to maintain national security, and an important guarantee to ensure the inter-temporal distribution of rare earth resources. Is grasped rare earth market pricing power powerful guarantee. This paper discusses the regulation and control direction of rare earth reserves from four aspects: the base of rare earth reserves, the types of reserves, the size of reserves and the mode of reserves, and studies the functions of rare earth reserves and the behavior selection of the regulation and control of rare earth reserves. The policy recommendations of rare earth reserves are put forward to provide a reference for the national decision-making on rare earth reserves.
