【摘要】：黨的十八屆三中全會(huì)作出的全面深化改革的意見,其中很重要的一項(xiàng)內(nèi)容,就是強(qiáng)調(diào)要讓市場在資源配置中發(fā)揮決定性作用。這是對市場經(jīng)濟(jì)本質(zhì)的必然回歸,也是政府職能轉(zhuǎn)變的目標(biāo)。2014年年初,揚(yáng)州市出臺(tái)了“2號(hào)文件”——《關(guān)于著力提升服務(wù)水平凈化企業(yè)發(fā)展環(huán)境的意見》,這是政府在優(yōu)化企業(yè)發(fā)展環(huán)境過程中的一項(xiàng)舉措。本研究基于簡政放權(quán)的大背景,結(jié)合揚(yáng)州市“2號(hào)文件”的執(zhí)行情況,通過查閱文獻(xiàn)、定性分析、系統(tǒng)分析等方法,研究國內(nèi)外研究現(xiàn)狀對揚(yáng)州市政府優(yōu)化工業(yè)企業(yè)發(fā)展環(huán)境的啟示,客觀分析揚(yáng)州市優(yōu)化工業(yè)企業(yè)發(fā)展環(huán)境過程中政府履職情況,發(fā)現(xiàn)主要存在三方面的問題：職能“越位”主要表現(xiàn)在政府干預(yù)工業(yè)企業(yè)的內(nèi)部決策、介入工業(yè)企業(yè)經(jīng)營過程、干涉市場資源配置；職能“錯(cuò)位”主要表現(xiàn)在政府直接攤派引資任務(wù)到下級(jí)政府部門、直接規(guī)制工業(yè)企業(yè)經(jīng)營規(guī)范、直接參與工業(yè)企業(yè)的市場競爭；職能“缺位”主要表現(xiàn)在宏觀調(diào)控功能未有效發(fā)揮、基礎(chǔ)設(shè)施建設(shè)不夠完善、環(huán)境保護(hù)政策有待加強(qiáng)。上述問題的原因分別是：政府績效考評(píng)的唯GDP標(biāo)準(zhǔn)、政府行為和權(quán)力缺乏約束、政策工具使用不當(dāng)導(dǎo)致政府職能“越位”；職責(zé)同構(gòu)導(dǎo)致“上下”“條塊”矛盾、政府與企業(yè)之間存在利益博弈、干部隊(duì)伍素質(zhì)參不齊導(dǎo)致政府職能“錯(cuò)位”；地方財(cái)力不足、公務(wù)員責(zé)權(quán)利不對稱、存在懶政怠政思想導(dǎo)致政府職能“缺位”。針對以上情況,本研究提出下列對策：一是完善頂層設(shè)計(jì),避免政府職能“越位”,主要是合理設(shè)計(jì)考核指標(biāo),依法扼制權(quán)力擴(kuò)張,加強(qiáng)對混合性、自愿性政策工具的使用。二是改革組織內(nèi)部管理,防止政府職能“錯(cuò)位”,主要是打破政府部門間壁壘,厘清政府與企業(yè)關(guān)系,加強(qiáng)公務(wù)員崗內(nèi)培訓(xùn)。三是有效利用內(nèi)外部合力,克服政府職能“缺位”,主要是拓寬融資渠道,加強(qiáng)政府問責(zé),創(chuàng)新地方政府績效評(píng)估。
[Abstract]:One of the most important suggestions on deepening reform made by the third Plenary session of the 18 CPC Central Committee is to emphasize that the market should play a decisive role in the allocation of resources, which is an inevitable return to the essence of the market economy. In 2014, Yangzhou issued "No. 2 document"-"opinions on improving service level and purifying the development environment of enterprises". This is an action of the government in the process of optimizing the development environment of enterprises. This study is based on the background of decentralization of power, combined with the implementation of Yangzhou "No. 2 document", through the reference of literature, qualitative analysis. System analysis and other methods to study the domestic and foreign research on the Yangzhou municipal government to optimize the industrial enterprise development environment enlightenment objective analysis of Yangzhou optimization of industrial enterprise development environment in the process of government performance. It is found that there are three main problems: government intervention in the internal decision-making of industrial enterprises, intervention in the management process of industrial enterprises and interference in the allocation of market resources; The function of "dislocation" is mainly reflected in the government's direct allocation of capital to the lower government departments, the regulation of industrial enterprise management norms, and the direct participation in the market competition of industrial enterprises. The main performance of the functional "absence" is that the macro-control function has not been effectively brought into play, the infrastructure construction is not perfect, and the environmental protection policy needs to be strengthened. The reasons for the above problems are: the GDP standard of government performance evaluation. The lack of restraint of government behavior and power, improper use of policy tools lead to "offside" of government functions; The isomorphism of duties leads to the contradiction between "upper and lower" and "strip", the existence of benefit game between government and enterprises, and the misalignment of government functions caused by the quality of cadres; The lack of local financial resources, the asymmetry of civil servants' responsibility and power, the existence of lazy government thinking lead to the "absence" of government functions. In view of the above situation, this study puts forward the following countermeasures: first, to improve the top-level design. To avoid "offside" of government functions, it is mainly to reasonably design assessment indexes, curb power expansion according to law, strengthen the use of mixed and voluntary policy tools, and reform internal management of organizations. To prevent the "dislocation" of government functions, it is mainly to break down the barriers between government departments, clarify the relationship between government and enterprises, and strengthen in-post training for civil servants. Third, it is necessary to make effective use of internal and external forces to overcome the "absence" of government functions. It is mainly to widen financing channels, strengthen government accountability and innovate local government performance evaluation.
