【摘要】：工業(yè)事故和生產(chǎn)事故的頻發(fā)使得產(chǎn)品安全與生產(chǎn)安全問題逐漸被提升到經(jīng)濟(jì)規(guī)劃、發(fā)展、改革的日程上來。由于其不僅關(guān)系到人類生活和企業(yè)生產(chǎn)的穩(wěn)定性及安全性,還關(guān)系到企業(yè)財(cái)產(chǎn)安全、人身安全以及與自然環(huán)境的和諧共處,在進(jìn)行事故責(zé)任及事故預(yù)防問題研究時(shí),對生產(chǎn)安全管理中的事前預(yù)防、事中分析、事后研究及對該過程中相關(guān)責(zé)任人權(quán)責(zé)的梳理等,就成為我國目前進(jìn)行有效預(yù)防安全生產(chǎn)隱患的重要工作內(nèi)容。近些年來,隨著國家、社會(huì)對人權(quán)的越來越重視,涉及到安全生產(chǎn)保護(hù)的相關(guān)法律法規(guī)的越來越健全,以及良知企業(yè)對安全生產(chǎn)的資本投入越來越多,整體制造行業(yè)的安全管理研究已經(jīng)逐步深入到使用者責(zé)任、政府責(zé)任、企業(yè)責(zé)任、設(shè)計(jì)者責(zé)任、雇主責(zé)任、環(huán)境規(guī)劃責(zé)任的諸多方面中去。作為一家“百年老店”式的企業(yè),美國伊頓集團(tuán)公司歷經(jīng)百年風(fēng)雨飄搖的洗禮后,依然能屹立在世界財(cái)富500強(qiáng)的榜列中,其特有的企業(yè)管理運(yùn)行體系功不可沒。而KB公司作為美國伊頓集團(tuán)公司旗下以保險(xiǎn)絲、電容等為主要生產(chǎn)項(xiàng)目的企業(yè),雖引入MESH體系,但是在總部管理模式的束縛下,其管理效果相對有限。在生產(chǎn)過程中依然存在各類容易引發(fā)企業(yè)財(cái)產(chǎn)受損、工作人員因設(shè)備夾傷、隧道爐燙傷、氣動(dòng)設(shè)備沖擊傷等導(dǎo)致身心受到傷害的風(fēng)險(xiǎn)。基于此,筆者引入KB公司元件生產(chǎn)管理情況、管理方式、管理效果等存在的安全生產(chǎn)問題作為典型案例,重點(diǎn)圍繞其安全生產(chǎn)過程中引發(fā)安全隱患的原因及相關(guān)責(zé)任歸屬情況展開分析,尤其針對公司事故出現(xiàn)過程中的生產(chǎn)環(huán)境、操作人員生產(chǎn)安全意識、公司管理制度及管理責(zé)任等多方面缺陷進(jìn)行系統(tǒng)性討論,以找出預(yù)防和解決企業(yè)安全生產(chǎn)隱患的對應(yīng)性策略。并以此作為制造行業(yè)安全生產(chǎn)管理的借鑒和輔助。
[Abstract]:With the frequent occurrence of industrial accidents and production accidents, the problems of product safety and production safety have been gradually promoted to the agenda of economic planning, development and reform. Because it is not only related to the stability and safety of human life and enterprise production, but also related to enterprise property safety, personal safety and harmonious coexistence with the natural environment, in the study of accident responsibility and accident prevention, The prevention in advance, the analysis in the matter, the research after the event and the combing of the rights and responsibilities of the responsible persons in the process have become the important work content of preventing the hidden dangers of production safety in our country at present. In recent years, with the country and society paying more and more attention to human rights, the laws and regulations related to the protection of production safety have become more and more sound, and the capital investment of conscience enterprises on production safety has been increasing. The research on safety management of the whole manufacturing industry has gradually gone deep into many aspects, such as user responsibility, government responsibility, corporate responsibility, designer responsibility, employer responsibility and environmental planning responsibility. As a "century-old shop" enterprise, Eaton Group Company of America, after a hundred years of ups and downs, can still stand on the list of Fortune 500 in the world, and its unique enterprise management operation system can not be ignored. As the main production project of Eaton Group, KB Company introduces MESH system, but its management effect is relatively limited under the restraint of headquarters management mode. In the process of production, there are still many kinds of risks which can easily lead to the damage of enterprise property, such as the injury of equipment, the burn of tunnel furnace, the blast injury of pneumatic equipment, and so on. Based on this, the author introduces the production management of KB components, management methods, management effects and other existing safety production problems as a typical case, It focuses on the analysis of the causes and related responsibilities of the hidden dangers in the process of production safety, especially in view of the production environment during the occurrence of accidents, and the safety consciousness of the operators in production. In order to find out the corresponding strategy to prevent and solve the hidden trouble of production safety, the defects of the management system and responsibility of the company are discussed systematically in order to find out the corresponding strategies to prevent and solve the hidden trouble in production safety. And take this as the manufacturing industry safety production management reference and assistance.
