【摘要】：在一次能源中,天然氣資源以其清潔能源的優(yōu)勢(shì)近年來(lái)得到了迅猛發(fā)展,其在能源消費(fèi)中的占比也持續(xù)上升。同時(shí),隨著頁(yè)巖氣革命,國(guó)際天然氣市場(chǎng)近年來(lái)更為活躍,根據(jù)相關(guān)研究機(jī)構(gòu)預(yù)測(cè),隨著天然氣的廣泛開(kāi)發(fā)利用,傳統(tǒng)的煤、油格局將逐漸打破,并隱有占據(jù)首要能源的趨勢(shì),因此,本世紀(jì)也被許多人稱為天然氣的世紀(jì)。從本世紀(jì)我國(guó)能源發(fā)展來(lái)看,天然氣產(chǎn)業(yè)的發(fā)展具有重要的戰(zhàn)略意義。同時(shí),該產(chǎn)業(yè)的發(fā)展需要一個(gè)完整而健全的定價(jià)機(jī)制。而這一機(jī)制的關(guān)鍵,既涵蓋了天然氣最優(yōu)化應(yīng)用,同時(shí)需要在經(jīng)濟(jì)效益、社會(huì)效益和環(huán)境保障上統(tǒng)籌兼顧,具體的表現(xiàn)為一個(gè)合理的天然氣價(jià)格鏈。從天然氣產(chǎn)業(yè)的發(fā)展來(lái)看,市場(chǎng)化定價(jià)、社會(huì)化發(fā)展將有效促進(jìn)該產(chǎn)業(yè)價(jià)格機(jī)制的發(fā)展。本文通過(guò)對(duì)國(guó)內(nèi)外不同國(guó)家和地區(qū)天然氣定價(jià)機(jī)制和具體定價(jià)方法的研究,綜合分析了當(dāng)前我國(guó)的產(chǎn)業(yè)現(xiàn)狀,以及上中下游之間天然氣的定價(jià)思路,通過(guò)分析相關(guān)文獻(xiàn)以及總結(jié)國(guó)外主要消費(fèi)區(qū)域的管制經(jīng)驗(yàn),對(duì)我國(guó)現(xiàn)行天然氣定價(jià)機(jī)制提出了一些針對(duì)性的建議,同時(shí)對(duì)未來(lái)天然氣價(jià)格機(jī)制的發(fā)展,進(jìn)行了展望。本文共分為七個(gè)章節(jié):第一章是緒論部分,從研究背景入手,在概述了天然氣產(chǎn)業(yè)與天然氣市場(chǎng)之后,在充分研究了相關(guān)理論的基礎(chǔ)上,通過(guò)了文獻(xiàn)綜述,衍生出本文的研究思路和研究方法;第二章是對(duì)相關(guān)理論的闡述,包括可枯竭資源管理理論和價(jià)值理論,天然氣基本特征,整個(gè)產(chǎn)業(yè)鏈及定價(jià)機(jī)制的機(jī)理;第三章是首先探討了國(guó)外主要天然氣市場(chǎng)的定價(jià)機(jī)制,分析利弊,用以指導(dǎo)我國(guó)天然氣定價(jià)機(jī)制的改革;第四章是分析我國(guó)現(xiàn)行的天然氣定價(jià)機(jī)制,以及隨著我國(guó)天然氣產(chǎn)業(yè)的不斷發(fā)展,該機(jī)制的不適應(yīng)性;第五章是對(duì)我國(guó)天然氣價(jià)格機(jī)制即將進(jìn)行的價(jià)格調(diào)整政策的分析,以及對(duì)調(diào)整后天然氣價(jià)格存在風(fēng)險(xiǎn)的研究。第六章是在可枯竭資源理論的基礎(chǔ)上提出對(duì)我國(guó)天然氣定價(jià)原則、機(jī)制以及補(bǔ)償機(jī)制的相關(guān)對(duì)策和建議;第七章是本文的結(jié)論。
[Abstract]:In primary energy, natural gas resources have developed rapidly in recent years because of their advantages of clean energy, and the proportion of natural gas in energy consumption continues to rise. At the same time, with the shale gas revolution, the international natural gas market has become more active in recent years. According to the prediction of relevant research institutions, with the extensive development and utilization of natural gas, the traditional pattern of coal and oil will be gradually broken, and the trend of occupying the primary energy source will be hidden. Therefore, this century is also called the century of natural gas by many people. The development of natural gas industry has important strategic significance from the energy development of our country in this century. At the same time, the development of the industry needs a complete and sound pricing mechanism. The key of this mechanism not only covers the application of natural gas optimization, but also needs an overall consideration in economic, social and environmental protection, and the concrete performance is a reasonable natural gas price chain. From the development of natural gas industry, market-oriented pricing and socialized development will effectively promote the development of price mechanism of natural gas industry. By studying the pricing mechanism and pricing methods of natural gas in different countries and regions at home and abroad, this paper comprehensively analyzes the current industrial situation of our country and the pricing ideas of natural gas between upper, middle and lower reaches. By analyzing the relevant literature and summarizing the control experience of the main consuming regions in foreign countries, this paper puts forward some pertinent suggestions on the current natural gas pricing mechanism in China, and prospects the future development of the natural gas price mechanism. This paper is divided into seven chapters: the first chapter is the introduction, starting with the research background, after summarizing the natural gas industry and natural gas market, on the basis of the full study of relevant theories, through the literature review. The second chapter is about the related theories, including the theory of resource management and value theory, the basic characteristics of natural gas, the mechanism of the whole industry chain and pricing mechanism. The third chapter first discusses the pricing mechanism of foreign major natural gas markets, analyzes the advantages and disadvantages to guide the reform of China's natural gas pricing mechanism, the fourth chapter is to analyze the current natural gas pricing mechanism in China. With the development of natural gas industry in China, the mechanism is inadaptable. The fifth chapter is the analysis of the price adjustment policy of China's natural gas price mechanism, and the research on the risk of the adjusted natural gas price. The sixth chapter puts forward the relevant countermeasures and suggestions on the natural gas pricing principle, mechanism and compensation mechanism based on the theory of exhausted resources, and the seventh chapter is the conclusion of this paper.
