H公司部門績效管理體系的再設計

【摘要】:因現(xiàn)今國內(nèi)國有企業(yè)存在的績效管理問題偏多,本文從H公司部門級績效管理中現(xiàn)存的主要問題入手,以H公司為典型,主要解決H公司部門績效管理問題,對H公司部門績效管理體系進行完善與再設計。在國內(nèi)市場經(jīng)濟的大環(huán)境下,在國內(nèi)企業(yè)中,比較大、中型的合資企業(yè)、外企、股份制企業(yè)的績效管理的引用是相對成功的,雖然在國有制企業(yè)中也將績效管理引入企業(yè),但切實情況卻并不樂觀。本文首先通過對國有企業(yè)——H公司的背景調(diào)查結果進行H公司現(xiàn)狀、公司績效管理背景及部門績效管理現(xiàn)狀的闡述,再對績效管理研究的理論依據(jù)進行闡述,并通過實際訪談、調(diào)查所得的反饋信息進行現(xiàn)有產(chǎn)生問題的分析與陳述。經(jīng)過總結與分析,H公司部門級績效管理出現(xiàn)問題的原因有相當一部分來自于公司整體的績效管理內(nèi)容的缺失和中高層管理者對績效管理的認識不足、重視不足。績效管理的暢行最堅實的基礎就是依靠高層領導人的重視及中層管理者的認知與重視,否則績效管理工作的推行是非常困難的,績效考核代替績效管理的現(xiàn)象也是管理者對績效的認知有所缺失而引起的。通過從H公司的整體績效管理問題入手,進行主要問題的產(chǎn)生原因剖析與解決,再從部門績效管理的整體與各個環(huán)節(jié)分析現(xiàn)有狀態(tài)、原因,從而提供現(xiàn)階段相適應的H公司部門績效管理問題解決方案。
[Abstract]:Because of the performance management problems of domestic state-owned enterprises is the main issue of this paper, starting from H department performance management in the existing, taking H company as a typical, mainly to solve the problem of performance management department of the H company, the performance management system for H departments to improve and re design. In the domestic market economy environment and in the domestic enterprises, relatively large, medium-sized joint ventures, foreign invested enterprises, citing joint-stock enterprise performance management is relatively successful, although the state-owned enterprises will also be introduced in the enterprise performance management, but the situation is not optimistic and practical. This paper through the background investigation of state-owned enterprises - H company results the current situation of H company, performance management status of the company's performance management department of the background and theoretical basis of research paper, and performance management is expounded, and through actual interviews, feedback information obtained from the survey of Analysis and statement of existing problems. Through the summary and analysis of H company, department performance management problems are insufficient, and the lack of a considerable part of senior management from the company's overall performance management content understanding of performance management seriously insufficient. Based performance management experience is the most solid knowledge and pay attention to high-level attention and middle managers rely on, otherwise the implementation of performance management is very difficult, and performance evaluation of management is the phenomenon of management on the performance of cognitive lack caused by problems. Starting from the overall performance management of H company, analyze and resolve the reasons of the main problems. Analysis of the current state, causes the whole and all aspects of department performance management, so as to provide the H company performance management department at this stage to adapt to the solution.
