【摘要】：造紙產(chǎn)業(yè)是一個(gè)與國(guó)民經(jīng)濟(jì)、社會(huì)發(fā)展關(guān)系密切的重要的基礎(chǔ)原材料產(chǎn)業(yè)。紙及紙板的消費(fèi)水平是衡量一個(gè)國(guó)家現(xiàn)代化水平和文明程度的重要標(biāo)志之一。我國(guó)的造紙行業(yè)在迅速發(fā)展的同時(shí)也帶來(lái)了嚴(yán)重的環(huán)境污染問(wèn)題,造紙企業(yè)的污染問(wèn)題在全世界范圍內(nèi)一直是環(huán)境保護(hù)的熱點(diǎn)。造紙上市企業(yè)是公眾企業(yè),基于環(huán)境稅賦增加的收益風(fēng)險(xiǎn)和社會(huì)公益責(zé)任的誠(chéng)信危機(jī),研究造紙上市企業(yè)的環(huán)境效率及其影響因素,不僅是造紙上市企業(yè)履行社會(huì)義務(wù)和制定公司治理規(guī)則制定的重要依據(jù),也是政府制定產(chǎn)業(yè)政策權(quán)衡經(jīng)濟(jì)發(fā)展與環(huán)境影響的重要依據(jù)。本文選擇的造紙企業(yè)環(huán)境效率研究課題,是基于產(chǎn)業(yè)發(fā)展對(duì)環(huán)境影響的一個(gè)綜合測(cè)量。試圖通過(guò)建立造紙產(chǎn)業(yè)的環(huán)境效率評(píng)價(jià)體系,研究影響造紙產(chǎn)業(yè)環(huán)境效率的要素,定量地進(jìn)行環(huán)境效率評(píng)價(jià)。本文的造紙企業(yè)環(huán)境效率評(píng)價(jià)體系,分為環(huán)境效率評(píng)價(jià)模塊和影響因素分析模塊,并通過(guò)對(duì)20家上市造紙企業(yè)的實(shí)證分析驗(yàn)證了環(huán)境效率評(píng)價(jià)體系的適用性。模型運(yùn)行結(jié)果表明,造紙企業(yè)的經(jīng)濟(jì)規(guī)模、技術(shù)成熟程度、與環(huán)境效率呈正相關(guān)關(guān)系,生產(chǎn)不同種類的紙產(chǎn)品將顯著影響環(huán)境效率得分。本文研究的宗旨,是用數(shù)據(jù)來(lái)說(shuō)理,以促進(jìn)造紙企業(yè)實(shí)現(xiàn)資源、能源的高效利用,以及對(duì)生態(tài)環(huán)境破壞的最小化。揭示造紙企業(yè)之間的環(huán)境績(jī)效的差別,是為了促進(jìn)“綠色制造”清潔生產(chǎn)的日益普及。本文主要采用定性與定量相結(jié)合、理論與實(shí)際相結(jié)合的方法。在第一章節(jié)緒論部分主要闡述研究背景、研究意義、國(guó)內(nèi)外研究綜述、研究思路、技術(shù)路線和創(chuàng)新點(diǎn);在第二章節(jié)我國(guó)造紙行業(yè)環(huán)境問(wèn)題分析部分主要介紹我國(guó)造紙業(yè)的日益嚴(yán)重的環(huán)境問(wèn)題;在第三章節(jié)造紙企業(yè)環(huán)境效率評(píng)價(jià)模型部分介紹經(jīng)典DEA模型以及本文所選用模型在環(huán)境效率評(píng)級(jí)方面的應(yīng)用的優(yōu)越性,以及針對(duì)于造紙行業(yè)的指標(biāo)設(shè)計(jì)問(wèn)題和非期望產(chǎn)出問(wèn)題的處理方法;在第四章節(jié)實(shí)證分析-對(duì)20家上市造紙企業(yè)環(huán)境效率評(píng)價(jià)部分以ISBM-DEA模型為基礎(chǔ)建立環(huán)境效率優(yōu)化模型并通過(guò)Tobit回歸分析模型分析因素的影響;在第五章分析影響造紙企業(yè)環(huán)境效率的因素和建議部分結(jié)合實(shí)證分析結(jié)果對(duì)造紙企業(yè)在規(guī)模經(jīng)濟(jì)指標(biāo)和技術(shù)成熟度指標(biāo)和產(chǎn)品分類指標(biāo)進(jìn)行分析并提出建議。
[Abstract]:Paper industry is an important basic raw material industry which is closely related to national economy and social development. The consumption level of paper and board is one of the important symbols to measure the level of modernization and civilization of a country. The rapid development of papermaking industry in China has brought serious environmental pollution at the same time. The pollution problem of papermaking enterprises has been a hot spot of environmental protection all over the world. Paper making listed enterprise is a public enterprise. Based on the credit crisis of environmental tax revenue risk and social public welfare responsibility, the paper studies the environmental efficiency and its influencing factors of paper making listed enterprises. It is not only an important basis for enterprises to fulfill their social obligations and formulate corporate governance rules, but also an important basis for the government to formulate industrial policies to balance economic development and environmental impact. The environmental efficiency research topic selected in this paper is based on a comprehensive measurement of the impact of industrial development on the environment. Through establishing the environmental efficiency evaluation system of papermaking industry, this paper studies the factors that affect the environmental efficiency of papermaking industry, and quantitatively evaluates the environmental efficiency. The environmental efficiency evaluation system in this paper is divided into environmental efficiency evaluation module and impact factor analysis module, and the applicability of the environmental efficiency evaluation system is verified by empirical analysis of 20 listed paper enterprises. The results show that the economic scale, technological maturity and environmental efficiency of papermaking enterprises are positively correlated, and the production of different kinds of paper products will significantly affect the score of environmental efficiency. The purpose of this paper is to use data to reason, to promote the efficient use of resources and energy, and to minimize the damage to the ecological environment. The purpose of revealing the difference of environmental performance among papermaking enterprises is to promote the popularization of "green manufacturing" cleaner production. This paper mainly adopts the combination of qualitative and quantitative, theoretical and practical methods. In the first chapter of the introduction part mainly describes the research background, research significance, domestic and foreign research review, research ideas, technical routes and innovative points; In the second chapter, the paper industry environmental problem analysis part mainly introduces the increasingly serious environmental problems of China's paper industry; In the third chapter, the paper introduces the classical DEA model and the advantages of the model used in environmental efficiency rating. And how to deal with the problem of index design and non-expected output in paper industry; In the fourth chapter, empirical analysis-the environmental efficiency of 20 listed paper enterprises based on the ISBM-DEA model to establish environmental efficiency optimization model and through Tobit regression analysis model to analyze the impact of factors; In the fifth chapter, the author analyzes the factors and suggestions that affect the environmental efficiency of papermaking enterprises. Combined with the results of empirical analysis, the paper analyzes the index of scale economy, technical maturity index and product classification index, and puts forward some suggestions.
