【摘要】：在全球經(jīng)濟一體化形勢下,供應(yīng)鏈管理作為一種新型的管理理念,已被越來越多的企業(yè)所認識、接受和采用。采購是供應(yīng)鏈管理的核心環(huán)節(jié)之一,采購資金一般占生產(chǎn)型企業(yè)銷售額的40%~60%,采購管理的優(yōu)劣直接關(guān)系到企業(yè)的效益甚至存亡。業(yè)務(wù)流程再造(BPR)作為一種新的管理方法,被視為企業(yè)獲得競爭優(yōu)勢的重要手段,采購流程的BPR對企業(yè)采購管理績效的提升具有獨特的優(yōu)勢和效果。本文從現(xiàn)代供應(yīng)鏈管理和BPR理論出發(fā),結(jié)合WH公司采購系統(tǒng)的實際運行現(xiàn)狀,對該公司采購業(yè)務(wù)流程進行了分析診斷:明確了該公司存在的物料基礎(chǔ)數(shù)據(jù)差、采購信息流不暢、供應(yīng)商管理薄弱、缺乏采購戰(zhàn)略規(guī)劃、庫存結(jié)構(gòu)和數(shù)量不合理等問題。針對該公司采購系統(tǒng)存在的問題,利用信息化技術(shù),系統(tǒng)設(shè)計了公司采購信息系統(tǒng)框架。MDM系統(tǒng)通過標準化的模板設(shè)計實現(xiàn)了物料描述的規(guī)范性和唯一性,為采購流程優(yōu)化提供基礎(chǔ)性的數(shù)據(jù)保證。SRM系統(tǒng)是企業(yè)和供應(yīng)商協(xié)同的共享信息平臺,實現(xiàn)了網(wǎng)上尋源和招投標管理;另外,SRM還是統(tǒng)一的供應(yīng)商準入、評價和管理平臺,實現(xiàn)WH供應(yīng)商的分類管理戰(zhàn)略,通過WH采購物資的分類管理和供應(yīng)商分類分級的管理提升,優(yōu)化WH公司的供應(yīng)結(jié)構(gòu),打造最優(yōu)的WH公司供應(yīng)鏈管理體系。PM系統(tǒng)使備品備件采購對應(yīng)到了每個檢修項目,實現(xiàn)了備件采購的準確性。通過構(gòu)建以上采購信息化系統(tǒng),打通了WH公司從需求到采購實施的全流程管理,實現(xiàn)了“數(shù)據(jù)一次輸入、全程共享”的目標,減少了非增值性的業(yè)務(wù)量,提升了采購流程的效率和效果。采購部門組織機構(gòu)的調(diào)整更進一步的適應(yīng)了公司采購發(fā)展的要求,為相關(guān)采購戰(zhàn)略的實施提供了組織保證。庫存方面,通過回收二級庫,建立適合公司特點的安全庫存,擴大VMI的范圍,使庫存水平在保證生產(chǎn)需求的情況下大幅降低。最后,通過采用采購流程運行狀況的相關(guān)評估指標來總結(jié)并驗證采購流程優(yōu)化項目實施的效果。
[Abstract]:Under the situation of global economic integration, supply chain management, as a new management concept, has been recognized by more and more enterprises. Procurement is one of the core links of supply chain management. Procurement funds generally account for 40% of the sales volume of production enterprises. The advantages and disadvantages of procurement management are directly related to the benefits and even survival of enterprises. Business process Reengineering (BPR) as a new management method. It is regarded as an important means for enterprises to obtain competitive advantage. The BPR of procurement process has unique advantages and effects on the improvement of enterprise procurement management performance. This paper starts from the modern supply chain management and BPR theory. Combined with the actual operation of the procurement system of WH Company, this paper analyzes and diagnoses the purchasing business process of WH Company: it is clear that the material base data is poor, the procurement information flow is not smooth, and the supplier management is weak. Lack of procurement strategic planning, inventory structure and unreasonable quantity and other issues. In view of the problems of the company's procurement system, the use of information technology. The system designed the company procurement information system framework. MDM system through the standardized template design to achieve the specification and uniqueness of material description. The SRM system provides the basic data guarantee for the procurement process optimization. It is a shared information platform for the cooperation between enterprises and suppliers, and realizes the online sourcing and bidding management. In addition, SRM is also a unified supplier access, evaluation and management platform to achieve WH supplier classification management strategy, through WH procurement materials classification management and supplier classification management promotion. Optimize the supply structure of WH Company, create the best supply chain management system of WH Company. PM system makes spare parts purchase corresponding to each overhaul project. Through the construction of the above procurement information system, WH company from demand to procurement implementation of the whole process management, achieve the goal of "data once input, the whole process of sharing". Reduce the volume of non-value-added business, improve the efficiency and effectiveness of the procurement process. The organization of the procurement department to further adapt to the requirements of the development of procurement. For the implementation of the relevant procurement strategy to provide organizational assurance. Inventory, through the recovery of secondary libraries, the establishment of suitable for the company's characteristics of safety inventory, expand the scope of VMI. The inventory level is greatly reduced under the condition of ensuring the production demand. Finally, the effectiveness of the procurement process optimization project implementation is summarized and verified by using the relevant evaluation indicators of the procurement process performance.
