【摘要】：遼寧省沈陽市作為新中國裝備制造業(yè)的先鋒,在新中國的歷史長河中一直擔(dān)當(dāng)者重要的工業(yè)基地的角色,為我國的工業(yè)化建設(shè)做出了巨大的貢獻(xiàn)。在“十二五”規(guī)劃中,由工信部、國家發(fā)展與改革委員會(huì)、財(cái)政部共同聯(lián)合發(fā)布《高端裝備制造業(yè)“十二五”發(fā)展規(guī)劃》(簡稱《高端規(guī)劃》)這一《高端規(guī)劃》的出臺(tái)對(duì)沈陽市裝備制造業(yè)的轉(zhuǎn)型升級(jí)提出了更高的要求。由于高端裝備制造業(yè)具有技術(shù)復(fù)雜、資本投入大、研究風(fēng)險(xiǎn)高等特點(diǎn)。單個(gè)企業(yè)是無法完成產(chǎn)品的設(shè)計(jì)、制造和生產(chǎn)的,通過政府、企業(yè)、科研院所和中介組織建立起來的高端裝備制造業(yè)技術(shù)創(chuàng)新聯(lián)盟可以更好的促進(jìn)高端裝備制造業(yè)的創(chuàng)新與發(fā)展并且也逐步成為開展技術(shù)創(chuàng)新活動(dòng)的重要形式。然而,技術(shù)創(chuàng)新聯(lián)盟大范圍開展的同時(shí)也伴隨著一些問題的出現(xiàn),在沈陽市高端裝備制造業(yè)技術(shù)創(chuàng)新聯(lián)盟中就存在著利益分配不均的問題,這個(gè)問題已經(jīng)阻礙了聯(lián)盟的健康發(fā)展。所以,如何解決聯(lián)盟利益分配的問題對(duì)于沈陽市裝備制造業(yè)的發(fā)展顯得尤為重要。本文通過對(duì)沈陽市高端裝備制造業(yè)技術(shù)創(chuàng)新聯(lián)盟利益分配的研究,充分考慮了聯(lián)盟成員各自的責(zé)任風(fēng)險(xiǎn)、貢獻(xiàn)程度和投入比例,利用Delphi專家打分法和AHP層次分析法將上述三個(gè)影響因素進(jìn)行量化分析。得出各影響因素的影響因子,然后擬合成為一個(gè)綜合加權(quán)因子對(duì)初始的Shapley值模型進(jìn)行修改,將綜合加權(quán)因子加入其中。得到修正的Shapley值模型。來實(shí)現(xiàn)高端裝備制造業(yè)技術(shù)創(chuàng)新聯(lián)盟利益分配的科學(xué)合理性。解決聯(lián)盟利益分配一刀切的問題,促進(jìn)聯(lián)盟成員之間的協(xié)調(diào)、溝通、融合,也在這種良性循環(huán)的運(yùn)行機(jī)制下,提高了聯(lián)盟的運(yùn)作效率,創(chuàng)造出更多的技術(shù)成果。
[Abstract]:Shenyang, Liaoning Province, as the pioneer of equipment manufacturing industry in New China, has been playing an important role in the long history of New China as an industrial base, and has made great contributions to China's industrial construction. The 12th Five-Year Plan for the Development of Manufacturing Industry (hereinafter referred to as "High-end Plan") puts forward higher requirements for the transformation and upgrading of equipment manufacturing industry in Shenyang. The technological innovation alliance of the high-end equipment manufacturing industry established by the government, enterprises, research institutes and intermediary organizations can better promote the innovation and development of the high-end equipment manufacturing industry and gradually become an important form of technological innovation activities. This problem has hindered the healthy development of the alliance. Therefore, how to solve the problem of benefit distribution of the alliance is particularly important for the development of the equipment manufacturing industry in Shenyang. The research on the benefit distribution of manufacturing technology innovation alliance fully considers the responsibility risk, contribution degree and investment proportion of each member of the alliance. Delphi expert scoring method and AHP are used to quantify the above three influencing factors. The initial Shapley value model is modified, and the comprehensive weighting factor is added into it. The revised Shapley value model is obtained to realize the scientific rationality of benefit distribution of high-end equipment manufacturing technology innovation alliance. Under the operation mechanism, the operation efficiency of the alliance has been enhanced, and more technological achievements have been created.
