【摘要】：在“一帶一路”的國(guó)家戰(zhàn)略背景下,能源問(wèn)題再次引起了廣泛的關(guān)注,中國(guó)能源企業(yè)不僅面臨著國(guó)內(nèi)能源企業(yè)激烈的競(jìng)爭(zhēng),同時(shí)參與到世界能源的競(jìng)爭(zhēng)領(lǐng)域。山西省作為煤炭資源大省,煤炭企業(yè)具有重要地位,為山西乃至全國(guó)的經(jīng)濟(jì)增長(zhǎng)做出了突出貢獻(xiàn)。然而,由于種種原因,山西煤炭企業(yè)在發(fā)展中面臨著諸多不可持續(xù)的問(wèn)題,這類問(wèn)題的長(zhǎng)期存在,對(duì)山西煤炭企業(yè)的競(jìng)爭(zhēng)力和長(zhǎng)遠(yuǎn)發(fā)展造成不良影響。煤炭企業(yè)發(fā)展的不可持續(xù)問(wèn)題,得到了眾多學(xué)者和社會(huì)的廣泛關(guān)注。山西煤炭企業(yè)除具有一般企業(yè)存在的普遍性問(wèn)題外,還具有其特殊性。本文認(rèn)為,山西煤炭企業(yè)的發(fā)展與煤炭資源收益分配的方式密切相關(guān),煤炭企業(yè)不可持續(xù)的原因在于煤炭資源收益分配環(huán)節(jié)出現(xiàn)了問(wèn)題,導(dǎo)致煤炭企業(yè)長(zhǎng)足發(fā)展受到限制。本文從資源收益分配的視角,研究了山西煤炭企業(yè)發(fā)展不可持續(xù)問(wèn)題。首先簡(jiǎn)要介紹了山西煤炭企業(yè)的發(fā)展情況,對(duì)山西煤炭企業(yè)的發(fā)展特點(diǎn)進(jìn)行了總結(jié)。其次,根據(jù)煤炭企業(yè)發(fā)展的特點(diǎn),分析了山西煤炭企業(yè)在發(fā)展中存在的不可持續(xù)問(wèn)題。同時(shí),將煤炭企業(yè)發(fā)展問(wèn)題納入到山西資源收益體制中,研究山西煤炭資源收益分配現(xiàn)狀,找出山西煤炭企業(yè)不可持續(xù)發(fā)展的制約因素和癥結(jié)所在。最后,根據(jù)對(duì)煤炭資源國(guó)家所有者權(quán)益機(jī)制以及企業(yè)收益分配方式的分析,提出山西煤炭企業(yè)可持續(xù)發(fā)展的政策建議,以期通過(guò)資源收益分配的優(yōu)化實(shí)現(xiàn)山西煤炭企業(yè)的可持續(xù)發(fā)展。在政策建議部分,本文重點(diǎn)指出建立山西煤炭企業(yè)可持續(xù)發(fā)展基金的重要性,對(duì)基金的征收對(duì)象、方式、標(biāo)準(zhǔn)等方面做出了說(shuō)明,并利用ARIMA模型對(duì)基金的征收標(biāo)準(zhǔn)進(jìn)行預(yù)測(cè)。
[Abstract]:Under the background of Belt and Road's national strategy, the energy problem has once again aroused widespread concern. Chinese energy enterprises not only face fierce competition from domestic energy enterprises, but also participate in the field of world energy competition. As a big province of coal resources, coal enterprises play an important role in Shanxi province and make outstanding contributions to the economic growth of Shanxi and even the whole country. However, for various reasons, Shanxi coal enterprises are faced with many unsustainable problems in their development. The long-term existence of such problems has a negative impact on the competitiveness and long-term development of Shanxi coal enterprises. Many scholars and society pay attention to the unsustainable development of coal enterprises. Shanxi coal enterprises not only have the general problems, but also have their particularities. This paper holds that the development of coal enterprises in Shanxi is closely related to the way of income distribution of coal resources. The reason for the unsustainability of coal enterprises lies in the problems in the distribution of income of coal resources, which leads to the restriction of the rapid development of coal enterprises. This paper studies the unsustainable development of Shanxi coal enterprises from the perspective of resource income distribution. Firstly, the development of Shanxi coal enterprises is briefly introduced, and the development characteristics of Shanxi coal enterprises are summarized. Secondly, according to the development characteristics of coal enterprises, this paper analyzes the unsustainable problems existing in the development of Shanxi coal enterprises. At the same time, the development of coal enterprises is brought into Shanxi resource income system, and the present situation of Shanxi coal resources income distribution is studied, and the restrictive factors and sticking points of Shanxi coal enterprises' unsustainable development are found out. Finally, based on the analysis of the mechanism of the national owner's equity of coal resources and the distribution of enterprise income, the paper puts forward some policy suggestions for the sustainable development of Shanxi coal enterprises. In order to achieve the sustainable development of Shanxi coal enterprises through the optimization of resource income distribution. In the part of policy suggestion, this paper mainly points out the importance of establishing the sustainable development fund of Shanxi coal enterprises, explains the object, method and standard of the fund collection, and forecasts the collection standard of the fund by using ARIMA model.
