【摘要】:工程勘察與設(shè)計的質(zhì)量,直接關(guān)聯(lián)著的不僅是建設(shè)工程本身的經(jīng)濟(jì)效益、社會效益以及環(huán)境效益,也關(guān)系著人民的生命和財產(chǎn)的安全。勘察設(shè)計的質(zhì)量責(zé)任主體是勘察設(shè)計單位,國務(wù)院發(fā)布的《建設(shè)工程質(zhì)量管理條例》明確規(guī)定,勘察設(shè)計單位必須對其勘察設(shè)計的質(zhì)量負(fù)責(zé)。誰勘察設(shè)計誰負(fù)責(zé),是國際通行的準(zhǔn)則。這就要求勘察設(shè)計單位建立健全的質(zhì)量管理體系,并持續(xù)改進(jìn)其有效性,不斷增強(qiáng)滿足工程建設(shè)質(zhì)量要求的能力。論文以JK公司為例,旨在以項目管理的視角,運用SWOT分析法和5M1E要素分析法,對JK公司工程勘察設(shè)計項目的特點以及該公司勘察設(shè)計質(zhì)量管理方面存在的問題進(jìn)行分析,說明在JK公司中建立項目質(zhì)量管理體系的必要性;通過列舉當(dāng)前公司內(nèi)部工程勘察設(shè)計質(zhì)量中存在的主要問題,并分析其成因,提出勘察設(shè)計項目質(zhì)量管理體系建立的模式,明確勘察設(shè)計項目質(zhì)量方針,針對影響質(zhì)量的因素,從質(zhì)量管理體系構(gòu)建、質(zhì)量管理體系操作應(yīng)用和項目質(zhì)量考評三個方面為JK公司的勘察設(shè)計質(zhì)量提供保證;基于PDCA(計劃、實行、處理、檢查)循環(huán)原理、工程項目質(zhì)量控制三階段(事前控制、事中控制和事后控制)原理以及工程項目質(zhì)量的三全控制原理(全面質(zhì)量控制、全過程質(zhì)量控制和全員參與質(zhì)量控制),運用ISO9000族標(biāo)準(zhǔn)的過程方法,提出以質(zhì)量計劃編制為主的設(shè)計計劃過程質(zhì)量控制方案,并以實際設(shè)計項目為例,對項目的質(zhì)量管理模式進(jìn)行應(yīng)用和分析,運用現(xiàn)代項目管理理論中的項目質(zhì)量管理理論和方法,探討如何對影響勘察設(shè)計質(zhì)量的重要控制對象、關(guān)鍵部位和薄弱環(huán)節(jié)設(shè)置質(zhì)量控制點,并進(jìn)行質(zhì)量控制,確保達(dá)到勘察設(shè)計質(zhì)量目標(biāo),力圖為勘察設(shè)計項目質(zhì)量管理提供指導(dǎo)。
[Abstract]:The quality of engineering investigation and design is directly related not only to the economic, social and environmental benefits of the construction project itself, but also to the safety of people's life and property. The main body of quality responsibility for reconnaissance and design is the survey and design unit. The regulations on quality Control of Construction Engineering issued by the State Council clearly stipulate that the survey and design unit must be responsible for the quality of investigation and design. It is an internationally accepted norm who is responsible for the investigation and design. This requires the investigation and design units to establish a sound quality management system, and continuously improve its effectiveness, constantly enhance the ability to meet the quality requirements of engineering construction. Taking JK Company as an example, this paper aims to analyze the characteristics of JK Company's engineering survey and design project and the problems existing in the quality management of the company's survey and design by using SWOT analysis and 5M1E element analysis from the point of view of project management. This paper explains the necessity of establishing the project quality management system in JK Company, lists the main problems existing in the internal engineering survey and design quality of the company at present, analyzes its causes, and puts forward the mode of establishing the quality management system of the survey and design project. Make clear the quality policy of survey and design project, aiming at the factors affecting quality, provide guarantee for JK company's survey and design quality from three aspects: quality management system construction, operation application of quality management system and project quality evaluation, based on PDCA, The principle of cycle, the principle of three stages of project quality control (prior control, in-process control and post-control) and the principle of total quality control of engineering project quality. The whole process quality control and the whole staff participate in the quality control, using the process method of the ISO9000 family standard, put forward the design plan process quality control plan which is based on the quality plan compilation, and take the actual design project as an example. The application and analysis of the quality management mode of the project, the application of the theory and method of the project quality management in the modern project management theory, and the discussion on how to control the important objects that affect the quality of the survey and design are discussed. Quality control points are set up in key parts and weak links, and quality control is carried out to ensure the quality target of survey and design, and to provide guidance for quality management of reconnaissance and design projects.
