【摘要】：為探索既有建筑節(jié)能改造項(xiàng)目風(fēng)險(xiǎn)共擔(dān)科學(xué)決策的內(nèi)在實(shí)現(xiàn)機(jī)理,基于既有建筑節(jié)能改造的一般工程項(xiàng)目屬性,利用"一般到特殊"的研究思路,從工程項(xiàng)目風(fēng)險(xiǎn)分擔(dān)內(nèi)涵界定、基本原則、分擔(dān)方法、契約設(shè)計(jì)、決策優(yōu)化等五個(gè)方面梳理了國外理論研究動(dòng)態(tài);從影響因素、結(jié)構(gòu)演化、效率評(píng)價(jià)、策略優(yōu)化等四個(gè)方面歸納了國內(nèi)工程項(xiàng)目風(fēng)險(xiǎn)分擔(dān)研究趨勢(shì)。在此基礎(chǔ)上,指出既有建筑節(jié)能改造項(xiàng)目風(fēng)險(xiǎn)共擔(dān)機(jī)理研究的主要目標(biāo)與關(guān)鍵內(nèi)容,并從風(fēng)險(xiǎn)共擔(dān)要素構(gòu)成、影響關(guān)系、動(dòng)態(tài)決策、過程評(píng)價(jià)與協(xié)同優(yōu)化等五個(gè)方面構(gòu)建了既有建筑節(jié)能改造項(xiàng)目風(fēng)險(xiǎn)共擔(dān)機(jī)理研究框架,闡述了風(fēng)險(xiǎn)共擔(dān)實(shí)施框架的具體運(yùn)作流程,研究結(jié)果為既有建筑節(jié)能改造項(xiàng)目科學(xué)的風(fēng)險(xiǎn)共擔(dān)決策提供了參考。
[Abstract]:In order to explore the inherent realization mechanism of the scientific decision-making of energy saving and renovation projects in existing buildings, based on the properties of general engineering projects of existing buildings, this paper makes use of the research ideas of "generality to particularity". From five aspects of definition, basic principle, sharing method, contract design and decision optimization of project risk sharing, this paper combs the foreign theoretical research trends, including influencing factors, structural evolution, efficiency evaluation, and so on. The research trend of risk sharing in domestic engineering projects is summarized in four aspects, such as strategy optimization. On this basis, the paper points out the main objectives and key contents of the research on the risk-sharing mechanism of the existing building energy-saving transformation projects, and from the components of the risk sharing elements, influences the relationship, and makes dynamic decisions. The research framework of risk-sharing mechanism of existing building energy-saving transformation project is constructed from five aspects of process evaluation and collaborative optimization, and the concrete operation process of risk-sharing implementation framework is expounded. The results provide a reference for the scientific risk-sharing decision of the existing building energy saving reconstruction project.
