【摘要】：化解鋼鐵行業(yè)產(chǎn)能過剩矛盾,加快結(jié)構(gòu)調(diào)整,推動(dòng)產(chǎn)業(yè)轉(zhuǎn)型升級(jí),已成為政府調(diào)控鋼鐵企業(yè)發(fā)展的重點(diǎn)工作,尤其是眾多中小型鋼企的路徑選擇問題。文章采用1998-2011中國工業(yè)企業(yè)數(shù)據(jù)庫數(shù)據(jù)估算了鋼鐵行業(yè)的技術(shù)效率和規(guī)模效率,并基于SCP框架利用動(dòng)態(tài)面板模型測算了中小型鋼鐵企業(yè)的存在對(duì)鋼鐵行業(yè)技術(shù)效率影響,結(jié)果發(fā)現(xiàn)中小型鋼企的存在降低了整個(gè)鋼鐵行業(yè)的技術(shù)效率;如果將眾多中小鋼企進(jìn)行橫向合并,那么整個(gè)鋼鐵行業(yè)技術(shù)效率可得到較大提高;另外,考慮新進(jìn)入的鋼鐵企業(yè),研究還發(fā)現(xiàn)中小型鋼企進(jìn)入與行業(yè)利潤率具有雙向動(dòng)態(tài)且相互影響的關(guān)系。結(jié)果具有明確的政策含義:應(yīng)減少我國鋼鐵行業(yè)中小企業(yè)的數(shù)量,限制更多中小鋼企的進(jìn)入。同時(shí)鼓勵(lì)中小型企業(yè)實(shí)現(xiàn)橫向兼并重組,實(shí)現(xiàn)資源優(yōu)勢互補(bǔ),提升行業(yè)集中度。
[Abstract]:To resolve the contradiction of overcapacity in iron and steel industry, to speed up structural adjustment and promote industrial transformation and upgrading has become the key task of the government in regulating the development of iron and steel enterprises, especially in the path selection of many small and medium-sized steel enterprises. This paper estimates the technical efficiency and scale efficiency of iron and steel industry by using the data of China Industrial Enterprise Database from 1998 to 2011, and calculates the influence of the existence of small and medium-sized iron and steel enterprises on the technical efficiency of iron and steel industry based on SCP framework and dynamic panel model. The results show that the existence of small and medium-sized steel enterprises reduces the technical efficiency of the whole steel industry; if many small and medium-sized steel enterprises are merged horizontally, the technical efficiency of the whole steel industry can be greatly improved; in addition, considering the new iron and steel enterprises, It is also found that the entry of medium and small steel enterprises has a two-way dynamic and interactive relationship with the profit margin of the industry. The results have clear policy implications: we should reduce the number of small and medium-sized enterprises in China's iron and steel industry and restrict the entry of more small and medium-sized steel enterprises. At the same time, small and medium-sized enterprises are encouraged to realize horizontal merger and reorganization, to complement each other in resource advantages, and to enhance industry concentration.
