【摘要】：為了解決我國現(xiàn)行天然氣定價方式存在的問題,從區(qū)位優(yōu)勢、基礎(chǔ)設(shè)施、市場主體、市場意愿、國家戰(zhàn)略等因素分析,我國有必要逐步推進(jìn)天然氣價格改革。世界主要國家的天然氣價格市場化變革歷程和經(jīng)驗(yàn)表明,市場化的價格機(jī)制可以傳遞正確的行業(yè)供求信號,有利于資源的優(yōu)化配置。我國未來的天然氣價格改革應(yīng)堅(jiān)持市場化定價方向,完善市場凈回值定價方法,引入多元化的競爭格局,加強(qiáng)基礎(chǔ)設(shè)施建設(shè)及配套政策改革。同時也應(yīng)該認(rèn)識到,市場化進(jìn)程不是一蹴而就的,需要循序漸進(jìn)的過程。
[Abstract]:In order to solve the problems existing in the present pricing mode of natural gas in China, it is necessary to push forward the reform of natural gas price step by analyzing the factors such as location advantage, infrastructure, market main body, market will, national strategy and so on. The reform process and experience of natural gas price marketization in major countries in the world show that the market-oriented price mechanism can transmit the correct signal of industry supply and demand, which is beneficial to the optimal allocation of resources. China's future natural gas price reform should adhere to the market-oriented pricing direction, improve the market net return pricing method, introduce a diversified competition pattern, strengthen infrastructure construction and supporting policy reform. At the same time, it should also be recognized that the process of marketization is not achieved overnight, and needs a gradual and orderly process.
