【摘要】：本文針對河南省綠色礦業(yè)發(fā)展現(xiàn)狀,提出了加大推進力度的建議。首先要建立上下聯(lián)動的考核機制,以縣、市級綠色礦山建設(shè)為主體,將發(fā)展綠色礦業(yè)的目標(biāo)任務(wù)分解落實到各級政府、主管部門和礦山企業(yè);其次是理順橫向關(guān)系,為發(fā)展綠色礦業(yè)創(chuàng)造有利環(huán)境;三是大力推進綠色礦業(yè)示范企業(yè)、示范礦集區(qū)、示范礦業(yè)城市的建設(shè),以先進典型帶動全省全面發(fā)展;四是對新建礦山和技改礦山實行綠色礦業(yè)審查準(zhǔn)入制度,提倡無痕開采、造景式開采,將生態(tài)環(huán)境修復(fù)和改善民生等費用納入礦山建設(shè)生產(chǎn)成本進行核算,切實把生態(tài)環(huán)境代價過大的礦山拒之門外,確保閉坑后交還農(nóng)民的土地可永續(xù)利用且具有較高收益;五是落實發(fā)展綠色礦業(yè)的激勵機制,鼓勵先進,懲戒落后;六是建設(shè)與發(fā)展綠色礦業(yè)相適應(yīng)的科技支撐體系。
[Abstract]:In view of the present situation of green mining industry in Henan Province, this paper puts forward some suggestions for strengthening the development of green mining industry in Henan Province. First of all, it is necessary to establish an examination mechanism of linking up and down, taking the construction of green mines at the county and municipal levels as the main body, and to decompose the objective task of developing green mining into the governments, departments in charge and mining enterprises at all levels; secondly, to straighten out the horizontal relationship. To create a favorable environment for the development of green mining, third, to vigorously promote the green mining demonstration enterprises, demonstration areas, the construction of mining cities, with advanced typical to promote the overall development of the province; Fourth, the green mining examination and admission system should be implemented in newly built mines and technically modified mines, and the costs of trace free mining, landscaping mining, ecological environment restoration and improving people's livelihood should be included in the cost of mine construction and production for accounting. The mines with excessive ecological and environmental costs should be effectively shut out to ensure that the land returned to farmers after closing the pits can be used permanently and has higher returns; fifthly, the incentive mechanism for the development of green mining should be implemented to encourage advanced development and punish backwardness; Sixth, the construction and development of green mining to adapt to the scientific and technological support system.
