【摘要】：隨著中國(guó)經(jīng)濟(jì)的持續(xù)快速發(fā)展,煉化產(chǎn)品的需求日益增加,這將使我國(guó)的煉化企業(yè)面臨很好的發(fā)展機(jī)遇,但同時(shí),在全球經(jīng)濟(jì)一體化進(jìn)程過(guò)程中,近年也受到全球經(jīng)濟(jì)增長(zhǎng)放緩的影響,市場(chǎng)需求下滑,造成煉化產(chǎn)品價(jià)格的下滑,加大了我國(guó)煉化企業(yè)的競(jìng)爭(zhēng)和經(jīng)營(yíng)風(fēng)險(xiǎn)。在這樣的國(guó)際環(huán)境下,我國(guó)煉化企業(yè)的管理層應(yīng)提高認(rèn)識(shí),站在戰(zhàn)略發(fā)展的高度,沖破傳統(tǒng)經(jīng)營(yíng)體制的束縛,著手于每個(gè)環(huán)節(jié),采取相關(guān)方案,有效降低成本,增強(qiáng)我國(guó)煉化企業(yè)的國(guó)際競(jìng)爭(zhēng)力。中海油惠州煉化公司作為中國(guó)海洋石油總公司旗下的分公司,位于整個(gè)石油產(chǎn)業(yè)鏈的中下游,這對(duì)整個(gè)中國(guó)海油來(lái)說(shuō)有著極為重要的戰(zhàn)略意義。隨著2015年中海油總公司煉化產(chǎn)業(yè)重組方案的進(jìn)一步實(shí)施,煉化公司惠州一體化基地將初步形成,企業(yè)在未來(lái)的發(fā)展道路上仍然面臨著許多亟待解決的問(wèn)題,值得我們進(jìn)一步研究與探討。本論文首先分析了中海油惠州煉化公司的內(nèi)部環(huán)境,找準(zhǔn)自身優(yōu)勢(shì)和弱點(diǎn)；其次,采用當(dāng)前國(guó)際上運(yùn)用廣泛的PEST分析法對(duì)企業(yè)所處的外部宏觀環(huán)境進(jìn)行分析,還分析了國(guó)內(nèi)外煉化行業(yè)發(fā)展現(xiàn)狀、發(fā)展趨勢(shì)以及公司所處的競(jìng)爭(zhēng)環(huán)境；緊接著,對(duì)中海油惠州煉化公司進(jìn)行SWOT分析,建立了內(nèi)外部因素評(píng)價(jià)矩陣,采用SPACE、SWOT、IE三種戰(zhàn)略分析工具構(gòu)建備選戰(zhàn)略方案,并進(jìn)行戰(zhàn)略匹配與抉擇,最終確定中海油惠州煉化公司包含總體戰(zhàn)略、競(jìng)爭(zhēng)戰(zhàn)略在內(nèi)的發(fā)展戰(zhàn)略；最終,本文還依據(jù)企業(yè)的現(xiàn)狀和實(shí)際情況,提出戰(zhàn)略保障措施、戰(zhàn)略實(shí)施的風(fēng)險(xiǎn)防范措施以及戰(zhàn)略控制措施來(lái)保障發(fā)展戰(zhàn)略的有效實(shí)施。
[Abstract]:With the sustained and rapid development of Chinese economy, the demand for refining and chemical products is increasing day by day, which will make the refining and chemical enterprises of our country face very good development opportunities, but at the same time, in the process of global economic integration, In recent years, the global economic growth has also slowed, market demand has fallen, resulting in a decline in the prices of refined and chemical products, increasing the competition and business risks of Chinese refining and chemical enterprises. In such an international environment, the management of Chinese refining and chemical enterprises should raise their awareness, stand at the height of strategic development, break through the shackles of the traditional management system, proceed to each link, adopt relevant plans, and effectively reduce costs. Enhance the international competitiveness of Chinese refining and chemical enterprises. CNOOC Huizhou Refining and Chemical Company, as a subsidiary of CNOOC, is located in the middle and lower reaches of the whole oil industry chain, which is of great strategic significance to the whole CNOOC. With the further implementation of the plan for the restructuring of the refining and chemical industry of CNOOC in 2015, the Huizhou integration base of the refining and chemical company will initially be formed, and the enterprises are still facing many problems to be solved in the future development path. It is worth our further study and discussion. This paper first analyzes the internal environment of CNOOC Huizhou Refining and Chemical Company, and finds out its own strengths and weaknesses. Secondly, the paper analyzes the external macro environment of the enterprise by using the PEST analysis method in the world, and analyzes the present situation, the development trend and the competitive environment of the refining and chemical industry at home and abroad. Then, the SWOT analysis of CNOOC Huizhou Refining and Chemical Company is carried out, and the evaluation matrix of internal and external factors is established. The three strategic analysis tools of SPACE,SWOT,IE are used to construct the alternative strategic plan, and the strategic matching and choice are carried out. Finally determine the CNOOC Huizhou refining and chemical company including the overall strategy competitive strategy including the development strategy; Finally, according to the current situation and the actual situation of the enterprise, this paper puts forward the strategic safeguard measures, the risk prevention measures of the strategic implementation and the strategic control measures to ensure the effective implementation of the development strategy.
