【摘要】：改革開(kāi)放以來(lái),江西工業(yè)園區(qū)建設(shè)如雨后春筍。據(jù)江西省中小企業(yè)局統(tǒng)計(jì),截止2014年5月,江西省已有國(guó)家級(jí)、省級(jí)、市級(jí)及縣級(jí)工業(yè)園區(qū)共106個(gè)。工業(yè)園區(qū)已成為各地經(jīng)濟(jì)發(fā)展的主要平臺(tái)和重要增長(zhǎng)極、財(cái)政增收的重要渠道、推進(jìn)城鎮(zhèn)化建設(shè)的有效途徑,也是集聚科技項(xiàng)目、促進(jìn)勞動(dòng)就業(yè)的主要載體。作為指導(dǎo)、監(jiān)督工業(yè)園區(qū)及其企業(yè)開(kāi)展安全生產(chǎn)工作的工業(yè)園區(qū)安全生產(chǎn)監(jiān)督管理機(jī)構(gòu)(本文簡(jiǎn)稱“工業(yè)園區(qū)安監(jiān)機(jī)構(gòu)”),其防范安全生產(chǎn)事故、保障工業(yè)園區(qū)科學(xué)發(fā)展、安全發(fā)展、可持續(xù)發(fā)展的作用日益顯現(xiàn)。然而,當(dāng)前工業(yè)園區(qū)安全生產(chǎn)監(jiān)管體制尚未健全,尤其是工業(yè)園區(qū)安監(jiān)機(jī)構(gòu)與編制的設(shè)置不夠科學(xué),致使監(jiān)管不能發(fā)力或發(fā)力不夠,園區(qū)安全生產(chǎn)事故頻發(fā),不斷損害國(guó)家和人民財(cái)產(chǎn)生命安全。安監(jiān)機(jī)構(gòu)與編制設(shè)置方面的種種問(wèn)題,已成為影響工業(yè)園區(qū)安全穩(wěn)定發(fā)展的潛在隱患。為此,江西省工業(yè)園區(qū)安監(jiān)機(jī)構(gòu)與編制的設(shè)置,就成為一項(xiàng)值得研究的現(xiàn)實(shí)課題。本人曾在安全生產(chǎn)監(jiān)管部門(mén)工作,現(xiàn)結(jié)合所掌握的實(shí)際情況,對(duì)江西省工業(yè)園區(qū)安監(jiān)機(jī)構(gòu)與編制的現(xiàn)狀、存在的問(wèn)題及原因進(jìn)行深入分析和研究,提出解決問(wèn)題的對(duì)策建議,為完善工業(yè)園區(qū)安全生產(chǎn)監(jiān)管體制、從體制上保障工業(yè)園區(qū)安全生產(chǎn)工作的順利發(fā)展提供參考。本文共分五章。第1章,引言部分,提出本課題研究的問(wèn)題,闡述選題的目的意義,對(duì)國(guó)內(nèi)外研究現(xiàn)狀進(jìn)行綜合述評(píng)。第2章,概述園區(qū)安全監(jiān)管及其機(jī)構(gòu)編制設(shè)置的學(xué)理性。從中國(guó)歷史上五次事故高峰期背后的隱因、江西省工業(yè)園區(qū)2012-2014年歷年安全生產(chǎn)事故的變化趨勢(shì)與安監(jiān)機(jī)構(gòu)設(shè)置與編制狀況進(jìn)行分析,闡述園區(qū)安全生產(chǎn)監(jiān)管工作的重要性,及其機(jī)構(gòu)與編制設(shè)置的必要性與特殊性。第3章,對(duì)國(guó)內(nèi)外工業(yè)園區(qū)安監(jiān)機(jī)構(gòu)與編制設(shè)置的情況進(jìn)行比較分析,總結(jié)有益經(jīng)驗(yàn),結(jié)合國(guó)內(nèi)現(xiàn)實(shí)歸納可供借鑒的思路啟示。第4章,回顧近年來(lái)江西省工業(yè)園區(qū)安監(jiān)機(jī)構(gòu)與編制設(shè)置的改革實(shí)踐。從機(jī)構(gòu)性質(zhì)、規(guī)格、職責(zé)任務(wù)、人員編制、執(zhí)法隊(duì)伍與安全生產(chǎn)事故等方面,對(duì)全省工業(yè)園區(qū)安監(jiān)機(jī)構(gòu)與編制的設(shè)置及管理現(xiàn)狀進(jìn)行全面梳理,找出現(xiàn)存問(wèn)題并探究問(wèn)題的根源。第5章,探究完善江西省工業(yè)園區(qū)安全生產(chǎn)監(jiān)管體制的原則、路徑與對(duì)策,提出按照國(guó)家和本省有關(guān)法律法規(guī),結(jié)合實(shí)際,分類管理工業(yè)園區(qū),遵循合法性、合理性、科學(xué)性原則進(jìn)行工業(yè)園區(qū)安監(jiān)機(jī)構(gòu)與編制的設(shè)置。
[Abstract]:Since the reform and opening up, Jiangxi Industrial Park construction such as bamboo shoots. According to the statistics of Jiangxi Provincial Bureau of small and Medium-sized Enterprises, as of May 2014, there are 106 industrial parks at the national, provincial, municipal and county levels in Jiangxi Province. The industrial park has become the main platform and the important growth pole of the local economic development, the important channel of increasing the financial income, the effective way to promote the urbanization construction, is also the main carrier of gathering the scientific and technological projects and promoting the labor employment. As a guide, the industrial park and its enterprises to carry out work safety supervision and administration of industrial park production safety (referred to as "industrial park safety supervision agency"), its prevention of production safety accidents, ensuring the scientific development of industrial parks, Security development, the role of sustainable development is increasingly apparent. However, the current industrial park safety supervision system has not yet been improved, especially the establishment of the industrial park safety supervision organization and establishment is not scientific enough, resulting in the supervision can not be or not enough, the park safety production accidents occur frequently. Continue to damage the lives of the state and people's property. The problems of safety supervision organization and establishment have become the potential hidden trouble affecting the development of industrial park safety and stability. Therefore, the establishment of safety supervision organization and establishment of Jiangxi Industrial Park has become a practical subject worthy of study. I have worked in the supervision department of production safety. Now, combining with the actual situation, I deeply analyze and study the present situation, existing problems and reasons of the safety supervision organization and establishment in Jiangxi Industrial Park, and put forward some countermeasures and suggestions to solve the problem. It provides a reference for perfecting the supervision system of production safety in industrial parks and ensuring the smooth development of production safety in industrial parks. This paper is divided into five chapters. Chapter 1, introduction, puts forward the problems of this research, expounds the purpose and significance of the topic, and makes a comprehensive review of the current research situation at home and abroad. Chapter 2 summarizes the scientific rationality of campus safety supervision and organization establishment. Based on the hidden causes behind the five peak periods of accidents in the history of China, this paper analyzes the changing trend of the accidents of production safety in Jiangxi Industrial Park in the past years 2012-2014 and the establishment and establishment of safety supervision institutions, and expounds the importance of the supervision and control of production safety in the industrial parks of Jiangxi Province. The necessity and particularity of its organization and establishment. In chapter 3, the author makes a comparative analysis on the situation of safety supervision institutions and establishment of industrial parks at home and abroad, summarizes the beneficial experience and summarizes the inspiration for reference in combination with the domestic reality. Chapter 4, review the reform practice of safety supervision organization and establishment in Jiangxi Industrial Park in recent years. From the aspects of the nature of the organization, specifications, duties and tasks, staffing, law enforcement teams and accidents in production safety, this paper comprehensively combs the present situation of the establishment and management of the safety supervision organizations and the establishment of the establishment and management of the industrial parks in the province. Identify existing problems and explore their root causes. The fifth chapter explores the principles, paths and countermeasures of perfecting the supervision system of industrial park safety in Jiangxi Province, and puts forward that the industrial park should be managed in accordance with the relevant laws and regulations of the state and the province, and the industrial park should be managed in a classified manner in accordance with the legality and reasonableness. The scientific principle carries on the industrial park safety supervision organization and the establishment.
