【摘要】：中部如火如荼開(kāi)展產(chǎn)業(yè)承接的同時(shí)卻遭遇民工荒問(wèn)題,這正是由于中部重點(diǎn)承接的產(chǎn)業(yè)附加值低,偏重于初級(jí)加工;在工資等成本不斷上升的情況下,勢(shì)必會(huì)出現(xiàn)利潤(rùn)下降、虧損面擴(kuò)大、虧損程度加深的態(tài)勢(shì)。長(zhǎng)期來(lái)看,會(huì)出現(xiàn)承接產(chǎn)業(yè)企業(yè)經(jīng)營(yíng)困難與民工荒并存。因此,要緩解民工荒,破解承接行業(yè)的經(jīng)營(yíng)困境,在產(chǎn)業(yè)承接中必須做到產(chǎn)業(yè)升級(jí)與農(nóng)民工技能培訓(xùn)并舉。
[Abstract]:The central region is in full swing to carry out industrial undertaking, but at the same time encountered the problem of shortage of migrant workers, which is precisely because the central key to undertake low value-added industries, emphasis on primary processing; In the case of rising costs such as wages, it is inevitable that profits will decline, losses will expand, and losses will deepen. In the long run, there will be difficulties in undertaking industrial enterprises and a shortage of migrant workers. In order to alleviate the shortage of migrant workers and solve the plight of undertaking industry, the upgrading of industry and the skill training of migrant workers must be carried out simultaneously.

【正文快照】： 2008年金融危機(jī)以來(lái),我國(guó)東部地區(qū)出口遭遇重挫,同時(shí),農(nóng)民工工資上漲迅速。在此背景下,眾多學(xué)者提出引導(dǎo)東部地區(qū)轉(zhuǎn)移出勞動(dòng)密集型產(chǎn)業(yè),騰籠換鳥(niǎo),東部著重產(chǎn)業(yè)創(chuàng)新升級(jí)和生產(chǎn)性服務(wù)業(yè)發(fā)展,而勞動(dòng)密集型產(chǎn)業(yè)和加工組裝產(chǎn)業(yè)則向中西部轉(zhuǎn)移。也就是利用中西部豐富而廉價(jià)的勞動(dòng)力
