【摘要】：為提升科技人員能動(dòng)性和創(chuàng)造性、激發(fā)科研創(chuàng)新能力,中國石油勘探院實(shí)施了完全項(xiàng)目制試點(diǎn)。實(shí)施一年來,完善和規(guī)范了《中國石油勘探開發(fā)研究院完全項(xiàng)目制實(shí)施細(xì)則》等制度建設(shè),優(yōu)化與簡化了經(jīng)費(fèi)管理、合同管理、外協(xié)管理、獎(jiǎng)金分配等管理流程,在激勵(lì)科研積極性、提高項(xiàng)目運(yùn)作效率和水平、推動(dòng)考核和激勵(lì)制度改革與完善方面見到良好成效,展示了完全項(xiàng)目制潛在的優(yōu)勢與活力。對完全項(xiàng)目制進(jìn)一步推廣中存在的適用范圍、研究人員多項(xiàng)目交叉的考核與激勵(lì)、與其他改革制度配套等問題進(jìn)行了思考和建議,為下一步深入推進(jìn)科技改革提供經(jīng)驗(yàn)。
[Abstract]:In order to promote the initiative and creativity of scientific and technological personnel and stimulate the ability of scientific research and innovation, CNPC has implemented a pilot project system. In the past year of implementation, we have perfected and standardized the "detailed rules for the implementation of the complete Project system of the China Petroleum Exploration and Development Research Institute", and optimized and simplified the management processes such as fund management, contract management, outsourcing management, bonus allocation, and so on. It has seen good results in encouraging the enthusiasm of scientific research, improving the efficiency and level of project operation, promoting the reform and perfection of examination and incentive system, and showing the potential advantages and vitality of complete project system. This paper gives some thoughts and suggestions on the scope of application in the further popularization of the complete project system, the examination and encouragement of the researchers' cross projects, and the matching with other reform systems, and provides experience for the further promotion of the scientific and technological reform in the next step.
