【摘要】：近年來國內(nèi)軌道交通行業(yè)飛速發(fā)展,全國各地軌道交通行業(yè)的設備工廠借著行業(yè)發(fā)展的勢頭不斷發(fā)展壯大。但是規(guī)模的快速擴張,凸顯出軌道交通行業(yè)的項目質(zhì)量管理的不足。國際鐵路行業(yè)質(zhì)量管理標準IRIS于2006年編制發(fā)布,國內(nèi)各大公司也在不斷得嘗試與總結項目質(zhì)量管理經(jīng)驗。本文根據(jù)本公司的北京XX線地鐵牽引設備供應項目的實施,研究和總結了地鐵設備項目的質(zhì)量管理方法。用PMBOK中項目質(zhì)量管理的方法,結合實際的項目,闡述了如何進行項目質(zhì)量規(guī)劃,以及如何做好項目質(zhì)量保證和質(zhì)量改進。本文重點闡述了地鐵牽引設備供應項目各階段在項目管理,設計,采購,供應鏈,工業(yè)化,生產(chǎn),質(zhì)量,測試,系統(tǒng)驗證及調(diào)試質(zhì)保的相關活動,各活動的負責人,活動輸出結果在各階段的成熟度要求等。引進項目質(zhì)量開發(fā)(DFQ)的概念,從項目一開始就把質(zhì)量作為項目規(guī)劃和實施的目標,并貫穿于整個項目生命周期中。通過DFQ階段評審的方法,保證項目各階段都保質(zhì)保量得完成了既定的目標,確保項目在進入下一個階段時所存在的風險盡可能得小,從而保證整個項目的Q/C/D都能夠達到目標。文中還引入了快速響應質(zhì)量控制(QRQC)的方法,使得項目進行中發(fā)現(xiàn)的問題能夠在第一現(xiàn)場及時解決,而沒能解決的問題可以通過從下到上逐級的升級,并從上到下調(diào)配恰當?shù)馁Y源及時準確得解決問題并保證問題不再發(fā)生,很好得實現(xiàn)了項目的質(zhì)量保證和質(zhì)量改進。本文所使用的方法和經(jīng)驗可以為軌道交通行業(yè)的同行們在項目質(zhì)量管理方面的研究提供很好得借鑒。
[Abstract]:In recent years, with the rapid development of domestic rail transit industry, the equipment factories of rail transit industry all over the country continue to grow with the development momentum of the industry. However, the rapid expansion of the scale highlights the lack of project quality management in rail transit industry. The international railway industry quality management standard IRIS was compiled and issued in 2006, and many domestic companies are constantly trying and summarizing the project quality management experience. According to the implementation of Beijing XX Line Metro traction equipment supply project, this paper studies and summarizes the quality management method of Metro equipment Project. Using the method of project quality management in PMBOK and combining with the actual project, this paper expounds how to carry out the project quality planning, and how to do well the project quality assurance and quality improvement. This paper focuses on the activities related to the project management, design, procurement, supply chain, industrialization, production, quality, testing, system verification and commissioning of the metro traction equipment supply project. Activity output at each stage of the maturity requirements. The concept of project quality development (DFQ) is introduced. From the beginning of the project, quality is regarded as the goal of project planning and implementation, and it runs through the whole project life cycle. Through the method of DFQ stage review, it can ensure that all stages of the project can achieve the established goal, and ensure that the risk of the project entering the next stage is as small as possible, so as to ensure that the Q/C/D of the whole project can achieve the goal. This paper also introduces the method of rapid response quality control (QRQC), which enables the problems found in the project to be solved in time on the first site, while the problems that can not be solved can be upgraded from the bottom to the top step by step. And allocate appropriate resources from top to bottom to solve the problem timely and accurately and ensure that the problem does not happen again, so that the quality assurance and quality improvement of the project are well realized. The methods and experiences used in this paper can be used for reference in the research of project quality management in rail transit industry.
