【摘要】：隨著我國社會(huì)經(jīng)濟(jì)的發(fā)展,企業(yè)信息化建設(shè)已逐步成為推動(dòng)企業(yè)快速發(fā)展的重要因素。自計(jì)算機(jī)應(yīng)用于企業(yè)管理領(lǐng)域以來,在快速發(fā)展的30年中,信息系統(tǒng)開發(fā)與應(yīng)用方面發(fā)展尤其迅速,從ERP到MIS、OA、DSS、CIMS的開發(fā),乃至當(dāng)今“信息港”、“信息高速公路”、“企業(yè)上網(wǎng)工程”、“電子商務(wù)”的建設(shè),企業(yè)信息系統(tǒng)工程的建設(shè)浪潮一浪高過一浪,信息系統(tǒng)建設(shè)離不開信息技術(shù)、管理科學(xué)以及系統(tǒng)理論的支持。進(jìn)入21世紀(jì)以來,他們得到了飛速的發(fā)展,新成果不斷出現(xiàn),特別是信息技術(shù)(包括計(jì)算機(jī)技術(shù)、網(wǎng)絡(luò)技術(shù)、軟件技術(shù)以及數(shù)據(jù)庫技術(shù)等)的發(fā)展日新月異。企業(yè)信息系統(tǒng)的建設(shè)不能脫離時(shí)代的潮流,因此在向信息化社會(huì)的過渡過程中,任何企業(yè)都要與時(shí)俱進(jìn),跟上時(shí)代的腳步,努力保持企業(yè)的各種優(yōu)勢(shì)競(jìng)爭(zhēng)力以及培養(yǎng)單位的現(xiàn)代化管理能力。本文以長(zhǎng)沙城市建設(shè)投資開發(fā)集團(tuán)OA辦公系統(tǒng)項(xiàng)目為研究對(duì)象,采用理論與實(shí)踐相結(jié)合的方法對(duì)OA辦公系統(tǒng)建設(shè)結(jié)合城投實(shí)際并如何讓運(yùn)用到城投日常管理進(jìn)行了詳細(xì)的研究與論述。文章首先剖析了長(zhǎng)沙城投集團(tuán)管理現(xiàn)狀,發(fā)現(xiàn)公司在企業(yè)日常管理中存在的主要問題包括：審批流程不規(guī)范,集團(tuán)協(xié)同辦公和溝通不流暢,企業(yè)管理信息、企業(yè)文化等傳播不及時(shí),日常事務(wù)管理控制缺乏科學(xué)依據(jù),成本控制不力,文檔、資料,提升員工知識(shí)的開發(fā)和利用效率不高等。然后,文章深入分析了問題產(chǎn)生的主要原因是：缺乏系統(tǒng)的公司日常管理理念和完善的行為管理體制,信息化管理基礎(chǔ)薄弱,缺乏有效的內(nèi)部控制體系。最后,針對(duì)公司日常管理存在的問題提出了構(gòu)建集團(tuán)協(xié)同辦公系統(tǒng)(OA)的方案。集團(tuán)協(xié)同辦公系統(tǒng)以公司日常管理控制為核心,主要內(nèi)容包括內(nèi)部信息發(fā)布平臺(tái)、內(nèi)部溝通平臺(tái)、行政辦公管理平臺(tái)、文檔規(guī)范化管理、工作流自動(dòng)化及規(guī)范化管理。集團(tuán)OA辦公系統(tǒng)方案實(shí)施的主要環(huán)節(jié)包括了開發(fā)前需求分析、開發(fā)期間項(xiàng)目管理、竣工驗(yàn)收階段系統(tǒng)實(shí)施上線組織培訓(xùn)等。城投集團(tuán)OA辦公系統(tǒng)方案實(shí)施的保障措施包括OA辦公系統(tǒng)的創(chuàng)新與完善、結(jié)合公司實(shí)際的管理系統(tǒng)運(yùn)用、后期的培訓(xùn)體系、系統(tǒng)運(yùn)行網(wǎng)絡(luò)安全保障等。
[Abstract]:With the development of China's social economy, enterprise information construction has gradually become an important factor to promote the rapid development of enterprises. Since the application of computers in the field of enterprise management, the development and application of information systems have been particularly rapid in the 30 years of rapid development, from ERP to MISOAA / DSSCIMS, and to today's "information port" and "information superhighway". The construction of "Enterprise Network Project", "Electronic Commerce" and the Construction of Enterprise Information system Engineering (EIS) can not be separated from the support of information technology, management science and system theory. Since the beginning of the 21st century, they have been developing rapidly, and new achievements have appeared constantly, especially the development of information technology (including computer technology, network technology, software technology and database technology). The construction of enterprise information system cannot be divorced from the trend of the times. Therefore, in the process of transition to an information society, any enterprise should keep pace with the times and keep up with the pace of the times. Strive to maintain the enterprise's various competitive advantages and develop the unit's modern management ability. This paper takes the OA office system project of Changsha Urban Construction Investment and Development Group as the research object. Using the method of combining theory with practice, this paper makes a detailed study and discussion on how to apply OA office system construction to CityInvestment's practice and how to apply it to CICC's daily management. This paper first analyzes the current management situation of Changsha City Investment Group, and finds out that the main problems in the daily management of the company include: the approval process is not standardized, the group cooperation and communication is not smooth, and the enterprise management information. The enterprise culture is not spread in time, the daily affairs management control lacks the scientific basis, the cost control is weak, the document, the material, the promotion employee knowledge development and the utilization efficiency is not high and so on. Then, the paper deeply analyzes the main causes of the problem: lack of systematic daily management concept and perfect behavior management system, weak foundation of information management, lack of effective internal control system. Finally, aiming at the problems in the daily management of the company, the paper puts forward a scheme to construct the cooperative office system (OA). The group cooperative office system is based on the daily management control of the company. The main contents include the internal information publishing platform, the internal communication platform, the administrative office management platform, the standardized management of documents, the automation of workflow and the standardized management. The main links of OA office system implementation include pre-development requirement analysis, project management during development, system implementation line organization training and so on in the stage of completion and acceptance. The guarantee measures for the implementation of OA office system scheme of CITIC include the innovation and perfection of OA office system, the application of management system combined with the actual company, the later training system, the network security guarantee of system operation and so on.
