【摘要】：目前,我國(guó)煤炭行業(yè)已經(jīng)入精細(xì)化管理時(shí)期,安全生產(chǎn)依然是煤炭企業(yè)的一項(xiàng)重要工作。最近幾年,隨著我國(guó)經(jīng)濟(jì)實(shí)現(xiàn)了飛速發(fā)展,國(guó)家對(duì)各方面的投入不斷增多,我國(guó)煤礦的硬件設(shè)施已經(jīng)趨于完善,與其他國(guó)家相比,硬件水平并不遜色,但在安全文化建設(shè)方面依然存在明顯差距。就控制和防范煤礦事故而言,比起技術(shù)、生產(chǎn)設(shè)置等因素,安全文化是最為關(guān)鍵的因素,事實(shí)證明,建立良好的安全文化能夠有效避免事故的發(fā)生。本文以某國(guó)有煤礦生產(chǎn)和銷售企業(yè)Y公司為研究對(duì)象,按照提出問(wèn)題、分析問(wèn)題和解決問(wèn)題的思路展開(kāi)研究。首先,論述了煤礦企業(yè)目前的安全生產(chǎn)情況,指出對(duì)Y公司的安全文化建設(shè)進(jìn)行研究的意義和作用。隨后,評(píng)述了國(guó)內(nèi)外有關(guān)建設(shè)安全文化的研究文獻(xiàn),對(duì)與安全文化有關(guān)的理論進(jìn)行了闡述。接著,分析了Y公司安全文化建設(shè)和執(zhí)行現(xiàn)狀,指出了其中存在的問(wèn)題和原因。進(jìn)而制定了安全文化建設(shè)的目標(biāo)、原則和總體思路,提出從安全理念、文化故事、行為規(guī)范、安全制度和標(biāo)識(shí)體系等方面進(jìn)行安全文化建設(shè)的具體內(nèi)容。最后,從安全文化的理念、行為、制度和物質(zhì)四個(gè)層次說(shuō)明了Y公司安全文化建設(shè)實(shí)施步驟,從豐富文化載體、提升員工素質(zhì)和加強(qiáng)管理溝通等三個(gè)角度提出了保障措施。本研究有助于Y公司構(gòu)建完善的安全文化體系,推動(dòng)企業(yè)實(shí)現(xiàn)健康發(fā)展。同時(shí)也可為其他礦山企業(yè)的安全文化建設(shè)提供借鑒。
[Abstract]:At present, China's coal industry has entered a fine management period, safety production is still an important work of coal enterprises. In recent years, with the rapid development of our country's economy and the increasing investment of our country in all aspects, the hardware facilities of our country's coal mines have tended to be improved, and compared with other countries, the level of hardware is not inferior to that of other countries. However, there is still a clear gap in the construction of safety culture. In terms of controlling and preventing coal mine accidents, safety culture is the most important factor compared with technology, production setting and so on. It has been proved that establishing a good safety culture can effectively avoid accidents. In this paper, a state-owned coal mine production and sales company Y as the research object, according to put forward the problem, analysis and solve the problem of the train of thought. Firstly, the paper discusses the present situation of safety production in coal mining enterprises, and points out the significance and function of the research on the construction of safety culture in Y Company. Then, the paper reviews the research literature of safety culture at home and abroad, and expounds the theory related to safety culture. Then, the paper analyzes the current situation of safety culture construction and implementation in Y Company, and points out the existing problems and reasons. Then, the goal, principle and general idea of safety culture construction are established, and the concrete contents of safety culture construction are put forward from the aspects of safety concept, cultural story, behavior norm, safety system and marking system. Finally, this paper explains the implementation steps of safety culture construction in Y Company from four levels of concept, behavior, system and material of safety culture, and puts forward the safeguard measures from three angles: enriching culture carrier, improving staff quality and strengthening management communication. This study is helpful for Y Company to build a perfect safety culture system and promote the healthy development of the enterprise. At the same time, it can also provide reference for the safety culture construction of other mining enterprises.
