儀征市化纖產(chǎn)業(yè)集群升級途徑研究

【摘要】：化纖產(chǎn)業(yè)是儀征市傳統(tǒng)支柱產(chǎn)業(yè),儀征市形成了以中國石化儀征化纖股份有限公司為龍頭、眾多中小型化纖企業(yè)為支撐的化纖產(chǎn)業(yè)集群。多年來,儀征市化纖產(chǎn)業(yè)集群為儀征市經(jīng)濟社會發(fā)展做出了卓越的貢獻。但是近年來儀征市化纖產(chǎn)業(yè)發(fā)展趨緩,與江陰、紹興、吳江、蕭山等地區(qū)形成了較大的差距,呈現(xiàn)出產(chǎn)品結構單一、企業(yè)規(guī)模偏小、創(chuàng)新能力弱、產(chǎn)品附加值低等等特點。同時由于國內、外宏觀經(jīng)濟形勢影響,國際市場化纖需求量下降,國內聚酯產(chǎn)能逐漸釋放,化纖產(chǎn)品價格保持低位,化纖企業(yè)經(jīng)營面臨較大的壓力。在這些背景下,儀征市化纖企業(yè)如何擺脫危機,實現(xiàn)產(chǎn)業(yè)轉型升級,進一步做強做大,成為地方政府和化纖企業(yè)亟需思考的問題。本文借鑒了有關文獻資料,研究了產(chǎn)業(yè)集群的基本概念、形成機制、競爭優(yōu)勢、集群相關理論,進而研究了產(chǎn)業(yè)集群升級的主要內涵、主要動力和基本形式,分析了產(chǎn)業(yè)集群升級的內部途徑和外部途徑——加強集群內部網(wǎng)絡治理,提高集群創(chuàng)新能力;嵌入全球價值鏈,提升產(chǎn)業(yè)集群價值鏈。本文回顧了儀征市化纖產(chǎn)業(yè)集群發(fā)展概況和歷史形成過程,分析了儀征化纖產(chǎn)業(yè)集群的發(fā)展現(xiàn)狀,及取得成績和存在的不足。通過運用SWOT分析工具,研究儀征市化纖產(chǎn)業(yè)集群升級存在的優(yōu)勢、劣勢、機遇和挑戰(zhàn)。在此基礎上,本文提出了推動儀征化纖產(chǎn)業(yè)升級的主要途徑是以提高集群的創(chuàng)新能力為主要動力,從集群的內部網(wǎng)絡治理出發(fā),發(fā)揮集群內部網(wǎng)絡區(qū)域創(chuàng)新體系中的政府、企業(yè)、公共機構等機構作用,促進集群創(chuàng)新能力提升,加快產(chǎn)業(yè)集群升級步伐。最后,本文著重分析了政府、企業(yè)、公共機構在產(chǎn)業(yè)集群升級過程中發(fā)揮的作用。提出了政府作為產(chǎn)業(yè)集群的管理者,應該在完善產(chǎn)業(yè)發(fā)展環(huán)境和制定政策支持體系方面需要發(fā)揮的作用;企業(yè)作為創(chuàng)新的主體,在產(chǎn)業(yè)升級過程中需要堅持的創(chuàng)新驅動戰(zhàn)略;高�？蒲袡C構、公共服務平臺等公共機構作為產(chǎn)業(yè)發(fā)展的重要參與者,要充分發(fā)揮公共服務作用,積極參與政府、企業(yè)產(chǎn)業(yè)升級的有關行為。
[Abstract]:Chemical fiber industry is the traditional pillar industry of Yizheng City. Yizheng City has formed a chemical fiber industry cluster supported by Sinopec Yizheng Chemical Fiber Co., Ltd. and many small and medium-sized chemical fiber enterprises. Over the years, Yizheng chemical fiber industry cluster for the economic and social development of Yizheng City made outstanding contributions. However, in recent years, the chemical fiber industry in Yizheng City has slowed down, and has formed a big gap with Jiangyin, Shaoxing, Wu Jiang, Xiaoshan and other regions, showing the characteristics of single product structure, small scale of enterprises, weak innovation ability, low added value of products and so on. At the same time, due to the influence of domestic and foreign macroeconomic situation, the demand for chemical fiber in the international market is decreasing, the domestic polyester production capacity is gradually released, the price of chemical fiber products remains low, and the operation of chemical fiber enterprises is facing great pressure. Under these circumstances, how to get rid of the crisis, realize the industrial transformation and upgrade, and further strengthen and enlarge the chemical fiber enterprises in Yizheng City has become an urgent problem for local governments and chemical fiber enterprises to think about. This paper studies the basic concept, formation mechanism, competitive advantage, cluster related theory of industrial cluster, and then studies the main connotation, main motive force and basic form of industrial cluster upgrading. This paper analyzes the internal and external ways of industrial cluster upgrading, which is to strengthen the cluster internal network governance, improve the cluster innovation ability, embed the global value chain, and promote the industrial cluster value chain. This paper reviews the general situation and historical forming process of Yizheng chemical fiber industrial cluster, analyzes the present situation of Yizheng chemical fiber industrial cluster, and the achievements and shortcomings. By using SWOT analysis tools, this paper studies the strengths, weaknesses, opportunities and challenges of the upgrading of chemical fiber industrial clusters in Yizheng City. On this basis, this paper puts forward that the main way to promote the upgrading of Yizheng chemical fiber industry is to improve the innovation ability of the cluster as the main motive force, from the inside network governance of the cluster, to give play to the government in the regional innovation system of the cluster internal network. Enterprises, public institutions and other institutions to promote the cluster innovation ability to speed up the pace of industrial cluster upgrading. Finally, this paper analyzes the role of government, enterprises and public institutions in the process of industrial cluster upgrading. The paper points out that the government, as the manager of industrial cluster, should play an important role in perfecting the industrial development environment and formulating the policy support system, and that enterprises, as the main body of innovation, should adhere to the innovation-driven strategy in the process of industrial upgrading. As an important participant in the development of industry, institutions of higher learning, such as scientific research institutions and public service platforms, should give full play to the role of public service and actively participate in the related behaviors of industrial upgrading of governments and enterprises.
