【摘要】：2014年4月24日,第十二屆全國(guó)人大常委會(huì)第八次會(huì)議修訂了《中華人民共和國(guó)環(huán)境保護(hù)法》,該法將于2015年正式施行,以此來(lái)監(jiān)督排污單位的排污情況。而火電企業(yè)作為環(huán)境污染的大戶,也必須承擔(dān)起保護(hù)環(huán)境的責(zé)任,盡可能提高資源的使用效率,更應(yīng)該承擔(dān)起保護(hù)環(huán)境的責(zé)任,減少對(duì)污染物的排放,這樣才能從源頭上解決環(huán)境污染的問(wèn)題。為了使企業(yè)能夠主動(dòng)地進(jìn)行環(huán)境保護(hù),一個(gè)比較可行而且有效的辦法就是對(duì)企業(yè)進(jìn)行環(huán)境績(jī)效評(píng)價(jià)�；诖饲闆r,本文對(duì)火電企業(yè)的環(huán)境績(jī)效綜合評(píng)價(jià)相關(guān)問(wèn)題展開(kāi)研究。首先,文章對(duì)環(huán)境績(jī)效、環(huán)境績(jī)效評(píng)價(jià)以及相關(guān)的概念進(jìn)行了界定,并闡述了績(jī)效評(píng)價(jià)的理論基礎(chǔ)、內(nèi)容和方法。接著,闡述企業(yè)環(huán)境績(jī)效評(píng)價(jià)體系構(gòu)建的依據(jù)和原則,然后再根據(jù)火電企業(yè)本身的特點(diǎn),以獨(dú)立第三方的視角來(lái)選定適合火電企業(yè)的績(jī)效評(píng)價(jià)指標(biāo)體系,最后對(duì)相關(guān)指標(biāo)進(jìn)行確定和說(shuō)明。隨后,介紹了企業(yè)環(huán)境績(jī)效綜合評(píng)價(jià)的流程,并利用2011-2013年的電力行業(yè)的相關(guān)數(shù)據(jù),通過(guò)主成分分析法篩選出環(huán)境績(jī)效綜合評(píng)價(jià)基礎(chǔ)指標(biāo)的主成分,再與輔助指標(biāo)相結(jié)合,構(gòu)建一套適合電力企業(yè)實(shí)際情況的綜合評(píng)價(jià)模型。最后,選取了一個(gè)火電企業(yè)的個(gè)體數(shù)據(jù)和相關(guān)資料進(jìn)行應(yīng)用研究,并根據(jù)環(huán)境績(jī)效綜合評(píng)價(jià)的結(jié)果提出了相應(yīng)的改進(jìn)意見(jiàn)。
[Abstract]:On April 24th 2014, the 8th session of the standing Committee of the 12th National people's Congress amended the Environmental Protection Law of the people's Republic of China, which will come into effect on 2015. In order to monitor the discharge situation of the polluters, the thermal power enterprises, as the major polluters of the environment, must also assume the responsibility of protecting the environment, improving the efficiency of the use of resources as far as possible, and even more, shouldering the responsibility of protecting the environment. To reduce the discharge of pollutants, so as to solve the problem of environmental pollution at the source. In order to enable enterprises to take the initiative to protect the environment, A more feasible and effective method is to evaluate the environmental performance of the enterprise. Based on this situation, this paper studies the related problems of the comprehensive evaluation of the environmental performance of the thermal power enterprise. First, the paper studies the environmental performance. Environmental performance evaluation and related concepts are defined, and the theoretical basis, content and methods of performance evaluation are expounded. Then, the basis and principles of the construction of enterprise environmental performance evaluation system are expounded. Then according to the characteristics of thermal power enterprises, the performance evaluation index system suitable for thermal power enterprises is selected from the perspective of independent third parties. Finally, the relevant indicators are determined and explained. This paper introduces the process of comprehensive evaluation of enterprise environmental performance, and by using the relevant data of electric power industry from 2011 to 2013, the principal components of the basic indicators of comprehensive evaluation of environmental performance are selected by principal component analysis, and then combined with auxiliary indicators. A comprehensive evaluation model suitable for the actual situation of electric power enterprises is constructed. Finally, the individual data and related data of a thermal power enterprise are selected for application research, and corresponding improvement suggestions are put forward according to the results of comprehensive evaluation of environmental performance.
