【摘要】：2002年11月,黨的“十六大”提出了走新型工業(yè)化道路的任務(wù),黨的“十八大”報(bào)告進(jìn)一步為中國(guó)特色新型工業(yè)化道路指明了方向。重慶是我國(guó)重要的老工業(yè)基地,工業(yè)經(jīng)濟(jì)向來(lái)發(fā)展迅速,特別是直轄以來(lái),重慶工業(yè)化更是有了里程碑式的發(fā)展。此外,在當(dāng)前“互聯(lián)網(wǎng)+”塵囂日上、“一帶一路”亟待破局、“西部大開(kāi)發(fā)”持續(xù)深化的契機(jī)中,重慶市通過(guò)不斷深化工業(yè)化進(jìn)程,必將使得重慶經(jīng)濟(jì)發(fā)展與社會(huì)的和諧獲得長(zhǎng)足的進(jìn)步。然而,從當(dāng)前的總體上看,重慶工業(yè)發(fā)展的體量還不夠大,實(shí)力還不強(qiáng),后勁還顯不足,工業(yè)化水平還不高,還存在著城鄉(xiāng)二元經(jīng)濟(jì)結(jié)構(gòu)、貧富差距增加、城鄉(xiāng)差距較大等其他一系列的問(wèn)題。有鑒于此,面臨當(dāng)前的新形勢(shì)、新問(wèn)題,深入推進(jìn)重慶的新型工業(yè)化更顯重大的現(xiàn)實(shí)意義。本文以《重慶市人民政府關(guān)于推進(jìn)新型工業(yè)化的若干意見(jiàn)》(2012年)的發(fā)布與實(shí)施為契機(jī),運(yùn)用馬克思的工業(yè)化理論研究重慶新型工業(yè)化相關(guān)問(wèn)題。文章主要從以下幾個(gè)維度進(jìn)行了具體闡述。其一,就重慶市的工業(yè)化發(fā)展現(xiàn)狀而言,新型工業(yè)化發(fā)展道路才是重慶市工業(yè)發(fā)展的必然向度與現(xiàn)實(shí)選擇;其二,馬克思工業(yè)化理論是重慶市工業(yè)發(fā)展的根本邏輯與理論底色,由此才能堅(jiān)持重慶工業(yè)化的健康、可持續(xù)發(fā)展;其三,針對(duì)重慶市工業(yè)化的制約因素,以馬克思工業(yè)化理論為指導(dǎo),論述推進(jìn)重慶市新型工業(yè)化的路徑選擇及建議對(duì)策,包括以科教興渝為支撐、以城鄉(xiāng)統(tǒng)籌為平臺(tái)、以內(nèi)陸開(kāi)放為動(dòng)力、以信息化和城鎮(zhèn)化為條件,推進(jìn)重慶市新型工業(yè)化;同時(shí),還應(yīng)該發(fā)揮老工業(yè)基地優(yōu)勢(shì),為新型工業(yè)化提供良好環(huán)境,加快城鎮(zhèn)化建設(shè),消除城鄉(xiāng)二元結(jié)構(gòu),發(fā)展可循環(huán)經(jīng)濟(jì),促進(jìn)可持續(xù)發(fā)展,創(chuàng)新驅(qū)動(dòng)“互聯(lián)網(wǎng)+”,深度融合“一帶一路”,深化經(jīng)濟(jì)體制改革和制度創(chuàng)新,特別是加強(qiáng)法治建設(shè),實(shí)現(xiàn)資源的合理配置,最終實(shí)現(xiàn)重慶新型工業(yè)化路徑的正確選擇。
[Abstract]:In November 2002, the 16th National Congress of the Communist Party of China put forward the task of taking the road of new-type industrialization, and the report of the 18th National Congress of the Party further pointed out the direction of the road of new-type industrialization with Chinese characteristics. Chongqing is an important old industrial base in China, and its industrial economy has been developing rapidly. In addition, in the current "Internet" day, "Belt and Road" is in urgent need of breaking down, "the Great Development of the West" continues to deepen the opportunity, Chongqing through the continuous deepening of the industrialization process, Will make Chongqing economic development and social harmony to obtain considerable progress. However, as a whole, Chongqing's industrial development is not large enough, its strength is not strong, its stamina is still insufficient, the level of industrialization is not high, there is a dual economic structure between urban and rural areas, and the gap between the rich and the poor is increasing. Big gap between urban and rural areas and other series of issues. In view of this, facing the current new situation and new problems, it is of great practical significance to further promote Chongqing's new industrialization. This paper takes the publication and implementation of "some opinions of Chongqing Municipal people's Government on promoting New industrialization" (2012) as an opportunity to use Marx's industrialization theory to study the problems related to Chongqing's new-type industrialization. The article has carried on the concrete elaboration from the following several dimensions. First, as far as the present situation of Chongqing's industrialization is concerned, the road of new-type industrialization is the inevitable direction and realistic choice of Chongqing's industrial development, the second is that Marx's industrialization theory is the fundamental logic and theoretical background of Chongqing's industrial development. Therefore, we can insist on the healthy and sustainable development of Chongqing's industrialization. Thirdly, aiming at the restriction factors of Chongqing's industrialization and guided by Marx's industrialization theory, this paper discusses the path choice and suggestions for promoting Chongqing's new-type industrialization. Including promoting Chongqing's new industrialization with science and education as its support, urban and rural planning as a platform, inland opening as a driving force, and information and urbanization as the conditions, and at the same time, the advantages of the old industrial base should be brought into play. To provide a good environment for new industrialization, to speed up the construction of urbanization, to eliminate the dual structure between urban and rural areas, to develop a recyclable economy, to promote sustainable development, to innovate and drive the "Internet", and to deeply integrate "Belt and Road". Deepening the reform of economic system and system innovation, especially strengthening the construction of rule of law, realizing the rational allocation of resources, and finally realizing the correct choice of the new industrialization path of Chongqing.
