【摘要】:電力體制的深入改革改變了電網(wǎng)企業(yè)的內(nèi)部與外部環(huán)境,為了能夠適應(yīng)所處環(huán)境的變化,新的管理思想逐漸涌現(xiàn),電力體制的改革增加了電網(wǎng)企業(yè)組織結(jié)構(gòu)的復(fù)雜度,為實現(xiàn)電網(wǎng)企業(yè)的戰(zhàn)略目標(biāo),提升企業(yè)的核心競爭力,需要深入開展電力企業(yè)績效管理內(nèi)容的研究,績效管理也成為電力企業(yè)管理的重要組成部分。多元化、層次化的管理理論為績效管理提供了新的拓展空間,為省級電網(wǎng)企業(yè)改善績效管理辦法提供了新的思路。本論文以國網(wǎng)安高供電公司績效管理系統(tǒng)為研究對象,系統(tǒng)深入的研究了國網(wǎng)安高供電公司績效管理體系建設(shè)方法,具體研究內(nèi)容包括以下幾個反面:(1)國網(wǎng)安高供電公司績效管理特性分析。介紹了國網(wǎng)安高供電公司績效管理特性,展望了國網(wǎng)安高供電公司的績效管理發(fā)展趨勢,對國網(wǎng)安高供電公司績效管理狀況作了初步的把握。(2)國網(wǎng)安高供電公司績效管理現(xiàn)狀及問題分析。介紹了國網(wǎng)安高供電公司績效管理的現(xiàn)在、并以對對國家電網(wǎng)公司績效管理現(xiàn)狀的分析,找到國網(wǎng)安高供電公司績效評價體系存在的問題,對比分析了全員績效管理模式、全過程績效管理模式、層次績效管理模式,為國網(wǎng)安高供電公司績效管理模式選擇提供了決策依據(jù)。(3)國網(wǎng)安高供電公司績效管理體系建設(shè)。介紹了國網(wǎng)安高供電公司績效評價指標(biāo)設(shè)計思路,引入平衡計分卡的基本理論,形成了基于平衡計分卡的績效控制體系建設(shè)和開發(fā)程序,得到了國網(wǎng)安高供電公司績效管理體系的基本框架;進一步,從財務(wù)層面、客戶層面、內(nèi)部經(jīng)營層面、學(xué)習(xí)與成長層面建立了省級、地市級電網(wǎng)績效管理體系。(4)國網(wǎng)安高供電公司績效管理評價方法研究;趪W(wǎng)安高供電公司績效管理體系,為了能夠提出國網(wǎng)安高供電公司績效管理的評價準(zhǔn)則和方法,引入綜合評價理論,建立了基于主觀賦權(quán)法與客觀賦權(quán)法的集成賦權(quán)模型;為了對國網(wǎng)安高供電公司績效管理水平進行評估,引入模糊數(shù)學(xué)理論,構(gòu)建了國網(wǎng)安高供電公司績效管理模糊評價方法。最后,為了分析績效管理在實際過程中的應(yīng)用途徑,從員工薪酬機制設(shè)計、員工招聘與培訓(xùn)和員工職業(yè)生涯規(guī)劃幾個方面,討論了安高供電公司網(wǎng)績效管理評價結(jié)果的應(yīng)用途徑。
[Abstract]:The in-depth reform of electric power system has changed the internal and external environment of power grid enterprises. In order to adapt to the changes in the environment, new management ideas have emerged gradually, and the reform of power system has increased the complexity of the organizational structure of power grid enterprises. In order to realize the strategic goal and enhance the core competitiveness of power grid enterprises, it is necessary to carry out in-depth research on the content of power enterprise performance management, and performance management has become an important part of power enterprise management. The diversified and hierarchical management theory provides a new expansion space for the performance management and a new way of thinking for the provincial power grid enterprises to improve the performance management methods. This thesis takes the performance management system of the national network security high power supply company as the research object, systematically and deeply studies the construction method of the national network security high power supply company's performance management system. The specific research content includes the following several negative aspects: 1) the performance management characteristic analysis of the national network security high power supply company. This paper introduces the characteristics of performance management of China National Network Angao Power supply Company, and looks forward to the development trend of performance Management of National Network Angao Power supply Company. This paper makes a preliminary grasp of the performance management situation of China National Network Angao Power supply Co., Ltd. (2) the current situation and problems of the performance management of the State Network Angao Power supply Company are analyzed. This paper introduces the current performance management of the State Grid Angao Power supply Company, analyzes the current performance management situation of the State Grid Company, finds out the problems existing in the performance evaluation system of the State Grid Angao Power supply Company, and compares and analyzes the all-staff performance management model. The whole process performance management model and the hierarchical performance management model provide the decision basis for the choice of performance management model of China National Network Angao Power supply Co., Ltd.) the construction of performance management system of National Network Angao Power supply Company. This paper introduces the design idea of the performance evaluation index of the national network security high power supply company, introduces the basic theory of the balanced scorecard, and forms the construction and development program of the performance control system based on the balanced scorecard. Get the basic framework of the performance management system of the national network security high power supply company; further, from the financial level, the customer level, the internal management level, the learning and growth level has established the provincial level, Research on the performance Management Evaluation method of Power supply Company of State Network Angao Power supply Co., Ltd. Based on the performance management system of China National Network safe Power supply Company, in order to put forward the evaluation criteria and methods of performance management, an integrated weighting model based on subjective and objective weighting method is established by introducing the comprehensive evaluation theory. In order to evaluate the performance management level of the company, the fuzzy mathematics theory is introduced to construct the fuzzy evaluation method of the performance management of the power supply company. Finally, in order to analyze the application of performance management in the actual process, from the aspects of employee compensation mechanism design, employee recruitment and training and career planning, The application of performance management evaluation results of Angao Power supply Company is discussed.
