【摘要】：針對(duì)新疆油田油氣開發(fā)合資合作現(xiàn)狀及進(jìn)一步擴(kuò)大合作規(guī)模,對(duì)比提出合資合作的3種模式,即擴(kuò)大合作型、國有主導(dǎo)型、整體改造型,就其優(yōu)劣勢進(jìn)行分析,結(jié)果表明,整體改造型模式對(duì)中國石油收入影響最小,對(duì)地方稅收貢獻(xiàn)最大,推薦為首選方案。在此基礎(chǔ)上,根據(jù)合資合作開發(fā)區(qū)塊的篩選標(biāo)準(zhǔn),優(yōu)選出風(fēng)城油田、昌吉油田、金龍油田和瑪北斜坡區(qū)可作為今后油氣開發(fā)合資合作的重點(diǎn)領(lǐng)域與目標(biāo)。深入分析和探討了新疆油田擴(kuò)大油氣開發(fā)合資合作的重要意義在于加強(qiáng)油氣建設(shè)步伐、緩解投資壓力、增加地方財(cái)政稅收、處理復(fù)雜的油地關(guān)系、解決地方就業(yè)、帶動(dòng)地方經(jīng)濟(jì)發(fā)展。從政策環(huán)境研究角度提出,擴(kuò)大油氣合資合作開發(fā)規(guī)模符合國家、地方和行業(yè)的現(xiàn)行政策要求,時(shí)機(jī)較為成熟。
[Abstract]:In view of the present situation of oil and gas joint venture cooperation in Xinjiang oilfield and the further expansion of cooperation scale, three modes of joint venture cooperation are put forward comparatively, that is, expanding cooperation type, state-owned leading type and integral transformation type. The advantages and disadvantages of these models are analyzed. The results show that the overall transformation model has the least impact on China's oil revenue and the biggest contribution to local tax revenue, and it is recommended as the first choice. On this basis, according to the selection criteria of joint venture and cooperative development blocks. Select Fengcheng Oilfield, Changji Oilfield. Jinlong Oilfield and Mabei Slope area can be regarded as the key areas and targets of oil and gas joint venture cooperation in the future. The importance of expanding oil and gas development joint venture cooperation in Xinjiang oilfield is analyzed and discussed in depth, which lies in strengthening the pace of oil and gas construction. From the point of view of policy and environment research, we should relieve investment pressure, increase local fiscal and tax revenue, deal with complex oil-land relationship, solve local employment and promote local economic development. The expansion of the scale of oil and gas joint venture and development conforms to the current policy requirements of the state, local and industry, and the time is more mature.
