【摘要】：“十二五”時(shí)期,是國防科技工業(yè)轉(zhuǎn)型升級的關(guān)鍵時(shí)期,是中國航天自主發(fā)展能力的攻堅(jiān)時(shí)期,也是發(fā)揮航天軍工對國民經(jīng)濟(jì)牽動力的重要時(shí)期。中國航天工業(yè)面臨著國民經(jīng)濟(jì)發(fā)展、需求環(huán)境變化、國家工業(yè)化發(fā)展、世界主要國防工業(yè)體系新一輪變動等機(jī)遇和挑戰(zhàn),同時(shí)存在基礎(chǔ)薄弱、能力水平不高、體系結(jié)構(gòu)不合理等突出矛盾與問題,航天核心軍工能力水平亟待提高,隨之帶動一大批為中國航天發(fā)展起保障作用的固定資產(chǎn)投資項(xiàng)目論證和實(shí)施。但在論證和實(shí)施過程中,諸多不利因素導(dǎo)致航天軍工固定資產(chǎn)投資項(xiàng)目進(jìn)展緩慢,拖期超支現(xiàn)象嚴(yán)重。因此,航天軍工固定資產(chǎn)投資項(xiàng)目風(fēng)險(xiǎn)管理研究越來越被高度重視。本文應(yīng)用風(fēng)險(xiǎn)管理理論對航天研發(fā)保障固定資產(chǎn)投資T項(xiàng)目的風(fēng)險(xiǎn)管理進(jìn)行了深入研究。首先,根據(jù)項(xiàng)目風(fēng)險(xiǎn)分析和評價(jià)的有關(guān)資料,對航天研發(fā)保障固定資產(chǎn)投資T項(xiàng)目的特點(diǎn)進(jìn)行了梳理。然后,借鑒先進(jìn)理論和項(xiàng)目管理實(shí)踐經(jīng)驗(yàn),應(yīng)用模糊層次分析法對航天研發(fā)保障固定資產(chǎn)投資T項(xiàng)目進(jìn)行了風(fēng)險(xiǎn)評價(jià)。最后,按照風(fēng)險(xiǎn)評價(jià)結(jié)果,結(jié)合項(xiàng)目管理流程,對該航天研發(fā)保障固定資產(chǎn)投資T項(xiàng)目風(fēng)險(xiǎn)提出了相應(yīng)的應(yīng)對策略和措施。本文的研究對其他航天軍工固定資產(chǎn)投資項(xiàng)目的風(fēng)險(xiǎn)管理也具有一定的借鑒意義和應(yīng)用價(jià)值。
[Abstract]:The 12th Five-Year Plan period is a critical period for the transformation and upgrading of national defense science, technology and industry, and a critical period for China's independent development of aerospace. China's aerospace industry faces opportunities and challenges such as the development of the national economy, changes in the demand environment, the development of the country's industrialization, and a new round of changes in the world's major national defense industrial systems. At the same time, there are some outstanding contradictions and problems, such as weak foundation, low capability level, unreasonable system structure, and so on. The level of aerospace core military capability needs to be improved urgently. This led to the demonstration and implementation of a large number of fixed assets investment projects that play a role in ensuring the development of China's aerospace industry. However, in the process of demonstration and implementation, many unfavorable factors resulted in the slow progress of the fixed assets investment projects in aerospace military industry. Overspending on the delayed period is serious. Therefore, More and more attention has been paid to the risk management of the fixed assets investment project of aerospace military industry. This paper applies the risk management theory to deeply study the risk management of the T project to guarantee the fixed assets investment in aerospace research and development. According to the relevant data of project risk analysis and evaluation, this paper combs the characteristics of space R & D supporting fixed assets investment T project. Then, we draw lessons from advanced theory and practical experience of project management. Applying fuzzy analytic hierarchy process (FAHP) to evaluate the risk of the fixed assets investment T project in aerospace R & D. Finally, according to the risk evaluation results, combined with the project management process, The corresponding strategies and measures are put forward to guarantee the risk of the fixed assets investment T project of the aerospace R & D. The research in this paper also has certain reference significance and application value to the risk management of other aviation military fixed assets investment projects.
