【摘要】：安全生產(chǎn)是條不可逾越的紅線,不但關(guān)系著廣大人民群眾的生命和財(cái)產(chǎn),也關(guān)系著一個(gè)國(guó)家改革發(fā)展和社會(huì)穩(wěn)定大局。作為寧夏回族自治區(qū)“一號(hào)工程”的寧東,雖然這些年大力發(fā)展了經(jīng)濟(jì),但我們也應(yīng)看到其安全生產(chǎn)形勢(shì)愈加嚴(yán)峻,由危險(xiǎn)化學(xué)品企業(yè)而發(fā)生的安全生產(chǎn)事故近年來(lái)有上升趨勢(shì),尤其是寧東的煤化工園區(qū),聚集了一批大型危險(xiǎn)化學(xué)品生產(chǎn)企業(yè),重大危險(xiǎn)源多、安全風(fēng)險(xiǎn)極高。鑒于寧東煤化工園區(qū)危險(xiǎn)化學(xué)品安全生產(chǎn)工作的重要意義,為了有效預(yù)防和遏制化工園區(qū)發(fā)生重特大安全生產(chǎn)事故,論文本著實(shí)事求是的原則,在國(guó)內(nèi)外該領(lǐng)域研究現(xiàn)狀的基礎(chǔ)上,吸收杜邦公司、神華集團(tuán)的先進(jìn)安全生產(chǎn)經(jīng)驗(yàn),通過(guò)文獻(xiàn)法、調(diào)研法、案例分析法等,在工作中注意搜尋相關(guān)資料,從寧東煤化工園區(qū)安全機(jī)構(gòu)、危險(xiǎn)化學(xué)品生產(chǎn)企業(yè)、風(fēng)險(xiǎn)因素等重點(diǎn)方面進(jìn)行了詳細(xì)描述和分析,找出寧東煤化工園區(qū)危險(xiǎn)化學(xué)品企業(yè)安全生產(chǎn)管理存在的問(wèn)題。由此針對(duì)性的提出安全管理對(duì)策。論文的研究?jī)?nèi)容更多是注重工作實(shí)踐,提出的問(wèn)題和對(duì)策不但可以為�；菲髽I(yè)安全管理提供借鑒,也為化工園區(qū)特殊的管理體制下做好安全生產(chǎn)工作、降低事故的發(fā)生率,促進(jìn)經(jīng)濟(jì)的持續(xù)發(fā)展,保障社會(huì)的和諧穩(wěn)定提供一條探索之路。
[Abstract]:Safety production is an insurmountable red line, not only related to the lives and property of the broad masses of the people, but also related to the overall situation of a country's reform, development and social stability.As the "No.1 Project" of the Ningxia Hui Autonomous region, although the economy has been greatly developed in recent years, we should also see that the situation of production safety is becoming more and more serious.In recent years, accidents in production safety caused by dangerous chemical enterprises have an upward trend, especially in the coal chemical industry park of Ningdong, which has gathered a number of large enterprises of dangerous chemicals production, with many major dangerous sources and extremely high safety risks.In view of the important significance of the safety production of dangerous chemicals in Ningdong Coal Chemical Industry Park, in order to effectively prevent and contain the occurrence of serious and serious accidents in the chemical industry park, the paper is based on the principle of seeking truth from facts.On the basis of the current research situation in this field at home and abroad, absorbing the advanced safety production experience of DuPont Company and Shenhua Group, through literature, investigation, case analysis, and so on, we should pay attention to searching for relevant information in our work.This paper describes and analyzes the safety organization, the production enterprise of dangerous chemicals and the risk factors in Ningdong Coal Chemical Industry Park in detail, and finds out the problems existing in the safety management of dangerous chemical enterprises in Ningdong Coal Chemical Industry Park.From this point puts forward the safety management countermeasure.The research content of this paper is more attention to work practice, the problems and countermeasures put forward can not only provide reference for the safety management of dangerous chemicals enterprises, but also do well the work of safety production under the special management system of chemical industry park, and reduce the incidence of accidents.Promote the sustainable development of the economy, ensure social harmony and stability to provide a way to explore.
