【摘要】：電力作為關(guān)系國(guó)民經(jīng)濟(jì)發(fā)展的重要二次能能源,影響著生活的方方面面。供電所作為基層供電企業(yè)的派出機(jī)構(gòu),肩負(fù)著電網(wǎng)運(yùn)行維護(hù)、計(jì)劃?rùn)z修、事故搶修和用電安全檢查、業(yè)擴(kuò)報(bào)裝、裝表接電、抄表收費(fèi)、計(jì)量管理等一系列供電服務(wù)工作,并且直接面向電力客戶(hù),是供電企業(yè)履行供電服務(wù)職責(zé)、維護(hù)企業(yè)形象的窗口。另外,隨著城鎮(zhèn)化發(fā)展步伐加快,農(nóng)村經(jīng)濟(jì)持續(xù)發(fā)展,農(nóng)民生活水平不斷提高,農(nóng)村用電需求快速增長(zhǎng),對(duì)農(nóng)村供電服務(wù)水平提出更高要求,供電所作為供電企業(yè)為“三農(nóng)”服務(wù)的最基層單位,顯得越來(lái)越重要。本文對(duì)縣級(jí)供電企業(yè)供電所管理體制及改革方向進(jìn)行了深入細(xì)致的分析和研究。介紹了加強(qiáng)供電所管理的背景和意義,分析并闡述了縣級(jí)供電單位管理體制現(xiàn)狀,從農(nóng)電發(fā)展、農(nóng)電管理方式和農(nóng)電管理改革方向等角度對(duì)現(xiàn)狀進(jìn)行了歸納和總結(jié),并結(jié)合國(guó)外先進(jìn)管理模式,與我國(guó)現(xiàn)行的管理模式進(jìn)行了對(duì)比,總結(jié)了經(jīng)驗(yàn)。本文在歸納總結(jié)我國(guó)基層供電企業(yè)管理體制及改革方向的基礎(chǔ)上,深入調(diào)研寧波供電公司,并以寧波市為例,歸納并總結(jié)其基層供電單位管理模式的現(xiàn)狀和存在問(wèn)題,分析目前面臨的挑戰(zhàn)和機(jī)遇。結(jié)合寧波市供電所管理的現(xiàn)狀,提出“大所制”的管理模式,并從“大所制”設(shè)置條件、管理模式、班組和人員方面進(jìn)行了詳細(xì)分析。在定性分析基礎(chǔ)上,建立了供電所多種管理體制對(duì)比分析模型,并結(jié)合層次分析法對(duì)模型中各指標(biāo)的權(quán)重進(jìn)行了測(cè)算。最后利用模糊綜合評(píng)價(jià)理論,對(duì)寧波供電公司目前所實(shí)施的多種管理體制進(jìn)行對(duì)比評(píng)價(jià)。本文旨在探討如何深化供電所管理體制改革,給出深化改革、促進(jìn)經(jīng)濟(jì)發(fā)展的政策建議,為進(jìn)一步提升農(nóng)村供電服務(wù)水平提供參考依據(jù)。
[Abstract]:As an important secondary energy, electric power affects every aspect of life. Power supply stations, as the local offices of grass-roots power supply enterprises, shoulder a series of power supply services, such as power grid operation and maintenance, planned maintenance, emergency repair of accidents and power safety inspection, business expansion, meter installation, meter reading and charging, metering management, and so on. It is a window for power supply enterprises to fulfill their duty of power supply service and maintain their image. In addition, with the acceleration of the pace of urbanization, the sustained development of rural economy, the continuous improvement of farmers' living standards and the rapid growth of rural electricity demand, higher demands have been put on the level of rural power supply services. Power supply station as a power supply enterprises for the "three rural" the most basic units, it is becoming more and more important. In this paper, the management system and reform direction of power supply stations in county-level power supply enterprises are analyzed and studied in detail. This paper introduces the background and significance of strengthening the management of power supply stations, analyzes and expounds the present situation of the management system of county-level power supply units, sums up and summarizes the present situation from the perspectives of the development of agricultural power, the management mode of agricultural power and the reform direction of rural power management. Combined with the foreign advanced management mode, compared with the current management model in China, summed up the experience. On the basis of summing up the management system and reform direction of our country's grass-roots power supply enterprises, this paper makes a thorough investigation on Ningbo Power supply Company, and taking Ningbo City as an example, summarizes the present situation and existing problems of the management mode of its grass-roots power supply units. Analyze current challenges and opportunities. Combined with the present situation of power supply station management in Ningbo, the paper puts forward the management mode of "big place system", and makes a detailed analysis from the aspects of setting conditions, management mode, shift group and personnel of "big place system". On the basis of qualitative analysis, a comparative analysis model of various management systems of power supply station is established, and the weight of each index in the model is calculated with the help of analytic hierarchy process (AHP). Finally, the fuzzy comprehensive evaluation theory is used to evaluate the various management systems implemented by Ningbo Power supply Company. The purpose of this paper is to discuss how to deepen the reform of power supply management system, to give some policy suggestions for deepening the reform and promoting economic development, and to provide a reference basis for further improving the level of rural power supply service.
