中國制造業(yè)行業(yè)技術(shù)創(chuàng)新效率對(duì)出口產(chǎn)品質(zhì)量升級(jí)的影響研究

【摘要】:改革開放以來,我國制造業(yè)貿(mào)易發(fā)展迅速。但近年來,伴隨著國際貿(mào)易形勢(shì)的惡化以及國內(nèi)勞動(dòng)力、原材料成本的上升,制造業(yè)出口產(chǎn)品價(jià)格優(yōu)勢(shì)受到較大的打擊。在這個(gè)背景下,研究我國出口產(chǎn)品質(zhì)量升級(jí)問題顯得頗為必要和迫切。技術(shù)創(chuàng)新被認(rèn)為是促進(jìn)出口產(chǎn)品質(zhì)量升級(jí)的重要途徑,不少學(xué)者從這個(gè)方面入手進(jìn)行了研究。跟已有的絕大文獻(xiàn)不同,本文從技術(shù)創(chuàng)新效率的角度研究我國出口產(chǎn)品質(zhì)量升級(jí)的問題。文章在理論部分首先指出,產(chǎn)品質(zhì)量是指“消費(fèi)者對(duì)產(chǎn)品中一組固有特性滿足要求的程度”,即不僅要考慮產(chǎn)品性能這一客觀屬性,還需要考慮消費(fèi)者的滿足程度的主觀屬性。隨后將技術(shù)創(chuàng)新看作是有技術(shù)研發(fā)與技術(shù)轉(zhuǎn)化兩個(gè)階段所組成的、貫穿于新產(chǎn)品的研發(fā)與生產(chǎn)的整個(gè)過程的鏈?zhǔn)交顒?dòng)。最后理論上證明了技術(shù)創(chuàng)新兩個(gè)階段效率的提高將有助于出口產(chǎn)品質(zhì)量的升級(jí)。本文采用HallakSchoot(2011)創(chuàng)建的出口質(zhì)量指數(shù)測(cè)度我國制造業(yè)26個(gè)子行業(yè)的出口產(chǎn)品質(zhì)量水平,這一方法的關(guān)鍵在于將消費(fèi)者的有形評(píng)價(jià)和無形評(píng)價(jià)考慮在影響出口產(chǎn)品質(zhì)量的因素之內(nèi),與本文對(duì)產(chǎn)品質(zhì)量的研究思想保持一致。在技術(shù)創(chuàng)新效率的測(cè)算中,本文采用的是DEA-Malmquist指數(shù)法,除了測(cè)算綜合技術(shù)創(chuàng)新效率以外還分別測(cè)算了技術(shù)研發(fā)階段、技術(shù)轉(zhuǎn)化階段的效率指數(shù)。實(shí)證部分,本文根據(jù)已測(cè)得的相關(guān)指標(biāo)建立模型,驗(yàn)證整體上技術(shù)創(chuàng)新效率的提高對(duì)出口產(chǎn)品質(zhì)量升級(jí)的貢獻(xiàn)程度。隨后將各子行業(yè)按照技術(shù)水平進(jìn)行分類,并分樣本建立模型進(jìn)行檢驗(yàn)。最終得出結(jié)論:綜合技術(shù)創(chuàng)新效率的提高顯著促進(jìn)出口產(chǎn)品質(zhì)量升級(jí);技術(shù)研發(fā)效率對(duì)的出口產(chǎn)品質(zhì)量升級(jí)的影響在高技術(shù)行業(yè)體現(xiàn)的最為顯著;技術(shù)轉(zhuǎn)化效率對(duì)出口產(chǎn)品質(zhì)量升級(jí)最大的影響效應(yīng)存在于中技術(shù)行業(yè)。在前面分析的基礎(chǔ)上,本文提出的政策建議如下:高技術(shù)類型行業(yè)應(yīng)大力開展自主研發(fā)活動(dòng),主動(dòng)掌握核心技術(shù);中等技術(shù)水平的行業(yè),更適合通過引進(jìn)先進(jìn)技術(shù),提高技術(shù)轉(zhuǎn)化效率進(jìn)而使出口產(chǎn)品質(zhì)量升級(jí);低技術(shù)型行業(yè)與資源型行業(yè)應(yīng)加速行業(yè)轉(zhuǎn)型,適當(dāng)?shù)奶岣哐邪l(fā)力度、擴(kuò)大新產(chǎn)品的投入與開發(fā)。
[Abstract]:Since the reform and opening up, China's manufacturing industry trade has developed rapidly. But in recent years, with the deterioration of the international trade situation and domestic labor, the rising cost of raw materials, manufacturing industry export price advantage products have a greater impact. In this context, the research of China's export product quality upgrading is quite necessary and urgent. Technology innovation is considered to be an important way to promote the upgrading of the quality of export products, many scholars from the aspects studied. Unlike most existing literature, this paper studies in China from the point of view of the problem of the efficiency of technological innovation in upgrading the quality of products. In the theoretical part of the article firstly pointed out that the quality of the products is "to consumers a group of products to meet the requirements of the inherent characteristics, which should not only consider the objective attributes of product performance, but also need to consider the subjective attribute satisfaction degree of consumers. Then the technological innovation as a research and technology transformation which consists of two phases, the whole process of R & D and production chain activities throughout the new product. Finally proved that the upgrading of technology innovation in two stages will help improve the efficiency of export product quality. This paper uses the HallakSchoot (2011) the quality of export products export quality index of China's manufacturing industry created 26 sub sectors, the key of this method is the tangible and intangible consumer evaluation evaluation considering factors affecting the quality of export products within, consistent with the idea of research on the quality of the products. In the calculation of the efficiency of technological innovation in this paper the DEA-Malmquist index method, in addition to measure the comprehensive efficiency of technological innovation but also to measure the development stage of technology, technical efficiency index transformation stage. The empirical part of this. The model established according to relevant indexes have been measured, the contribution of verification to improve the overall efficiency of technological innovation on the export product quality upgrading. Then sub industries are classified according to the level of technology, and the establishment of model test samples. Conclusion: significant comprehensive technological innovation efficiency to improve the quality of export products to upgrade influence on the efficiency of technology research and development; the quality of export products upgrade is reflected in the high technology industry is the most significant; technological transformation efficiency of export products to upgrade the quality of the biggest effect exists in the technology industry. Based on the above analysis, this paper puts forward policy suggestions as follows: high technology industry should vigorously carry out independent research and development activities the initiative, grasp the core technology; the medium level of the industry, more suitable for the introduction of advanced technology, improve the conversion efficiency of technology and use The quality of the product is upgraded, and the industries of low technology and resource oriented industry should accelerate the industry transformation, improve the R & D and expand the investment and development of new products.
