【摘要】:標(biāo)準(zhǔn)和標(biāo)準(zhǔn)化的經(jīng)濟(jì)效益問(wèn)題一直倍受?chē)?guó)際標(biāo)準(zhǔn)化組織和專(zhuān)家學(xué)者的關(guān)注。早在20世紀(jì)60年代,國(guó)際標(biāo)準(zhǔn)化組織曾有過(guò)對(duì)標(biāo)準(zhǔn)的經(jīng)濟(jì)效果的討論,20世紀(jì)90年代研究已經(jīng)深入到標(biāo)準(zhǔn)對(duì)國(guó)民經(jīng)濟(jì)影響評(píng)價(jià)。我國(guó)1983年先后發(fā)布了《標(biāo)準(zhǔn)化經(jīng)濟(jì)效果評(píng)價(jià)原則和計(jì)算方法》、《標(biāo)準(zhǔn)化經(jīng)濟(jì)效果的論證方法》等國(guó)家標(biāo)準(zhǔn),評(píng)估方法更多地適應(yīng)于技術(shù)標(biāo)準(zhǔn)所帶來(lái)的經(jīng)濟(jì)效益評(píng)估。近幾年來(lái),國(guó)家有關(guān)部門(mén)加強(qiáng)了各行業(yè)領(lǐng)域技術(shù)標(biāo)準(zhǔn)的調(diào)查、研究、修訂、制訂等建設(shè)工作。國(guó)家標(biāo)準(zhǔn)化管理委員會(huì)于2009年開(kāi)始實(shí)施《國(guó)家標(biāo)準(zhǔn)化體系建設(shè)工程》,通過(guò)實(shí)施國(guó)家標(biāo)準(zhǔn)化體系建設(shè)工程,分析現(xiàn)有標(biāo)準(zhǔn)的適用性和協(xié)調(diào)性,研究標(biāo)準(zhǔn)化技術(shù)組織布局的系統(tǒng)性和合理性,構(gòu)建服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展的標(biāo)準(zhǔn)體系,有利于進(jìn)一步突出工作重點(diǎn),也為地質(zhì)調(diào)查領(lǐng)域標(biāo)準(zhǔn)化建設(shè)明確了發(fā)展方向。由于地質(zhì)礦產(chǎn)調(diào)查工作自身的特殊性和評(píng)價(jià)的復(fù)雜性,現(xiàn)有的相關(guān)評(píng)價(jià)指標(biāo)不能準(zhǔn)確、科學(xué)的對(duì)地質(zhì)礦產(chǎn)工作的經(jīng)濟(jì)效益做出評(píng)價(jià),所以本文按照《國(guó)土資源標(biāo)準(zhǔn)化管理辦法》和《國(guó)土資源“十二五”標(biāo)準(zhǔn)化發(fā)展規(guī)劃》的總體要求從地質(zhì)礦產(chǎn)領(lǐng)域標(biāo)準(zhǔn)的制(修)訂情況和應(yīng)用現(xiàn)狀等方面入手,分析研究地質(zhì)礦產(chǎn)領(lǐng)域標(biāo)準(zhǔn)的應(yīng)用程度和應(yīng)用效果,探索建立標(biāo)準(zhǔn)應(yīng)用效果評(píng)價(jià)指標(biāo)體系,提出促進(jìn)標(biāo)準(zhǔn)的推廣和應(yīng)用的對(duì)策建議。對(duì)區(qū)域地質(zhì)和礦產(chǎn)地質(zhì)調(diào)查技術(shù)標(biāo)準(zhǔn)的應(yīng)用現(xiàn)狀進(jìn)行調(diào)查了解;分析區(qū)域和礦產(chǎn)地質(zhì)調(diào)查技術(shù)標(biāo)準(zhǔn)使用過(guò)程中對(duì)規(guī)范地質(zhì)工作,保證地質(zhì)調(diào)查的質(zhì)量,促進(jìn)地質(zhì)工作技術(shù)進(jìn)步,改進(jìn)地勘單位管理,提高經(jīng)濟(jì)效益發(fā)揮作用;根據(jù)區(qū)域和礦產(chǎn)地質(zhì)調(diào)查技術(shù)標(biāo)準(zhǔn)的制訂和實(shí)施目標(biāo)及地質(zhì)工作的要求,探索建立地質(zhì)調(diào)查技術(shù)標(biāo)準(zhǔn)應(yīng)用效果評(píng)價(jià)的指標(biāo)體系。評(píng)價(jià)指標(biāo)體系總體上由三級(jí)指標(biāo)構(gòu)成,包括1個(gè)一級(jí)指標(biāo),5個(gè)二級(jí)指標(biāo),19個(gè)三級(jí)指標(biāo),初步建立了地質(zhì)礦產(chǎn)領(lǐng)域技術(shù)標(biāo)準(zhǔn)應(yīng)用效果評(píng)價(jià)的指標(biāo)體系和評(píng)價(jià)方法。本研究在確定了各項(xiàng)、各級(jí)指標(biāo)含權(quán)分值的分配與分值評(píng)價(jià)標(biāo)準(zhǔn)后,以武漢、貴州、江西等地的地勘單位為調(diào)查對(duì)象,實(shí)現(xiàn)了地質(zhì)礦產(chǎn)領(lǐng)域技術(shù)標(biāo)準(zhǔn)應(yīng)用效果評(píng)價(jià)指標(biāo)體系的具體應(yīng)用,驗(yàn)證了指標(biāo)體系的可操作性。地質(zhì)礦產(chǎn)領(lǐng)域技術(shù)標(biāo)準(zhǔn)應(yīng)用效果評(píng)價(jià)指標(biāo)體系內(nèi)容相對(duì)簡(jiǎn)單一些,指標(biāo)體系和評(píng)價(jià)方法相對(duì)成熟,相關(guān)的理論與方法基本可以推廣使用。
[Abstract]:Standards and the economic benefits of standardization have been the concern of the International Organization for Standardization and experts and scholars. As early as 1960s, The International Organization for Standardization has had a discussion on the economic effects of standards. In 90s of the 20th century, the research on the impact of standards on the national economy was deeply studied. In 1983, China successively issued the principles and calculations of the Evaluation of Standardization Economic effects. Methods >, "demonstration methods of Standardization Economic effect" and other national standards, In recent years, the relevant state departments have strengthened the investigation, study and revision of technical standards in various industries. The National Standardization Management Committee began to implement the National Standardization system Construction Project in 2009. Through the implementation of the National Standardization system Construction Project, the applicability and coordination of existing standards were analyzed. To study the systematization and rationality of standardized technical organization layout and to construct a standard system to serve the economic and social development will help to further highlight the key points of the work. Due to the particularity of geological and mineral survey work itself and the complexity of evaluation, the existing relevant evaluation indicators are not accurate. Scientifically evaluate the economic benefits of geological and mineral work, Therefore, according to the general requirements of the "standardized Management measures for Land and Resources" and the "Twelfth Five-Year Plan for the Standardization Development of Land and Resources", this paper begins with the system (revision) of standards in the field of geology and mineral resources and the present situation of their application. This paper analyzes the application degree and effect of the standards in the field of geology and mineral resources, and explores the establishment of the evaluation index system of the application effects of the standards. The countermeasures and suggestions to promote the popularization and application of the standards are put forward. The present situation of the application of the technical standards of regional geology and mineral geology survey is investigated, and the standardization of geological work in the process of using the technical standards of regional and mineral geological surveys is analyzed. To ensure the quality of geological survey, to promote the technical progress of geological work, to improve the management of geological prospecting units and to improve the economic benefits, to formulate and implement the technical standards for regional and mineral geological surveys and to meet the requirements of geological work, This paper explores the establishment of an index system for evaluation of the application of geological survey technical standards. The evaluation index system is generally composed of three levels of indicators, including one first-grade index, five second-class indicators, and nineteen third-grade indicators. The index system and evaluation method of the application effect of technical standards in geological and mineral fields are established. After determining the distribution and evaluation criteria of the weights of various indexes, this study takes Wuhan, Guizhou, Guizhou, China as the basis for the evaluation of the evaluation of the effects of the application of technical standards in the field of geology and mineral resources. Geological prospecting units in Jiangxi and other places are the objects of investigation and have realized the concrete application of the evaluation index system for the application of technical standards in the field of geology and mineral resources. The content of evaluation index system is relatively simple, the index system and evaluation method are relatively mature, and the related theories and methods can be popularized and used.
