國神集團綜合計劃管理優(yōu)化研究

【摘要】:綜合計劃管理是促進公司從條塊分割管理向集團化統(tǒng)一運作轉(zhuǎn)變、從資源分散向優(yōu)化配置轉(zhuǎn)變,提升集團管控力的總抓手,是公司戰(zhàn)略目標及發(fā)展規(guī)劃順利實施的重要保障。然而隨著國神集團的發(fā)展演變,綜合計劃管理工作出現(xiàn)一些新的問題:整合后兩公司的計劃管理模式不同;計劃管理內(nèi)容不同;計劃覆蓋的廣度不夠;計劃管理制度不健全;計劃管理沒有完全閉環(huán);計劃管理的信息化程度不高等。因此,加強綜合計劃管理指標體系優(yōu)化研究,構(gòu)建適用于國神集團的的新型綜合計劃管理指標體系,發(fā)揮綜合計劃的管控作用,意義重大。本文首先明確指出綜合計劃管理的概念、“四統(tǒng)一”原則及編制流程并簡要介紹了國神集團的發(fā)展概況。其次闡述了國網(wǎng)公司和神華集團的兩種計劃管理模式的特點,通過分析比較國神集團在不同歷史階段的綜合計劃管理指標體系,指出目前存在的問題,構(gòu)建了一套新型綜合計劃管理指標體系并對新型指標體系進行了評估。最后以國神集團為例,對其綜合計劃的編制、平衡及過程控制進行了管理案例分析。全文研究一方面有利于提高國神集團綜合管控能力,優(yōu)化指標體系及管理流程,提升工作效率;另一方面有利于國神集團把握關(guān)鍵節(jié)點,制定切實的重點年度任務(wù),落實戰(zhàn)略目標。
[Abstract]:Comprehensive plan management is an important guarantee to promote the transformation of the company from the division management to the group integration, the transformation from the resource dispersion to the optimal allocation and the promotion of the control power of the group. It is an important guarantee for the successful implementation of the company's strategic objectives and development planning. However, with the development and evolution of the national God Group, some new projects have emerged. Problems: the plan management mode of the two companies is different after the integration; the plan management content is different; the plan coverage is not wide enough; the planning management system is not sound; the plan management is not completely closed closed; the information degree of the plan management is not high. Therefore, the optimization of the comprehensive plan management index system is optimized and the construction applies to the national God. The new comprehensive plan management index system of the group is of great significance. Firstly, this paper clearly points out the concept of comprehensive plan management, the "four unification" principle and the compilation process, and briefly introduces the development of the national God group. Secondly, it expounds the two planning management modes of the national network company and Shenhua Group. By analyzing and comparing the comprehensive plan management index system of the national God group at different historical stages, the existing problems are pointed out, and a new comprehensive plan management index system is constructed and the new index system is evaluated. Finally, taking the national God Group as an example, the preparation, balance and process control of its comprehensive plan are carried out. On the one hand, it is beneficial to improve the comprehensive management and control ability of the national God Group, optimize the index system and management process, and improve the work efficiency; on the other hand, it is beneficial to the national God group to grasp the key nodes, formulate the practical key annual tasks and implement the strategic objectives.
