JV油氣開采工程公司發(fā)展戰(zhàn)略研究

【摘要】:加快海洋油氣開發(fā)已經(jīng)成為中國能源戰(zhàn)略中相當(dāng)重要的一環(huán)。在“走出去”戰(zhàn)略的引導(dǎo)下,我國海洋油氣企業(yè)開始積極開拓國際市場,廣泛地參與國際海洋油氣資源的勘探與開發(fā)。2014年起,我國與馬來西亞經(jīng)過多次溝通交流,彼此把對方視為最佳的戰(zhàn)略合作伙伴,一致同意在馬來西亞進(jìn)行合資合營,2015年1月成立JV油氣開采工程公司,聯(lián)合進(jìn)行海洋工程業(yè)務(wù)及油氣資源開發(fā)。目前,制定未來5年發(fā)展戰(zhàn)略對于推動JV公司持續(xù)健康發(fā)展具有重要的現(xiàn)實(shí)意義。本文以JV公司為研究對象,運(yùn)用戰(zhàn)略管理相關(guān)理論和SWOT分析等方法,對公司所處的內(nèi)外部環(huán)境進(jìn)行了深入分析。在此基礎(chǔ)上,論文提出了JV公司未來5年發(fā)展總體思路、戰(zhàn)略目標(biāo)、戰(zhàn)略重點(diǎn)與實(shí)施步驟。指出,公司應(yīng)按照國際規(guī)范運(yùn)作,利用自身優(yōu)勢,把握市場發(fā)展機(jī)遇,以海洋工程為起步,積極整合外部資源,并充分完備內(nèi)部資源,以支撐公司業(yè)務(wù)由TI邁入EPCIC,通過充分利用資本運(yùn)作方式或與其他公司合作開展油氣服務(wù)和油氣工程業(yè)務(wù),并向下游產(chǎn)業(yè)延伸,進(jìn)入油氣開發(fā)領(lǐng)域,成為產(chǎn)業(yè)鏈條完整,資產(chǎn)優(yōu)良、管理優(yōu)秀、服務(wù)鏈條完整、具有良好信譽(yù)和國際競爭力的油氣公司。論文還闡述了戰(zhàn)略實(shí)施策略,包括提高生產(chǎn)能力,優(yōu)化人力資源,提高技術(shù)水平,加強(qiáng)企業(yè)管理,優(yōu)化市場營銷,建立激勵(lì)機(jī)制,建設(shè)企業(yè)文化等,最后討論了公司戰(zhàn)略實(shí)施過程中主要風(fēng)險(xiǎn)及相應(yīng)的對策。論文研究成果對于JV公司發(fā)展具有實(shí)際指導(dǎo)意義和應(yīng)用價(jià)值。對于油氣行業(yè)相關(guān)企業(yè)也一定的參考借鑒價(jià)值。
[Abstract]:Speeding up the development of offshore oil and gas has become a very important part of China's energy strategy. Under the guidance of the "going out" strategy, China's offshore oil and gas enterprises have started to actively open up the international market and participate extensively in the exploration and development of international offshore oil and gas resources. Since 2014, China and Malaysia have had many communications and exchanges. The two sides regarded each other as the best strategic partner and agreed to establish a joint venture in Malaysia and set up JV Oil and Gas production Engineering Company in January 2015 to jointly carry out offshore engineering business and oil and gas resources development. At present, the development strategy for the next five years has important practical significance to promote the sustainable and healthy development of JV Company. This paper takes JV Company as the research object, and analyzes the internal and external environment of the company by using the theory of strategic management and the method of SWOT analysis. On this basis, the paper puts forward the overall idea, strategic objectives, strategic focus and implementation steps of JV Company in the next five years. It is pointed out that the company should operate in accordance with international norms, take advantage of its own advantages, grasp the market development opportunities, take ocean engineering as the starting point, actively integrate external resources, and fully complete internal resources. In order to support the company's business from TI to EPCIC, through fully utilizing capital operation mode or cooperating with other companies to carry out oil and gas service and oil and gas engineering business, and extend to downstream industry, enter the field of oil and gas development, become a complete industry chain. Excellent assets, excellent management, complete service chain, good reputation and international competitiveness of oil and gas companies. The paper also describes the strategy implementation strategies, including improving production capacity, optimizing human resources, improving technical level, strengthening enterprise management, optimizing marketing, establishing incentive mechanism, building corporate culture, and so on. Finally, the paper discusses the main risks and corresponding countermeasures in the process of implementing the company's strategy. The research results of this paper have practical significance and application value for the development of JV Company. For the oil and gas industry related enterprises also certain reference value.
