【摘要】：科技創(chuàng)新體系建設(shè)是技術(shù)型企事業(yè)主體推動技術(shù)創(chuàng)新的重要措施,近年來受到廣泛關(guān)注和應(yīng)用。本文針對應(yīng)用基礎(chǔ)研究院所推動技術(shù)創(chuàng)新構(gòu)建技術(shù)創(chuàng)新體系面臨的問題,從創(chuàng)新管理及技術(shù)創(chuàng)新體系構(gòu)架的基本理論與方法出發(fā),結(jié)合研究院轉(zhuǎn)型升級的實(shí)際,探索與實(shí)踐了技術(shù)創(chuàng)新體系建設(shè),全面介紹了航天空氣動力技術(shù)研究院技術(shù)創(chuàng)新體系建設(shè)的完整實(shí)例。提出了多專業(yè)多級研發(fā)中心協(xié)同的系統(tǒng)性技術(shù)創(chuàng)新體系方法和包含五大子體系的技術(shù)創(chuàng)新體系模型,并創(chuàng)新地將集成產(chǎn)品創(chuàng)新方法、科研活動差異化工時方法等應(yīng)用到研發(fā)管理之中,取得很好的實(shí)效。本文在航天科研院所技術(shù)創(chuàng)新管理探索與實(shí)踐中,提出的模型、方法、措施等,經(jīng)氣動院的發(fā)展檢驗(yàn),確認(rèn)為行之有效的。如何推動我國傳統(tǒng)科研單位科技發(fā)展和可持續(xù)發(fā)展,應(yīng)用基礎(chǔ)研究類科研院所如何在國企改革,尤其是事業(yè)單位轉(zhuǎn)制中,應(yīng)對重大挑戰(zhàn),本文的創(chuàng)新體系建設(shè)的實(shí)踐可作為一個有一定代表性的案例為之提供一些借鑒與參考。
[Abstract]:The construction of sci-tech innovation system is an important measure for technological enterprises and institutions to promote technological innovation, which has received extensive attention and application in recent years. In view of the problems faced by the institute of applied basic research in constructing the technological innovation system, this paper starts from the basic theories and methods of the innovation management and the framework of the technological innovation system, and combines with the reality of the transformation and upgrading of the research institute. This paper explores and practices the construction of technological innovation system, and introduces a complete example of the construction of technological innovation system of Aerospace aerodynamic Technology Research Institute. The systematic technology innovation system method and the technology innovation system model including five sub-systems are put forward, and the integrated product innovation method is innovatively integrated. The application of differentiated man-hour method to R & D management has achieved good results. In the exploration and practice of technological innovation management in aerospace scientific research institutes, the models, methods and measures put forward in this paper are confirmed to be effective by the development and verification of the pneumatic institute. How to promote the scientific and technological development and sustainable development of traditional scientific research institutions in China, and how to meet the major challenges in the reform of state-owned enterprises, especially in the transformation of institutions, and how to apply basic research institutes to meet the major challenges. The practice of innovation system construction in this paper can be taken as a representative case to provide some reference and reference.
