【摘要】：通過對紹興紡織印染業(yè)現(xiàn)有政策的調(diào)研,發(fā)現(xiàn)其廢水治理存在著集中處理政策設(shè)計不足、第三方治理機制不完善、市場化定價機制不健全、排污權(quán)交易未有效實施、綠色信貸政策力度不足、產(chǎn)業(yè)布局趨緊導致水環(huán)境自凈壓力增大等問題。為解決紡織印染業(yè)廢水治理現(xiàn)狀問題,提出創(chuàng)新廢水集中預處理模式、推動第三方治理產(chǎn)業(yè)化發(fā)展、完善市場化定價機制、改進排污權(quán)交易制度、落實綠色信貸政策、建立海陸統(tǒng)籌治水體系等對策建議。通過技術(shù)進步來提升廢水治理效率和效果,以更好地促進紹興紡織印染業(yè)的可持續(xù)發(fā)展。
[Abstract]:Through the investigation of the existing policies in Shaoxing textile printing and dyeing industry, it is found that there are insufficient design of centralized treatment policy, imperfect third party governance mechanism, imperfect market-oriented pricing mechanism, and ineffective implementation of emission trading in Shaoxing textile printing and dyeing industry. In order to solve the problem of wastewater treatment in textile printing and dyeing industry, a new mode of centralized pretreatment of wastewater is put forward to promote the industrialization of third party governance, in order to solve the problems such as insufficient green credit policy and tight industrial distribution of industry, and so on, in order to solve the problem of wastewater treatment in textile printing and dyeing industry. Improve the market-oriented pricing mechanism, improve the emission trading system, implement the green credit policy, and establish a land and sea water management system. Through technological progress to improve the efficiency and effectiveness of wastewater treatment, In order to better promote the sustainable development of Shaoxing textile printing and dyeing industry.
