【摘要】:面對(duì)國(guó)內(nèi)經(jīng)濟(jì)的快速增長(zhǎng)、日益嚴(yán)重的霧霾問題,大力發(fā)展核電已經(jīng)成為中國(guó)的首要選擇。根據(jù)《核電中長(zhǎng)期發(fā)展規(guī)劃(2011~2020年)》規(guī)定,預(yù)計(jì)“十三五”期間每年新開工6-8臺(tái)機(jī)組,到2020年中國(guó)核電裝機(jī)將達(dá)到在運(yùn)機(jī)組5800萬(wàn)千瓦,在建3000萬(wàn)千瓦,是世界上在建、擬建和提議的反應(yīng)堆數(shù)最多的國(guó)家。如何確保核電站高效率、高質(zhì)量的建設(shè)、安全穩(wěn)定的運(yùn)行是社會(huì)各界關(guān)心的問題,要想解決上述問題,體系完善、強(qiáng)有力的項(xiàng)目管理是不可或缺的。按照核電項(xiàng)目管理業(yè)內(nèi)的說法,核電項(xiàng)目管理有3大管理“廠房管理、設(shè)備管理、文檔管理”。目前國(guó)內(nèi)對(duì)核電項(xiàng)目文檔管理的研究比較多,一般是站在核電站運(yùn)營(yíng)商的角度從整個(gè)核電站的選址、審批、土建、安裝調(diào)試、運(yùn)行進(jìn)行考慮,針對(duì)大型核電設(shè)備供貨商的核電項(xiàng)目文檔管理體系的研究并不多。本文選取的研究對(duì)象為大型核電設(shè)備供貨商?hào)|方汽輪機(jī)有限公司(以下簡(jiǎn)稱東汽),其負(fù)責(zé)供貨的核電設(shè)備有汽輪機(jī)、凝汽器、雙聯(lián)低壓加熱器及汽輪發(fā)電機(jī)包范圍內(nèi)的各類管道、閥門等,是極其重要的核電設(shè)備供貨商。本文首先對(duì)中國(guó)核電蓬勃發(fā)展的形勢(shì)進(jìn)行了簡(jiǎn)要介紹,其次對(duì)核能發(fā)電的特點(diǎn)、項(xiàng)目管理的定義、核電項(xiàng)目管理及其文檔管理的特點(diǎn)和內(nèi)容進(jìn)行了闡述,然后結(jié)合東汽的企業(yè)特性、核電業(yè)務(wù)發(fā)展概況和所處的合同關(guān)系以及其執(zhí)行的某核電項(xiàng)目分別從核電項(xiàng)目文檔管理組織機(jī)構(gòu)、管理制度體系、文化宣貫、標(biāo)準(zhǔn)化發(fā)展、工程文件管理、完工報(bào)告和檢驗(yàn)試驗(yàn)計(jì)劃管理、檔案管理等方面進(jìn)行了研究,得出其文檔管理中存在的問題,接著針對(duì)分析歸納出來的問題基于東汽的制造型國(guó)企性質(zhì)、管理特性及現(xiàn)狀等方面分別從文檔管理的組織、考核機(jī)制、管理制度體系、標(biāo)準(zhǔn)化管理、先進(jìn)管理推廣、辦公軟件培訓(xùn)、保密和與時(shí)俱進(jìn)等方面對(duì)其問題提出了針對(duì)性的措施建議,最后對(duì)建議措施的改進(jìn)效果進(jìn)行了總結(jié)。希望本文的研究對(duì)核電站設(shè)備供貨商的文檔管理能力提升有借鑒和參考作用。
[Abstract]:In the face of the rapid growth of domestic economy and the increasingly serious problem of haze, vigorously developing nuclear power has become the first choice in China. According to the "medium and long term Nuclear Power Development Plan from 2011 to 2020)". It is estimated that 6 to 8 new units will be built each year during the 13th Five-Year Plan period. By 2020, China's nuclear power plant will reach fifty-eight million one thousand watts of units in transit and thirty million one thousand watts under construction, which is under construction in the world. How to ensure the high efficiency, high quality construction, safe and stable operation of nuclear power plant is the concern of the society. If we want to solve the above problems, the system is perfect. Strong project management is indispensable. According to the nuclear power project management industry, nuclear power project management has three major management "plant management, equipment management." At present, there are many researches on document management of nuclear power project in our country. Generally speaking, from the point of view of nuclear power station operator, we consider the location, approval, civil construction, installation, commissioning and operation of the whole nuclear power plant. There is not much research on the document management system of nuclear power project for large nuclear power equipment supplier. The research object of this paper is Dongfang Turbine Co., Ltd., the supplier of large nuclear power equipment (hereinafter referred to as Dongqi). It is responsible for the supply of nuclear power equipment steam turbine, condenser, dual low-pressure heater and turbogenerator within the range of various pipes, valves and so on. Nuclear power is an extremely important supplier of nuclear power equipment. Firstly, this paper briefly introduces the situation of the booming development of nuclear power in China, followed by the characteristics of nuclear power generation, the definition of project management. The characteristics and contents of nuclear power project management and its document management are described, and then combined with the enterprise characteristics of Dongqi. The general situation of nuclear power business development, the contractual relationship and the nuclear power project implementation from the nuclear power project document management organization, management system, cultural publicity, standardization development, engineering document management. The completion report and test plan management, file management and other aspects are studied, and the problems in the document management are obtained. Then, the problems are based on the nature of the manufacturing state-owned enterprises of Dongqi. Management characteristics and current situation from the organization of document management, assessment mechanism, management system, standardized management, advanced management promotion, office software training. In the aspects of keeping secret and keeping pace with the times, some suggestions are put forward. Finally, the improvement effect of the proposed measures is summarized. It is hoped that the research in this paper can be used for reference and reference to the improvement of the document management ability of the nuclear power plant equipment suppliers.
