【摘要】:經(jīng)過改革開放35年的飛速前進,中國經(jīng)濟發(fā)展已經(jīng)進入了一個全新的階段。雖然中國經(jīng)濟的基本面和戰(zhàn)略機遇期略有改變,但確實進入了增速放緩、結(jié)構(gòu)調(diào)整、動力轉(zhuǎn)換的新常態(tài)。持續(xù)的追求高速度、依賴強刺激式的發(fā)展,顯然不合時宜,還會耽誤未來的發(fā)展機遇。這樣的新常態(tài)情景使得以往國有企業(yè)的發(fā)展模式受到挑戰(zhàn),改變發(fā)展模式,打造新的盈利驅(qū)動模式是當(dāng)前國有企業(yè)改革的首要目標。本文通過對國內(nèi)外戰(zhàn)略管理以及國有企業(yè)改革綜述,結(jié)合中核建設(shè)集團與中核建材的發(fā)展現(xiàn)狀分析,剖析了中核建材戰(zhàn)略轉(zhuǎn)型的必然趨勢,主要通過對包括:產(chǎn)權(quán)結(jié)構(gòu)不合理,管理方式陳舊;科技創(chuàng)新不足,缺乏核心競爭力;不重視企業(yè)的文化建設(shè);財務(wù)制度不健全;政策扶持力度不夠,支持體系不完善等方面的深入分析,進而,提出了集團戰(zhàn)略轉(zhuǎn)型背景下中核建材公司戰(zhàn)略定位與發(fā)展思路,探討了中核建材轉(zhuǎn)型發(fā)展的具體措施與實施細則。本文通過探索中核建材的轉(zhuǎn)型發(fā)展與競爭力提升對策,以期能有助于經(jīng)濟新常態(tài)下國有企業(yè)的改革推進。
[Abstract]:After 35 years of rapid progress in reform and opening up, China's economic development has entered a new stage. Although the fundamentals of the Chinese economy and the strategic opportunity period slightly changed, it did enter into a slow growth rate. Structural adjustment, the new normal of power conversion. The persistent pursuit of high speed, relying on strong stimulus development, is obviously out of date. This new normal situation will challenge and change the development model of state-owned enterprises in the past. Building a new profit-driven model is the primary goal of the current state-owned enterprise reform. This paper analyzes the current situation of the development of China Nuclear Construction Group and China Nuclear Building Materials through the review of strategic management at home and abroad as well as the reform of state-owned enterprises. This paper analyzes the inevitable trend of the strategic transformation of nuclear building materials, mainly through the following aspects: unreasonable structure of property rights and obsolete management mode; Lack of scientific and technological innovation, lack of core competitiveness; Not paying attention to the cultural construction of enterprises; The financial system is not perfect; Policy support is not enough, the support system is not perfect and so on in-depth analysis, and then, put forward the strategic positioning and development ideas of China Nuclear Building Materials Company under the background of strategic transformation. This paper probes into the specific measures and implementation rules for the transformation and development of nuclear building materials in China. This paper explores the countermeasures for the transformation and development of nuclear building materials and the promotion of competitiveness in order to contribute to the reform and advancement of state-owned enterprises under the new normal state economy.
