基層供電所標(biāo)桿管理流程與指標(biāo)體系研究

【摘要】:隨著國(guó)家電力體制改革的不斷展開,電力企業(yè)所面臨的環(huán)境發(fā)生了巨大變化。新的環(huán)境在給電網(wǎng)企業(yè)的發(fā)展帶來機(jī)遇的同時(shí),也帶來了嚴(yán)峻的挑戰(zhàn)。中國(guó)南方電網(wǎng)有限責(zé)任公司是根據(jù)國(guó)務(wù)院電力體制改革精神成立的以投資、建設(shè)和經(jīng)營(yíng)南方區(qū)域電網(wǎng)為主營(yíng)業(yè)務(wù)的國(guó)有骨干企業(yè),是國(guó)家電力體制改革的試驗(yàn)田。在不斷變化的環(huán)境中,如何優(yōu)化內(nèi)部管理,提高企業(yè)經(jīng)濟(jì)效益和社會(huì)效益,提高企業(yè)競(jìng)爭(zhēng)力,成為南方電網(wǎng)公司需要面對(duì)和迫切需要回答的問題。近年來,南方電網(wǎng)公司、廣東電網(wǎng)公司全面推進(jìn)縣級(jí)供電企業(yè)、供電所和臺(tái)區(qū)規(guī)范化管理工作。作為廣東電網(wǎng)公司下屬地市供電局——潮州供電局,根據(jù)網(wǎng)、省公司的相關(guān)精神,積極地探索、實(shí)踐新型的基層供電所管理方法,將標(biāo)桿管理融入基層供電所管理中,推進(jìn)供電所規(guī)范化管理,自下而上提升自身的服務(wù)水平與競(jìng)爭(zhēng)力。20世紀(jì)90年代,標(biāo)桿管理得到了廣泛的應(yīng)用,尤其在在企業(yè)管理中,成為了一種系統(tǒng)學(xué)習(xí)先進(jìn)經(jīng)驗(yàn)的科學(xué)方法,是當(dāng)時(shí)三大管理方法之一。本論文在介紹、分析標(biāo)桿管理基本理論及方法的基礎(chǔ)上,系統(tǒng)研究了標(biāo)桿管理理論在潮州局供電所標(biāo)桿管理實(shí)施的相關(guān)問題。首先,對(duì)標(biāo)桿管理的基本概念、歷史、作用、分類、標(biāo)桿的選擇及在供電所標(biāo)桿管理中的實(shí)施情況等進(jìn)行了討論。其次,分析了潮州局實(shí)施供電所標(biāo)桿管理的動(dòng)因,提出了潮州局供電所標(biāo)桿管理的管理體系與實(shí)施方案。結(jié)合具體的管理業(yè)務(wù)流程分析,提出了潮州局供電所標(biāo)桿管理的指標(biāo)體系,具體包括關(guān)鍵指標(biāo)、核心任務(wù)、加分項(xiàng)3個(gè)方面。
[Abstract]:With the development of national electric power system reform, the environment faced by electric power enterprises has changed greatly. The new environment not only brings opportunities to the development of power grid enterprises, but also brings severe challenges. China Southern Power Grid Co., Ltd. is a state-owned backbone enterprise established in accordance with the spirit of power system reform under the State Council to invest, build and operate the Southern Regional Grid as its main business. It is also an experimental field for the reform of the national electric power system. In the changing environment, how to optimize the internal management, improve the economic and social benefits of enterprises, and improve the competitiveness of enterprises has become a problem that the Southern Power Grid needs to face and urgently answer. In recent years, Southern Power Grid Corporation and Guangdong Power Grid Company have comprehensively promoted the standardized management of county power supply enterprises, power supply stations and Taiwan district. As a prefectural and municipal power supply bureau of Guangdong Power Grid Company, Chaozhou Power supply Bureau, according to the relevant spirit of the network and provincial companies, actively explores and practices a new type of basic power supply management method, and integrates the benchmarking management into the grass-roots power supply station management. In the 1990s, benchmarking management was widely used, especially in enterprise management. It became a scientific method of learning advanced experience systematically and was one of the three management methods at that time. On the basis of introducing and analyzing the basic theory and methods of benchmarking management, this paper systematically studies the related problems of the implementation of benchmarking management theory in Chaozhou Power supply Station. Firstly, the basic concept, history, function, classification, selection and implementation of benchmarking management in power supply station are discussed. Secondly, this paper analyzes the motivation of implementing the benchmarking management in Chaozhou Power supply Bureau, and puts forward the management system and implementation scheme of the benchmarking management in Chaozhou Power supply Bureau. Based on the analysis of the management business process, the paper puts forward the index system of the benchmarking management of the power supply station of Chaozhou Bureau, which includes three aspects: key index, core task and sub-item.
