基于平衡計分卡的烏當(dāng)供電局績效管理研究

【摘要】:隨著我國政治經(jīng)濟(jì)進(jìn)入新常態(tài),黨和國家啟動全面深化改革,電力行業(yè)成為了改革的重點(diǎn)領(lǐng)域之一。新近出臺的《關(guān)于進(jìn)一步深化電力體制改革的若干意見》,明確提出將打破原有電力行業(yè)的利益格局,電網(wǎng)公司的政策性競爭優(yōu)勢不再?h級供電企業(yè)受宏觀環(huán)境變化的影響,外部競爭優(yōu)勢逐漸減弱,需要通過加強(qiáng)內(nèi)部管理來保持企業(yè)競爭力,為發(fā)展轉(zhuǎn)型贏得時間。企業(yè)內(nèi)部管理中最重要的因素就用人成事,而與之息息相關(guān)的就是績效管理,目前傳統(tǒng)的績效管理模式已不能適應(yīng)新的形勢和管理要求,在當(dāng)前的實(shí)踐中存在很多問題,改革迫在眉睫。平衡計分卡作為一種被廣泛應(yīng)用的績效管理方法,將企業(yè)的戰(zhàn)略目標(biāo)分解為一組由財務(wù)、客戶、內(nèi)部運(yùn)營、學(xué)習(xí)與成長四個維度指標(biāo)構(gòu)成的指標(biāo)體系,實(shí)現(xiàn)了關(guān)鍵業(yè)績的層層分解和量化,確保了企業(yè)各層級的努力都向著同一方向。當(dāng)前縣級供電企業(yè)開展績效管理,不僅僅是評估績效的好壞,要保證企業(yè)的生產(chǎn)經(jīng)營活動都能提升企業(yè)競爭力、促進(jìn)企業(yè)發(fā)展的,平衡計分卡成為了最佳的工具。本文以中國南方電網(wǎng)公司烏當(dāng)供電局為研究對象,通過構(gòu)建一套完整的基于平衡計分卡的烏當(dāng)供電局績效管理體系,為解決烏當(dāng)供電局績效管理存在的主要問題提出新的思路和方法。文章首先進(jìn)行了理論方面的研究,介紹了績效管理和平衡計分卡的相關(guān)概念和研究現(xiàn)狀。然后介紹了當(dāng)前的電力行業(yè)現(xiàn)狀和烏當(dāng)供電局的基本情況、績效管理現(xiàn)狀、當(dāng)前績效管理中存在的問題,通過分析問題背后的成因論證了烏當(dāng)供電局運(yùn)用平衡計分卡的必要性和可行性。在構(gòu)建烏當(dāng)供電局績效管理體系過程中,首先運(yùn)用了SWOT法分析了烏當(dāng)供電局的發(fā)展態(tài)勢,確定了烏當(dāng)供電局的戰(zhàn)略目標(biāo),繪制了烏當(dāng)供電局的戰(zhàn)略地圖,構(gòu)建了公司層面的績效評價指標(biāo)體系。其次對部門、崗位兩個層面績效評價指標(biāo)體系的構(gòu)建,以具體的部門和崗位為例,針對不同的類型制定了不同的構(gòu)建方法,并以具體的案例進(jìn)行了說明。最后借鑒國內(nèi)外先進(jìn)的績效管理經(jīng)驗(yàn),結(jié)合烏當(dāng)供電局績效管理實(shí)際,從績效管理原則、績效管理保障體系、績效培訓(xùn)、績效管理關(guān)鍵節(jié)點(diǎn)等方面給出了績效管理改進(jìn)建議。
[Abstract]:With the political economy of our country entering the new normal, the Party and the state have started to deepen the reform in an all-round way, and the electric power industry has become one of the key areas of the reform. Clearly put forward that the original power industry will break the pattern of interests, grid companies' policy competitive advantage is no longer. County power supply enterprises are affected by the macro environment changes, the external competitive advantage gradually weakened. Need to strengthen the internal management to maintain the competitiveness of enterprises, for the development of transition to buy time. The most important factor in the internal management of the enterprise is done, and closely related to the performance management. At present, the traditional performance management model can not adapt to the new situation and management requirements, there are many problems in the current practice, the reform is imminent. Balanced Scorecard as a widely used performance management method. The strategic objectives of the enterprise are decomposed into a set of indicators composed of finance, customer, internal operation, learning and growth, which realizes the decomposition and quantification of the key performance layer by layer. To ensure that all levels of enterprise efforts are in the same direction. At present, the county level power supply enterprises to carry out performance management, not only to evaluate the performance of the good or bad, to ensure that the production and management of enterprises can enhance the competitiveness of enterprises. To promote the development of enterprises, balanced scorecard has become the best tool. This paper takes the Wudang Power supply Bureau of China Southern Power Grid as the research object. Through the construction of a complete balanced scorecard based on the performance management system of Wudang Power supply Bureau. In order to solve the main problems existing in the performance management of Wudang Power supply Bureau, this paper puts forward new ideas and methods. This paper introduces the related concepts and research status of performance management and balanced scorecard, and then introduces the current situation of the power industry and the basic situation of the Oudang Power supply Bureau, the current situation of performance management, and the existing problems in the current performance management. The necessity and feasibility of using balanced Scorecard in Udang Power supply Bureau is demonstrated by analyzing the causes behind the problem. In the process of constructing the performance management system of Wudang Power supply Bureau. Firstly, the development situation of Wudang Power supply Bureau is analyzed by using SWOT method, the strategic goal of Wudang Power supply Bureau is determined, and the strategic map of Wudang Power supply Bureau is drawn. The performance evaluation index system at the company level is constructed. Secondly, the performance evaluation index system at the two levels of department and post is constructed, taking the specific department and position as an example. For different types of development of different construction methods, and specific cases to explain. Finally, learn from the advanced performance management experience at home and abroad, combined with the actual performance management of Wudang Power supply Bureau, from the performance management principles. Performance management guarantee system, performance training, performance management key nodes and other aspects of performance management improvement suggestions are given.
